HomeMy WebLinkAbout2003-03-19 759 1 Planning Board Minutes March 19, 2003 TOWN OF DANBY PLANNING BOARD MINUTES MARCH 19, 2003 Regular Meting PRESENT : Chairperson Newman Planning Board Members : William Farrell , Laurene Gilbert Linda Hansen, Robert Roe, Olivia Vent ABSENT : Lee Washesky Chairperson Newman called the Planning Board meeting to order at 7 : 10 . Simkin Application - Old Town Village Susan Beeners reported that Boris Sirnkin has requested that the public hearing for April 16, 2003 be postponed. He needs more time to finalize the drainage plans for the properties . The suggestions made by the Daetschs will be taken into consideration . At the March meeting of the Town Board Councilperson Strichartz introduced a proposal to officially abandon the old Old Town Road section . The fee schedule the Town Board adopted in 1991 provides for the Planning Board to hire a consultant when necessary at the expense of the applicant. She has developed an outline of the various fees for an engineer, the Highway Superintendent and herself to review the plans . AT& T Request for Collocation on Durfee Hill Tower Susan Beeners reported that Bill Sitsman has reviewed the application of AT&T Wireless requesting a Special Use Permit to collocate wireless communication panel antennae and related equipment on the Durfee Hill Tower. She recommended that the Planning Board schedule a public hearing for April 16 , 2003 . And that the time for the Nitchman public hearing be re- scheduled from 6 : 45 p. m . to 7 : 00 p . m . on Wednesday, April 16 , 2003 . Motion to Schedule a Public Hearing for Nitchman AT& T A motion was made by Laurene Gilbert and seconded by Linda Hansen that the Planning Board re- schedule a public hearing for the Nitchman Application for 7 : 00 p . m. and a public hearing for the AT&T Application at 7 : 15 p. m . on Wednesday, April 16, 2003 . A vote on the motion resulted as follows : Farrell Aye Gilbert Aye Hansen Aye Roe Aye Vent Aye Newman Aye Carried Unanimously Multi-Jurisdictional Pre-Disaster All Hazard Mitigation Plan Susan Beeners reported to the Board that there is a deadline of November 2004 for a hazard mitigation plan to be in place . This is different from a preparedness or response plan . A hazard mitigation must be in place if we are going to be eligible to apply for certain types of assistance . This plan has been extended out to all hazards and Tompkins County Planning Department has offered to put together the application . If the application is approved and funded then the Town would meet with the other jurisdictions and work out a formula on costs of preparing the plan. It s possible that the Town would cost would be between $ 1 , 300 and $2 ,000 in either money or in-kind services . The Planning Board is being asked to endorse the Town Board ' s decision to participate in the project. If the grant is received in 2003 it was indicated that in-kind services would not be a match . RESOLUTION NO. 1 OF 2003 760 2 Planning Board Minutes March 19, 2003 ENDORSEMENT OF DANBY ' S PARTICIPATION IN THE TOMPKINS COUNTY MULTI- JURISDICTIONAL PRE-DISASTER MITIGATION PLAN GRANT APPLICATION By Olivia Vent : Seconded by Robert Roe WHEREAS, the Town Board of the Town of Danby is supporting the preparation of a grant application by Tompkins County related to development of a Multi -Jurisdictional All-Hazard Mitigation Plan ; now, therefore , it is RESOLVED, that the Town of Danby Planning Board recognizes the importance of participation by the Town in a multi -jurisdictional plan ; and it is FURTHER RESOLVED, that the Town of Danby Planning Board endorses the Town Board of the Town of Danby ' s decision to participate in this project . A roll call vote on the resolution resulted as follows : Farrell Aye Gilbert Aye Hansen Aye Roe Aye Vent Aye Newman Aye Carried Unanimously Summer Intern for Comprehensive Plan Susan Beeners reported that the Planning Board Budget for 2003 included $ 1 ,250 for a summer intern from Cornell University. The funds of $ 1 ,205 represent the Town ' s share for an intern for 13 (thirteen) weeks . She said she would like to go to the Town Board in April for their approval to hire an intern as the job must be posted soon . The type of work for the intern could include assistance in the finalization, deductions, editing and public review of the comprehensive plan and could involve a special project. Motion to Authorize Code Enforcement Officer to Propose to Town Board the Hiring of a Summer Intern A motion was made by Robert Roe and seconded by William Farrell that the Planning Board of the Town of Danby authorizes the Code Enforcement Officer to approach the Town Board of the Town of Danby with regards to funding for a summer intern for 2003 to assist the Planning Board in its comprehensive planning.
