Supervisor Dietrich called the organizational meeting of the Board to order at 8 : 05 p . m . and read
the Supervisor ' s Statement to the Board .
SUPERVISOR' S STATEMENT TO THE BOARD
Roberts Rules of Order will be followed at all Town Board Meetings except when special roll call
vote is necessary . Roll call will be alphabetical with the Supervisor voting last . All meetings will
begin at 7 : 00 p . m . and terminate no later than 9 : 30 p . m . Method of claims for payment of all
bills will be by voucher. Vouchers and items for the agenda must be submitted no later than
Thursday preceding the Board meeting . Vouchers may be submitted to the Supervisor or the
Town Clerk . The Town Board in accordance with Town Law AT103 will audit all bills . All
personnel matters will be discussed in executive session .

PAYMENT OF BILLS

RESOLVED, That the Town Board of the Town of Danby approves a blanket resolution to
authorize the Town Supervisor to pay utility bills , freight, postage, contracts and to conduct other
normal proceedings such as payroll in advance of audit in order to keep affairs moving on a timely
basis , and be it further

AUTHORIZATION FOR PURCHASE OF TOOLS , EQUIPMENT , ETC .

VOTING MACHINE CUSTODIANS AND INSPECTORS

Danby Voting Machine Custodians to be paid $ 75 . 00 each per service and Election Inspectors

The Board reviewed a letter received from Peter and Debbie Goodman regarding the Danby
Community Park. . The Supervisor will invite Doug Gillogily to the February Agenda Meeting as he
is the spokesman for the Park Commission.
The Board discussed how to proceed with the funding for the purchase of the new 10-wheel dump
truck.

Good morning Debby & Peter ,
I just wanted to confirm some of the points discussed with Esther and 1 Lam ,
1 . Our tentative plans at the moment include widening the present drive to about
Co
30 feet. Most all necessary tree removal will be on the side away from your
property but includes all dead trees over to your property .
2 . When equipment is brought in for grading , we will contact you and mark the
areas to be graded . There will be no grading near your well located behind the
ikt
stone wall, and a minimum of the old " historical walk " that may be buried in
the present drive will be removed .
3 . The wildflower garden may suffer a little during the removal of the newly cut
trees and the hand cleanup throughout our property . Our intent is to cut the
grass around the trees to present a very " clean " look,..
4 . We are fleAble, and will discuss the foliage rprmoval on the backside of your
property . Planting-ofjeer resistant shrubs`bn the backside could be placed on
our property in an effort to minimize reducing your usable lot size.
5 . In the event we can get the expected helping hands, we will assist you in
removing the contents of your shed and removal of the shed if that is your
decision .
We believe all the issues of concern you voiced are easily solved with
planning and good communications we will make every effort to do so.
It appears the only critical issue at the moment is a safe entrance . There
is a lot to be done in our efforts to resolve this issue, and will no doubt require
a " team " effort including the DOT, Danby town board , planning , and zoning .
We appreciate your time , concerns, and interest in the effort to build a
park that will enhance our community , create a center of pride in our town ,
and promote the idea that Danby is a growing " family oriented " community .

TRANSFER OF INDEXING FUNDS AND CREATION OF NEW ACCOUNT
WHEREAS , The Town of Danby received an Indexing Grant in the amount of $4 , 139 . 00 , and
WHEREAS , an advance of funding in the amount of $2069 . 00 was received in July of 2001 and
deposited in the Town General Fund encumbered on December 27 , 2001 , and
WHEREAS , funds in the amount of $ 1 , 041 . 58 have been expended and charged to A1410 . 110
from September 17 , 2001 - December 31 , 2001 , now be it
RESOLVED , that the Town Board of the Town of Danby create a new account A 1410 . 112 for
the Indexing Grant , and be it further
RESOLVED , that the Town Board of the Town of Danby transfers $ 1 , 041 . 58 from the General
Fund to Account A1410 . 110 and the balance of the grant advance of $ 1027 . 42 to a new account

RESOLUTION ESTABLISHING LEAD AGENCY RELATED TO APPLICATION FOR
STATE ASSISTANCE FOR SALT STORAGE FACILITY
WHEREAS, the Town Board of the Town of Danby is considering application for State
Assistance Payments under the Clean Water/Clean Air Bond Act of 1966 for the construction of
a Salt Storage Facility; and pursuant to SEQRA is initiating the environmental review process for
the application and subsequent related actions;
NOW, THEREFORE, BE IT RESOLVED by the Town Board of the Town of Danby
1 . That the Town Board is legislatively determined to act as Lead Agency in environmental
review, and that the application and subsequent construction of the Salt Storage Facility
is an Unlisted Action;
2 . That the New York State Department of Environmental Conservation is an Involved
Agency with respect to the funding requested under the Clean Water/Clean Air Bond Act
of 1966;
3 . That the Town of Danby Planning Board is an Involved Agency related to the
application, and is legislatively determined to act as Lead Agency for subsequent
consideration of a Special Permit and review of the site plan for the Salt Storage Facility;
4 . That the Tompkins County Department of Planning is an interested agency related to
subsequent consideration of a Special Permit and review of the site plan pursuant to
General Municipal Law 239- 1 and —m review;
AND IT IS FURTHER RESOLVED ,
That Part I of the Environmental Assessment Form and a copy of the application for this action
shall be sent to the above involved and interested agencies requesting their concurrence in Lead
Agency designation.

Supervisor Dietrich called the organizational meeting of the Board to order at 8 : 05 p . m. and read
the Supervisor' s Statement to the Board .
SUPERVISOR' S STATEMENT TO THE BOARD
Roberts Rules of Order will be followed at all Town Board Meetings except when special roll call
vote is necessary. Roll call will be alphabetical with the Supervisor voting last. All meetings will
begin at 7 : 00 p . m. and terminate no later than 9 : 30 p . m . Method of claims for payment of all
bills will be by voucher. Vouchers and items for the agenda must be submitted no later than
Thursday preceding the Board meeting . Vouchers may be submitted to the Supervisor or the
Town Clerk. The Town Board in accordance with Town Law AT103 will audit all bills . All
personnel matters will be discussed in executive session.

APPROVAL TO INVEST IDLE FUNDS

RESOLUTION NO . 3 OF 2002
PAYMENT OF BILLS
By Councilperson Strichartz: Seconded by Councilperson Varona-Lacey
RESOLVED, That the Town Board of the Town of Danby approves a blanket resolution to
authorize the Town Supervisor to pay utility bills, freight, postage, contracts and to conduct other
normal proceedings such as payroll in advance of audit in order to keep affairs moving on a timely
basis, and be it further
RESOLVED, that a contract is not a bid award .

2001 FINANCIAL REPORT

#29-( 14) shall submit to the Town Clerk by March 1 , 2002 a copy of the report submitted to the
State Controller required by Section 30 of Municipal Law.

AUTHORIZATION FOR PURCHASE OF TOOLS. EQUIPMENT, ETC.

RESOLVED, That the Town of Danby Highway Superintendent be authorized to purchase tools,
equipment (other than motorized equipment), small implements, tires and tubes, etc . in the
amount not to exceed $2 , 500 at any given time without prior approval of the Town Board.

TOWN OF DANBY OFFICIAL NEWSPAPER AND BANK DEPOSITORY

RESOLVED, That the Town Board of the Town of Danby names the Ithaca Journal as the
Official Newspaper and the Tompkins County Trust Company as bank for the depository of Town
Funds.

as the law firm to represent the Town of Danby in all Zoning, Planning Board, and general Town
of Danby business . The Town Board reserves the right to seek other legal aid if it deems
necessary.

Danby Voting Machine Custodians to be paid $75 . 00 each per service and Election Inspectors
