PRELIMINARY BUDGET 2002

Public Hearing Declared Open
Supervisor Inman declared the public hearing open at 7 : 02 p . m . and read the following Notice of
Publication:
"NOTICE IS HEREBY GIVEN, that the Town of Danby Preliminary Budget for the Fiscal Year
2002 has been completed and filed in the Office of the Town Clerk at 1830 Danby Road, Town of
Danby, County of Tompkins , Ithaca New York where it is available for inspection during regular
office hours, Tuesday - Friday 9 : 00 a. m . to 4 : 00 p . m . , Saturday 9 : 00 a.m . to noon.
FURTHER NOTICE IS HEREBY GIVEN, that the Town Board will meet and review said
Preliminary Budget and hold a public hearing thereon at the Town of Danby Town Hall, 1830 Danby
Road, Ithaca, New York, County of Tompkins at 7 : 00 p . m . on the 8th day of November 2001 .
Citizens attending the hearing have the right to provide written and/or oral comment and ask
questions concerning the entire budget .
Pursuant to Section 108 of the Town Law that the following re the proposed yearly salaries of the
elected Town Officials for the Town of Danby.
Supervisor $ 11 ,255
Town Clerk/Tax Collector $ 15 ,914
Highway Superintendent $ 37 , 698
Town Justices (2) each $ 6 ,000
Town Councilpersons (4) each $ 1 , 860

Communications Received :
Letter from David Noteboom with concern that a highway truck he drives is unsafe for the driver and
requesting that the Board consider replacement of two very old plow trucks .
A Lease Purchase Financing Proposal from Bun Truck and Trailer Sales, Inc . as an option to bonding
to purchase a dump truck with plow for the highway department.
Comments From the Public :
Randy Brown from West Danby asked if the Town had considered being self insured for health and
dental insurance for employees .
Comments and Questions From Department Heads
Code Enforcement Officer Susan Beeners asked if the budget contains adequate money for Town

Hall snow removal and minor repairs .
Supervisor Inman said that there was money available for snow removal and minor repairs to the
Town Hall properties .
Supervisor Inman reported that the total Highway, General and Fire Tax increases 19 . 47 cents per
$ 1000 which is 2 . 53 % increase over 2001 . The majority of the increase is in the fire tax . An increase
in the Blue Cross/Blue Shield Insurance has also contributed to the increase in the taxes .
Highway Superintendent William Hall is concerned about the DA5142 . 400 snow account . We are
going to put cinders on County roads this year and have no idea how much we will receive in
revenue . The revenue will be based on time and materials .
Susan Beeners asked if the old highway barns drainage improvements and salt shed project were
included in the 2002 budget. She said that she understands that there are funds allocated in this
budget for Town Hall improvements .
Councilperson Gagnon said that the funds for the highway barns drainage and Town Hall
improvements was in the budget but that there is not enough money to do the salt shed . There is a
possibility that the Town may need to bond for funds to build the salt shed.
There was discussion on the cost for dog control that is provided by the Tompkins County SPCA and
the services received .

Supervisor Inman declared the public hearing closed at 7 : 43 p . m.
