JULY 10 , 2000
PRESENT :

Supervisor Inman called the meeting to order at 7 : 00 p . m . and led all present to the Pledge of
Allegiance to the American flag .
ADDITIONS TO THE AGENDA :
Councilperson Strichartz requested discussion on the proposed noise ordinance added to the agenda
under Old Business .
PRIVILEGE OF THE FLOOR :
Town Clerk Carol Sczepanski announced that Assembly Martin Luster will at the Town Hall for a
public meeting with the Town Board and residents on Wednesday, August 23 , 2000 at 7 : 00 p . m .
Members of the Public :
Linda Dorn - 1316 Coddington Road - reported that Carl Crispell cannot serve on the Watershed
Committee due to an injury .
COMMUNICATIONS :
1 ) Draft Noise Ordinance
2 ) Draft Traffic Ordinance
3 ) Proposed Zoning Amendments
REPORTS :
EMC (Environmental Management Council)
Robert Roe - reported that at the last EMC meeting the County Telecommunication System and the
tower to be placed in Danby was discussed . There is a State Wide Wireless Communication System
being proposed . The proposal was first proposed in 1994 and is in the second stage of its
development . Members of the County Board of Representatives were not aware of the state
proposal .
County Representative Report:
NYS Statewide Telecommunication System - Questions and concerns should be addressed to
County Representative Barbara Blanchard as chairman of this committee with a copy to Bill
Benjamin . Information is available about the NYS System on the web at www . nyswen . state. ny. us .
There are still a lot of unanswered questions related to the communication system proposed by
Tompkins County.
County Land Policy on Foreclosed Properties - If there is a perceived environmentally sensitive
piece of property due to go for foreclosure , the County policy permits that selected groups may be
approached with an offer to purchase the property before auction .
DEC- is starting another round on the sensitivity and use of the parks and the State Lands .
Water Resources Council - will be looking at the aquifer study .
Tobacco Money - may securitize some of the money .

Steve Lewandowski - Cayuga Watershed Steward
Mr. Lewandowski presented the Board with a map of the Cayuga Watershed Network . He addressed
the Board and public with information about the intermunicipal organization around Cayuga Lake .
Sixty percent (60%) of Danby is located in the Cayuga Watershed . He recommended that the Town
to participate in the organization so that Danby can be involved in the decision making process . He
suggested that a member of the Town Council with authority to speak for the Town should be a
representative .
Request for Price Estimate to Remove Trees on South Side of Town Hall
Chris Gartlein responded to a request from the Code Enforcement Officer for an estimate to remove
trees located on the south side of the Town Hall . His message is that it is not necessary to remove
the trees at this time but will be necessary in approximately two (2) years . There are however some
dead limbs to be removed .
Resignation - Shawn Henderson
Supervisor Inman has received a resignation from Shawn Henderson who provides the mowing
service to the Town of the Town cemeteries and Town properties .
Motion for Letter of Appreciation for Shawn Henderson
A motion was made by Councilperson Strichartz and seconded by Councilperson Varona-Lacey to
authorize Councilperson Gagnon to draft a letter of appreciation for Sawn Henderson from the
Board .

Draft Traffic Ordinance :
Supervisor Inman reported that we have received a Draft Traffic Ordinance from the Highway
Department. The ordinance is to set weight limits on the Town of Danby Roads . Consideration of
the traffic ordinance was deferred to the August Agenda meeting .
REPORTS :
EMC - Robert Roe reported that the 1999 Annual Report has been completed and a copy will be sent
to the Town . A report and recommendations on the Cornell University Radiation Disposal site
remediation to the State Committee of the EOR .
Highway Department Report :
The salt shed grant application was rejected and will be revised and re- submitted this year . The
{ Town will continue to negotiate a land purchase near the highway barns property . The Highway
Superintendent would like the Town to ear mark funds to be used as matching funds for the salt shed
. project .
Low Volume - Minimum Maintenance Roads - the Highway Department would like the Board
to consider a Low Volume/Minimum Maintenance Road local law . A draft local law, list of 1
proposed sites attached, and a form to be filled out for each site was submitted to the Board . Sue
Howe explained the process necessary to pass the local law . The Town of Danby Map needs to be
corrected before the process can proceed . The Town of Danby Map that was adopted in 1991 is not
current and needs to be corrected and filed with the County .

Planning Board Report :
Following a public hearing on July 19 , 2000 for the Inman Subdivision Proposal the next meeting
of the Planning Board is scheduled to be a work session for the comprehensive plan . The Supervisor
and the Board requested an update on the progress of the comprehensive plan . The Planning Board
Chair will be asked to prepare a report for the Board for the August Board meeting .
Susan Beeners reported that there is progress being made on the editing sections of the
comprehensive plan . We now have an intern who is helping with shaping up the completed sections
of the plan.

Water Resources Council :
Our Representative Carl Crispell has been injured and cannot continue to serve on the Water
Resources Council . The Town Clerk will send notice to the Danby Area News that there is a
position for a Danby representative on the Water Resources Council . Interested persons should
contact the Town Clerk .
Recreation Partnership Report :
The drafting of the Youth Recreation Partnership agreement is ongoing.
Community Council Report :
Councilperson Strichartz reported that the Danby Fireman ' s Fair is to take place this Saturday, July
15 and begins at 10 : 00 a. m .
Senior Citizen ' s Report :
Edward Roberts reported that the Danby Senior Citizens held their annual picnic at the West Danby
Ballpark Pavilion with 51 seniors in attendance . Entertainment was provided by a musical group
The "Devil Dogs" . Betty DeWolfe has received help from many Danby seniors who volunteered
their time to tear down a burned out structure and clean up the property .
SPCA - Dog Control Report - Received
The Town Clerk reported that the dog enumerator has completed approximately one third of the
Town . It is expected the enumeration will be completed by the end of September.
Noise Ordinance Committee:
Councilperson Strichartz reported that at the Agenda meeting, Sheriff Peter Meskill made a few
suggestions about the proposed Danby Noise Ordinance . The committee has revised section 240 -7
of the draft and section 240 - 14 be added .
Code Enforcement Officer Susan Beeners suggested several revisions and additions to be included
in the draft ordinance .
Motion to Send Noise Ordinance Draft to Attorney for Review
A motion was made by Councilperson Gagnon and seconded by Supervisor Inman that the Town
Board of the Town of Danby authorizes Councilperson Strichartz in conjunction with committee to
41 prepare a semi finished draft to be run by a lawyer for their input and revision to be presented to the
Board .

Motion to Appoint Councilpersons to Meet With Community Council Committees
A motion was made by Supervisor Inman and seconded by Councilperson Gagnon that the Town
Board of the Town of Danby appoints Councilperson Nolte and Councilperson Strichartz to meet

with Community Council Land Committee and two (2 ) members of the Community Council .

Makarainen Road Communication •
Supervisor Inman read a letter from Simon Ungers requesting a formal abandonment of Makarainen
Road at the present turn around . He stated that he would convey the turn around to the Town of
Danby with the provisions that he would be allowed to reconstruct a new barn at the pre-existing
location and a larger house in the future as indicated on the site plan submitted for the house
currently under construction.
Code Enforcement Officer Susan Beeners suggested that the only action the Board can take on this
request is to table the issue pending consultation with the Town Attorney . There are still problems
related to the access to a neighboring property .
Approval of Town Supervisor ' s June 2000 Report
A motion was made by Councilperson Gagnon and seconded by Councilperson Strichartz to approve
the Town Supervisor ' s June 2000 Report as submitted .

APPROVAL OF WARRANTS :
Approval of General Fund Warrant No . 7 of 2000
A motion was made by Councilperson Gagnon and seconded by Councilperson Strichartz to approve
the General Fund Warrant No . 7 of 2000 voucher numbers 266 - 300 in the amount of $ 7 , 941 . 24 .

Approval of General Fund Voucher No . 301 of 2000
A motion was made by Councilperson Gagnon and seconded by Councilperson Strichartz to approve
the payment of voucher No . 301 of 2000 after correction for overcharge of $ 25 . 00 .

Approval of West Danby Water District Fund Warrant No . 7 of 2000

approve the West Danby Water district Fund Warrant No . 7 of 2000 voucher numbers 23 -26 in the
amount of $ 836 . 69 .
