PLANNING BOARD MINUTES
MARCH 15, 2000
PRESENT :

Chairperson Laurene Gilbert called the meeting to order at 7 : 06 p.m. and welcomed Daniel Klein to
the Board. She distributed a copy of a vision statement for the Planning Board and a copy of the City
of Ithaca Site Plan Review Ordinance .
Privilege of the Floor:
Esther Dotson reported to the Board that an open meeting of the Community Council Membership
will be held here at the Town Hall at 7 : 00 p.m . on Wednesday, March 22 , 2000 . The meeting focus
is to resolve all the issues and questions around a community center and of a land purchase .
Mike Finn said he was here to talk about a possible application for a special permit to build a small
organic star style, target style, executive golf course on his property on Comfort Road .
County Planning Report:
Linda Hansen reported that the County Planning Federation held their meeting on Tuesday, March
14 . The focus of the meeting was on a County Landfill Site . City Engineer Bill Gray described a
proposal for the disposal of construction materials by the City . Dan Winch reported that he aquifer
study maps have been completed.
EMC Report:
Bob Roe reported that next month the complete year 2000 revision of the UNA Study. Jacksonville
is now going through its second round of problems with a contaminated water supply . The County
will be holding SEQR review workshops again this spring and the dates are not yet available .
County Planning - Circuit Rider
Susan Beeners reported that the Town Board granted approval for the Supervisor to sign a Contract
Agreement Extension with Tompkins County from January 1 , 2000 through August 31 , 2000 for our
comprehensive plan. Karen Flores has provided some information that has been distributed tonight
to the Board .
Salino/McGill- Special Permit
Susan Beeners reported that the conditions for a Special Permit for the Salino/McGill Proposal must
be approved by the Planning Board before a permit may be issued . Those conditions were that the
Planning Board must approve the final landscape plans, the final lighting and final signage design .
The Board reviewed the proposal submitted by Joe Salino and Todd McGill .
Motion to Approve Submission by Salino/McGill for Special Permit
A motion was made by Bob Roe and seconded by Nancy Weitzel to that the submission by Jo Salino
and Todd McGill for a Special Permit for a Gas Station/Convenience Store satisfies the criteria
established for final approval by the Danby Planning Board.

Landscaping design and type of plantings were approved .
Signs are presented as required by Sunoco .
Lighting of the area can be reduced and adjusted if necessary .
Joe Salino reported that at the public hearing there were residents who thought that a diesel pump
could be a consideration as there is a demand for this type of fuel . It may be possible in the future !
to install a diesel pump.
The motion was discussed and the following resolution was approved .
RESOLUTION NO. 7 OF 2000
APPROVAL OF FINAL SITE PLAN FOR THE SALINO/MCGILL GAS
STATION/CONVENIENCE STORE SPECIAL PERMIT
By Robert Roe : Seconded by Nancy Weitzel
RESOLVED, that the Planning Board of the Town of Danby hereby grants Special Permit and Final
Site Plan Approval for the Salino/McGill Project as proposed for a Gas Station/Convenience Store
with the following conditions :
1 ) that approval is with the provision that the lighting be subject to remediation if necessary,
and,
2) that the granting of any necessary variances related to the free standing sign by the Board
of Zoning Appeals, and
3 ) that minor alterations in the final site plan are permitted provided that such are reported
to the Planning Board .
A roll call vote on the resolution resulted as follows :

Comprehensive Plan Vision Statement
The Board reviewed options for a vision statement for the comprehensive plan . The 1978 version
is as follows :
"Purpose : This Comprehensive Plan states a vision of the future for the Town of Danby which will
serve as a set of guiding principles for land use planning and growth control . It is intended to help
residents who own homes and businesses, Town officials, those who would develop property in the
Town, and potential residents . Its purpose is to ensure orderly growth that will not unduly and
unreasonably disrupt neighborhoods, and that will not destroy irreplaceable forests, open spaces, and
wetlands . It is not a static document. It is a plan which should be periodically updated to reflect
changes in its underlying consensus . "
The board reviewed three (3 ) draft vision statements from members of the Board. The following is
a draft of what the Board wants included in a vision statement :
Items suggested to be included in the vision statement:
A commitment that encourages innovative and responsible uses of its historic and natural resources
in order to enhance both environmental protection and economic development .
An economically viable and socially diverse community that provides for, and values a variety of

lifestyles, interests, and opportunities .
A community that provides experiences, education and facilities that promote a sense of community
and cooperation for all its residents .
PROPOSED VISION STATEMENT :
As the Town of Danby enters the 21st century :
* To ensure orderly growth that will not unduly or unreasonable disrupt neighborhoods .
* To preserve irreplaceable forests, open spaces and wetlands .
* To foster an atmosphere of ongoing learning.
* To maintain a sense of community.
ANNOUNCEMENTS : ) Chairperson Gilbert announced that a there is a meeting scheduled with
David Sinclair and representatives of the DEC on Tuesday, March 21st to discuss the Proposed NYS
Recreational Plan and its relation to the Town of Danby and the Danby State Forests .
April Planning Board Meeting - the role for the County Circuit Rider will be discussed .
The Economic Development section of the Comprehensive Plan section will be reviewed .
