Chairperson Arch Dotson opened the meeting at 7 : 05 p . m . following public hearing for Fort Locks
Storage Facility,
Members of the Public :
Esther Dotson presented the Planning Board with document entitled "OUTLINE FOR
CONSIDERATION OF COMMUNITY CENTER PROPOSAL" from the Building Committee of
the Danby Community Council . She reported that this document has been circulated to the
Community Council and the Town Board of the Town of Danby. Esther summarized the contents
of the proposal and the Board discussed the proposed location and access to the site .
Fort Locks Storage Facility - Review
Michael Hovanec reported that if the project for Fort Locks Storage Buildings is approved that he
plans to begin construction by December 1999 .
RESOLUTION NO . 12 OF 1999
NEGATIVE DETERMINATION - FORT LOCKS STORAGE BUILDINGS PROJECT
By Robert Roe : Seconded by Nancy Weitzel
WHEREAS, this action is the Consideration of Site Plan Approval for the proposed phased
construction of three new storage buildings along with landscaping and drainage improvements at
Fort Locks Storage Mall, 1395 Danby road, Town of Danby Tax parcel No . 2 . - 1 -35 . 1 , commercial
Zone C -2 ; and
WHEREAS, this is an Unlisted Action for which the Town of Danby Planning Board is Lead Agency
in environmental review, and for which the Tompkins County Department of Planning is an involved
agency for purposes of General Municipal Law 239-m; and
WHEREAS, the Town of Danby Planning Board has reviewed the draft environmental assessment
prepared by the Code enforcement Officer; now, therefore, it is
RESOLVED , that the Town of Danby Planning Board, acting as lead agency in environmental
review of this Unlisted action, hereby accepts the draft environmental assessment as reviewed, and
makes a negative determination of environmental significance for this action.

comprehensive plan. Copies of the draft will be sent to the Board for their review before the October
meeting. She said that the draft is a compilation of the information in the blue book and the survey .
Olivia Vent will prepare something for the Historic Resources section for the October meeting .

SITE PLAN APPROVAL - FORT LOCKS STORAGE BUILDINGS PROJECT

WHEREAS, this action is the Consideration of Site Plan Approval for the proposed phased
construction of three new storage buildings along with landscaping and drainage improvements at
Fort Locks Storage Mall, 1395 Danby Road, town of Danby Tax Parcel No . 2 . - 1 -35 . 1 , Commercial
Zone C -2 ; and
WHEREAS, this is an Unlisted Action for which the Town of Danby Planning Board, acting as Lead
Agency in environmental review, has on October 27, 1999 made a negative determination of
environmental significance subject to concurrence by the Tompkins County Department of Planning
pursuant to General Municipal Law 239-m ; and
WHEREAS , the Planning Board at public hearing on October 27, 1999 has reviewed the proposed
site plan, drainage plan, and other materials submitted along with the site plan application ; now
therefore, it is
RESOLVED, that the Town of Danby Planning Board grants preliminary and final site plan approval
for the action as proposed, subject to the following condition :
A final drainage plan approved by a licensed professional engineer and showing gradients and
spot elevations for all proposed drainage improvements shall be submitted for approval by the
Code Enforcement Officer prior to issuance of any building permits for proposed buildings
"B - 1 " and "C - 1 " .

REPORTS :
Chairperson Dotson circulated copies of the Tompkins County Economic Development Strategy
Report and its appendix for the Board to review. It will be useful to check the report with some of
our comprehensive plan findings , data, and background material .
Planning Board Recommendation for Appointment
Bob Roe reported that the term of the Planning Board Chairman Arch Dotson expires on December
31 , 1999 and proposed the following resolution .
RESOLUTION NO. 14 OF 1999
RECOMMENDATION TO TOWN OF DANBY TOWN BOARD FOR REAPPOINTMENT
TO THE PLANNING BOARD - APPROVED
By Robert Roe : Seconded by Nancy Weitzel
WHEREAS, the term of Arch Dotson, Chair of the Town of Danby Planning Board will expire on
December 31 , 1999, and
WHEREAS, it is the desire of the Planning Board that Arch Dotson be reappointed to the Planning
Board for an additional term, now it is
RESOLVED, that the Planning Board of the Town of Danby recommends that the Town Board of
the Town of Danby reappoint Arch Dotson to the Town of Danby Planning Board for another term ,
and be it further
RESOLVED, that the Planning Board of the Town of Danby recommends to the Town Board that
Arch Dotson continue as Chair of the Planning Board .

County Contract for Comprehensive Planning Assistance
Susan Beeners requested that the Planning Board consider an extension of the Tompkins County
Planning and Town of Danby Agreement for County services related to the comprehensive plan .
Additional Planning Board meetings will be required to finish the comprehensive plan by March 31 ,
1999 . She suggested that the Board pass a resolution recommending to the Town Board that the
contract addendum be executed.
Motion to Approve Extension of Tompkins County Planning Comprehensive Plan Service
Agreement
A motion was made by Chairperson Dotson and seconded by Linda Hansen that the Tompkins
County Planning Contract Agreement Addendum be forwarded to the Town Board of the Town of
Danby with the recommendation that the contract extension be enacted.
Carried Unanimously
Comprehensive Plan Discussion :
Laurene Gilbert drafted the Housing and Population Section for the comprehensive plan and it was
sent to the Planning Board to review. Susan reported that Kristin has revised that section and added
information . Linda Hansen suggested that something be mentioned in this section related to options
for elderly housing be included in this section .
Susan said that it should be noted in this section that the Danby Survey indicated that senior housing
was definitely a priority but planned subdivisions were not. Given that we have a fairly high rate of
growth we have to accommodate all kinds of housing.
The housing and population of the comprehensive plan was discussed and is ready to draft.
Economic Development:
The Economic Development section of the comprehensive plan was postponed to the November
meeting if the TCAD report is received. Susan Cristofferson has been invited to attend to discuss
economic development and Debby Teeter has been invited to discuss the County Agriculture District
map .

A motion was made by Nancy Weitzel and seconded by Arch Dotson to approve the August 18 , 1999
Planning Board Minutes as published.
