TOWN BOARD MINUTES
FEBRUARY 11, 2008
PRESENT:
Supervisor Fredric Dietrich

Supervisor Dietrich called the meeting to order at 6:35 p.m. and led all present to the Pledge of
Allegiance to the American flag.
Privilege of the Floor:
Town Clerk, Carol Sczepanski reported that the Town and County Tax Collection has been very
busy and that the she has paid the town it's share of the 2008 Warrant to Collect. She expects that
the Clerk's office will be back to normal by the end of this week and the installment payments and
fees have been returned to the County.
Susan Beeners reported that the Town Board received a memo regarding the Finger Lakes Land
Trust. Andrew Zepp of the Finger Lakes Land Trust would like to attend the March 10,2008 board
meeting to give an update on Lick Brook,the Finger Lakes Trail Coordinator project an update on
tax incentives related to conservation.
Fire District Report:
Patrick Caveny, fire district representative reported that the vote on the Bond Resolution
Referendum for the addition to the Danby Fire Station will be tomorrow (Tuesday, February 12,
2008) from 6:00 to 9:00 p.m. at the Danby Fire Station and the West Danby Fire Station.
Members of the Public:
George Blanchard asked the Town Board if the board had acknowledged by resolution recognition
of the twenty(20) years of service of James Herson as a justice for the Town of Danby.
Supervisor Dietrich said that he would not be opposed to some kind of acknowledgment.

REPORTS:
County Legislature Report:
Representative Frank Proto reported on the following items:
The Governor has expanded the parameters for children with autism;
How the county is going to attack the Governor's budget;
Alternatives to Incarceration(ATI) program- major expense to the County.
Entire Fee Structure -has been changed for some health department permits;
New Tax Assessments -have been mailed to residents;
Tim Joseph has resigned from the County Legislature and was appointed a new position as the
Finger Lakes Parks Commissioner.
Ag assessments are due by April 1St
Supervisor Dietrich reported on the status of the SPCA. He said that there is a big push to get some
information and have it returned to the TCCOG and may be put off at least a month. Many of the
persons involved will be at the NYS Association of Towns Conference so the information may be
delayed. Most of the towns have signed contracts back and it looks like they will stick to the
original time line. There is a request to Town Clerks and Supervisors to respond to a questionnaire
to get a handle on service they currently receive from the SPCA.
EMC -No report
Highway Monthly Report Received for January 2008
Highway Secretary Laura Shawley reported on the road work for January and routine equipment
maintenance. The Highway Superintendent has sent a request for a change in the fees in Town of
Danby Local Law No. 1 of 1990 entitled . "Emergency Towing of Vehicles". The request is to
increase the fees for towing not to exceed $125.00 and a storage charge not to exceed $30.00 per
day.
No action was taken on the request to amend Local Law#1 of 1990.
Generator Update-the highway department has received quotes of the revised specifications for the
installation of a generator at the highway garage.
Zoning Report
Code Enforcement Officer, Susan Beeners reported that her monthly report for January has been
submitted. There is two(2)new housing being built in the White Hawk Ecovillage development.A
ICS course was held at the Danby Fire Station and was well attended. The DEMPC meeting was re-
scheduled for February 27, 2008 at 6:00 p.m. The CMC subdivision is moving along and a public
hearing to establish a drainage system for the storm management areas.
Beautification Committee
Supervisor Dietrich reported that the town has received a check from Cooperative Extention for the
beautification project for 2008.

Recreation Partnership
Supervisor Dietrich said that it is difficult to know how many people will take part in the programs.
Community Council Report
Dan Klein reported that Community Council held their annual meeting of officers and submitted the
2007 report to the board. Two new people were elected to the Community Council Board.
Danby Senior Citizens
The Danby Senior Citizens met on Thursday,February 7,2008 at noon for their monthly dish to pass
luncheon. There was a presentation from the Danby Community Park Committee and the Danby
Fire District.
SPCA- Report Received
The Town Clerk reported that the monthly report received from the SPCA and transmitted to the
board is difficult to read. The supervisor reported that if we take the number of dogs that were being
picked up for Danby that the cost is around$400 per dog. He said that he thinks that maybe there
should be a way for a sliding scale to be applied to the charges.
Community Park Association Update
Ken Horst,president of the Community Park Association gave a presentation of the history of the
park property, grants and support in funding they have received to build the proposed Danby
Community Park. A list of the Board of Directors and Liaisons to the association was submitted to
the board. Cheryl Savara passed out a map of the property showing where the proposed ball fields
were to be located and the site for the community center. She asked for ideas of what the community
may need in a community center. Items suggested were:the Danby library,kitchen,large room for
meetings and events,possible emergency site,a place for after school activities, possible basketball
court, etc.

RESOLUTION NO. 24 OF 2008
APPOINTMENT OF PLANNING BOARD CHAIRPERSON
By Councilperson Beavers : Seconded by Councilperson Salino
RESOLVED,that the Town Board of the Town of Danby re-appoints Bob Roe as chairperson of
the Danby Planning Board.
Discussion:
Councilperson Klein said he was willing to put the appointment off.
Supervisor Dietrich said he does not think that he is the best person for chairperson.

RESOLUTION NO.25 OF 2008
APPROVAL OF TOWN OF DANBY DEPUTY TOWN SUPERVISOR
By Supervisor Dietrich: Seconded by Councilperson Klein
RESOLVED,that the Town Board of the Town of Danby approves the Supervisor's appointment of
Theodore I. Jones as Deputy Town Supervisor.
Discussion:
Councilperson Beavers said that he thinks that the appointment should be a board member.
Supervisor Dietrich said that until we have people on board with experience he feels that Ted Jones
can cover the financial obligations of the town and knows most of the operating procedures of the
town.

APPOINTMENT OF ALTERNATE MEMBER OF THE TOWN OF DANBY PLANNING

RESOLVED, that the Town Board of the Town of Danby appoints Joel Gagnon as an alternate
member of the Town of Danby Planning Board.

IN APPOINTMENT OF REPRESENTATIVE TO TOMPKINS COUNTY

ENVIRONMENTAL MANAGEMENT COUNCIL (EMC)

RESOLVED,that the Town Board of the Town of Danby recommends the appointment of Lisa
Skoler as the Town of Danby Representative to the Tompkins County Environmental Management
Council.

INCREASE SUPERVISOR'S CELL PHONE REIMBURSEMENT
Deferred to March until it is determined what percentage of the phone bill is for personal use.
Supervisor Dietrich reported that his policy is for unlimited minutes and needs to obtain information
on his calling history.
RESOLUTION NO. 28 OF 2008
AUTHORIZATION FOR SUPERVISOR TO SIGN DANBY SENIOR CITIZEN'S
AGREEMENT FOR 2008
By Councilperson Beavers: Seconded by Supervisor Dietrich
RESOLVED,that the Town Board of the Town of Danby authorizes the Town of Danby Supervisor
to sign the Agreement between the Town of Danby and the Town of Danby Senior Citizens for
2008.

AUTHORIZATION FOR SUPERVISOR TO SIGN AGREEMENT BETWEEN TOMPKINS
COUNTY AND THE TOWN OF DANBY FOR DANBY LIBRARY FUNDING

RESOLVED,that the Town Board of the Town of Danby authorizes the Town Supervisor to sign
the Agreement between Tompkins County and the Town of Danby for funding for the Danby

RESOLUTION NO. 30 OF 2008
CONTRACT WITH WESTBROOK FOR INSTALLATION OF HIGHWAY GENERATOR
By Councilperson Beavers: Seconded by Supervisor Dietrich
RESOLVED, that the Town Board of the Town of Danby Town Board authorizes the Danby
Highway Superintendent to enter into a contract to start the generater work with Westbrook
Enterprises in an amount not to exceed $10,000.00.
The board discussed the cost of maintenance contracts.

Requests for Web Master Proposals
The Town Board is seeking proposals for a webmaster for the Town Web site. The town clerk will
forward the request to the webmaster so that he can submit a proposal and Councilperson Connors
will contact Larry Parlett our current webmaster.
The Town Clerk will submit to Councilperson Connors contact information to consult with our
current webmaster.
Supervisors Monthly Report
The Supervisors Monthly Report has been deferred until the Annual Report to the State of New
York has been completed.
Approval of Town Clerk's Report
A motion was made by Councilperson Beavers and seconded by Councilperson Salino that the Town
Board of the Town of Danby approves the Town Clerk's January as submitted/

Approval of General Fund Warrant No. 2 of 2008
A motion was made by Supervisor Dietrich and seconded by Councilperson Beavers that the Town
Board of the Town of Danby approves the General Fund Warrant No. 2 of 2008 in the amount of
$31,152.91 voucher numbers 31 - 86.
