PLANNING BOARD MINUTES
JUNE 16, 1999

Chairperson Arch Dotson called the meeting to order at 7 : 03 P .M .
Susan Beeners gave a short report on the facts of the survey. She reported that in general there was
some difficulty in getting the survey published in the Danby Area News . It was lengthy and had to
be shortened for the June issue . There are new regulations related to the postal guidelines and there
is concern whether it is appropriate to have such a lengthy item as part of the Danby Area News .
Resolution to Consult With Town Attorney Regarding Comprehensive Plan Survey Results
Publication
RESOLUTION NO. 9 OF 1999
By Robert Roe : Seconded by Olivia Vent
RESOLVED , that the Town of Danby Planning Board asks the Town Attorney to look into the
regulations covering the publication of the results of the Comprehensive Plan Survey in the Danby
Area News, and be it further
RESOLVED, that the Town of Danby Town Board look into the possibility of obtaining a bulk
mailing permit for use by the Town Boards .

Comi Telecommunications Proposed Local Law
The Town Board has set a public hearing for Wednesday , July 7 , 1999 at 7 : 00 p . m .
Noise Ordinance and Low Maintenance Roads Legislation Considered
Susan Beeners reported the Town Board has received copies of noise ordinance legislation . A
representative from Tompkins County Sheriffs department will be invited to address the Town Board
with information on what already exists in Tompkins County . Legislation regarding low
maintenance roads has been referred to the Town Board .
New York State Master Plan for State Forests
Chairperson Dotson reported that he has contacted Assemblyman Luster regarding the Master Plan
for NYS Forest Lands . Assemblyman Luster promises to meet with members of the Danby
Planning Board after week to discuss the State Forest and the proposed master plan and the concerns
of our Town.
County Planning Board Report :
Linda Hansen reported that at the last County Planning Board Meeting and reported that the County
is going to resubmit a grant for a Local Waterfront Revitalization Plan. Discussed was the dredging
the inlet and waterfront. The Department of Transportation site will be moving to open up the
waterfront area for use . Trail areas are being researched from around the lake areas and enhancement
of Stewart Park. She reported that there are plans in progress for renovations at Pyramid Mall and
expansion to include a Merriott Hotel .
An item of interest -- Linda reported that New York State is looking into how to retrieve timber that
lays on the bottom of Cayuga Lake and the Inlet .
County Representative Dan Winch, a member of the County Library Committee, said that they have
found that due to the cost to start new libraries it is nearly impossible . As Danby has a reading room
he would suggest that they should be treasured and growth of our facility encouraged .
Application for Survey by Historic Ithaca
Olivia Vent reported that Historic Ithaca has submitted on behalf of the Town of Danby an
application to have John Lewis do a survey of Danby' s Historic Farmsteads . That information could
be fed into the comprehensive plan and be a way of identifying farms in the Town and farms and
patterns of farming for the past one hundred years . Preservation League representatives met with
members of the Planning Board, the Town Supervisor and Historic Ithaca to add additional
information related to our comprehensive plan.
Tompkins County EMC Report :
Robert Roe reported on the following :
1 ) New York State is looking at a "Wetland Banking" program to conserve the amount of
wetlands that exist in the State at this time . The program if approved would have an impact

on our comprehensive plan as we have 4 ,494 acres of Unique Natural Areas of which a
significant portion are wetlands . The State is also proposing to develop water standard
quality criteria to establish minimum water quality for wetlands .
2) Workshops will be scheduled soon for SEQR review.
3 ) County Representatives Barbara Blanchard and Mike Lane reported that they are making
proposals to restructure the EMC and the proposal is to replace municipal representative and
replace them with members at large . Members would be appointed by the Board of
Representatives with no participation from the Towns . Municipalities who have a
Conservation Advisory Council (CAC) would have representation. No Township in
Tompkins County has a CAC .
Bob submitted a proposed resolution that was approved by the Town Board on June 14 , 1999 for
opposing the proposed restructuring of the EMC .
4) There will be three (3 ) new grants available from New York State for 1999 in an amount of
up to $ 5 , 000 per grant . Details for application may be obtained on the Web at

2) Rural New York Planning and Preservation Grant program ;
3 ) New York State Land Trust Matching Funds Program
Salino-McGill Proposal
Susan Beeners reported that the Salino -McGill proposal is on hold . Mr. Salino said that if
Benjamin ' s One Stop re-opens it may not be to his advantage to have a gas station in Danby . He is
meeting soon with an architect/engineer to look at the project and come up with a plan.
Town Hall Bandstand
The Town Historian has submitted a proposal for a Bandstand on behalf of the Bicentennial
Committee to be placed on the north side of the Town Hall property. The proposal must go to the
Board of Zoning Appeals for a variance of setback requirements . The Planning Board must hold a
public hearing and review the site plan before a Special Permit can be issued in the event that the
BZA grants approval . The Board reviewed the site plan and proposal .
Motion to Set Public Hearing
A motion was made by Nancy Weitzel and seconded by Robert Roe to set the public hearing date
for the bandstand proposal for Wednesday, July 21 , 1999 at 7 : 00 p . m . , 1830 Danby Road, Ithaca,
New York.

Review of Comprehensive Plan Table of Contents
Kristin Sonoski of County Planning reviewed with the Board a Potential Table of Contents and an
outline for the agriculture section of the Comprehensive Plan . The draft is an outline to aid in the
drafting of the plan. Goals and objectives will be drafted for all sections of the comprehensive plan
topics .
Susan suggested that we have a scoping session of the Planning Board to review the topics . Public
forums should be scheduled for interested residents to respond to topics included in the
comprehensive plan.
Chairperson Dotson said that it is helpful if Kristin or Susan included some text under the objectives
and strategies sections to help the Planning Board get into the substance writing the comprehensive
plan instead of just an overview. We need to expand on each topic . .
The Natural Resources will be the next section to be reviewed by the Board.
Preparations for next meeting:
Chairperson Dotson asked the Board to be prepared to write some text to be considered for
incorporation into comprehensive plan. The Board has concluded the agriculture section and the
Board was asked to review the natural resources section in their blue book.
