TOWN BOARD MINUTES
ORGANIZATIONAL MEETING
JANUARY 7,2008

Supervisor Dietrich called the Organizational Meeting of the board to order at 6:30 p.m.
The first item of business was the installation of new officers:
The Town Clerk administered the "Oath of Office" to Supervisor Dietrich, Leslie Connors and
Daniel Klein.

SUPERVISOR'S STATEMENT TO THE BOARD
Roberts Rules of Order will be followed at all Town Board Meetings except when special roll call
vote is necessary. Roll call will be alphabetical with the Supervisor voting last. All meetings will
begin at 6:30 p.m. and terminate no later than 8:30 p.m. Method of claims for payment of all bills
will be by voucher. Vouchers and items for the agenda must be submitted no later than Thursday
preceding the Board meeting. Vouchers may be submitted to the Supervisor or the Town Clerk.
The Town Board in accordance with Town Law AT103 will audit all bills. All personnel matters
will be discussed in executive session.
RESOLUTION NO. 1 OF 2008
APPROVAL TO INVEST IDLE FUNDS
RESOLVED, that the Town Board of the Town of Danby authorize the Supervisor to invest idle

RESOLUTION NO 2 OF 2008
YEAR 2008 SALARIES APPROVED
RESOLVED, that the Town Board of the Town of Danby set the year 2008 Annual Salaries as
follows:
Quarterly Salaries:
Councilpersons $ 9,092 (4@ $2.273.)
Water District Clerk $ 3,903
Asst.Water District Plant Operator $ 3,178
Bi-weekly Salaries:
Town Justices (2) $24,840 (2@ $12,420
Town Clerk $26,200

RESOLVED, That the Town Board of the Town of Danby authorize the Supervisor to pay the
above salaries prior to the first meeting of each month with December payrolls adjusted to meet all
budget requirements.
RESOLUTION NO. 3 OF 2008
PAYMENT OF BILLS
RESOLVED, That the Town Board of the Town of Danby approves a blanket resolution to
authorize the Town Supervisor to pay utility bills, freight,postage, contracts and to conduct other
normal proceedings such as payroll in advance of audit in order to keep affairs moving on a timely

basis, and be it further
RESOLVED, that a contract is not a bid award.
RESOLUTION NO. 4 OF 2008
2007 FINANCIAL REPORT
RESOLVED, That the Town of Danby Town Supervisor, in lieu of preparing a financial report
under Town Law#29-(10) shall submit to the Town Clerk by March 1, 2008 a copy of the report
submitted to the State Controller required by Section 30 of Municipal Law.
RESOLUTION NO. 5 OF 2008
AUTHORIZATION FOR PURCHASE OF TOOLS, EQUIPMENT, ETC.
RESOLVED, That the Town Board of the Town of Danby authorizes the of Danby Highway
Superintendent to purchase tools,equipment(other than motorized equipment), small implements,
tires and tubes, etc. in the amount not to exceed$2,500 at any given time without prior approval of
the Town Board.
RESOLUTION NO. 6 OF 2008
TOWN OF DANBY OFFICIAL NEWSPAPER AND BANK DEPOSITORY
RESOLVED,That the Town Board of the Town of Board names the Ithaca Journal as the Official
Newspaper and the Tompkins Community Trust Company as bank for the depository of Town
Funds.
RESOLUTION NO. 7 OF 2008
TOWN OF DANBY ATTORNEY
RESOLVED, That the Town Board of the Town of Danby names the firm of Miller Meyer be
named as the law firm to represent the Town of Danby in all Zoning, Planning Board, and general
Town of Danby business. The Town Board reserves the right to seek other legal aid if it deems
necessary.
RESOLUTION NO. 8 OF 2008
TOWN MILEAGE
RESOLVED, That the Town Board of the Town of Danby authorizes the mileage for Town
Business to be paid at forty-eight and one half cents ($.48.5) per mile.

RESOLUTION NO. 9 OF 2008
HIGHWAY IMPROVEMENTS REIMBURSEMENT
RESOLVED,That the Town Board of the Town of Danby be authorized to sign an agreement that
monies collected for repairs and improvements of Town Highways in the amount of$111,200 (State
Aid DA3501)be expended upon 71.98 miles of Town of Danby highways.
RESOLUTION NO. 10 OF 2008
WATER COMMISSIONER APPOINTMENT
RESOLVED, that the Town Board of the Town of Danby approves the appointment of Tom
Westmiller as Water Commissioner for the West Danby Water District for a five year term as
recommended by the Board of Danby Water Commissioners. Term of appointment begins January
1, 2007 and expires December 31, 2012.
RESOLUTION NO. 11, OF 2008
ACKNOWLEDGMENT OF DEPUTY TOWN CLERK
RESOLVED, That the Town Board of the Town of Danby acknowledges the Town Clerk's
appointment of Linda Howe as her Deputy Town Clerk.
RESOLUTION NO. 12, OF 2008
TOWN BOARD MEETINGS
RESOLVED, That the Town Board of the Town of Danby regular monthly board meetings be
scheduled at 6:30 P.M. on the second Monday of each month for the year 2008.
RESOLUTION NO. 13, OF 2008
ACKNOWLEDGMENT OF COURT CLERK
RESOLVED, That the Town Board of the Town of Danby acknowledges the Town Justices
appointment of James Herson as Danby Court Clerk.
RESOLUTION NO. 14, OF 2008
REAFFIRMATION OF TOWN OF DANBY PROCUREMENT POLICIES AND
PROCEDURES AS APPROVED IN RESOLUTION NO. 24 OF 1993
RESOLVED,that the Town Board of the Town of Danby reaffirm the Town of Danby Procurement
Policies and Procedures as established in Resolution No. 24 of 1993.

numbers 1 - 14 as presented.

There was no action on Resolutions 15 - 19. Appointments to the Planning Board and Board of
Zoning Appeals were deferred until the January 14, 2008 or after interviews of applicants.
