PLANNING BOARD MINUTES
JANUARY 21 , 1998

Chairperson Dotson opened the meeting at 7 : 03 P .M . and read the following statement to the Board :
"May I submit a brief statement for the record of the deliberations of this planning board .
My first purpose is to express my sense of the honor you have done me in nominating me as
your chair. As you know, the office has no formal qualifications , thus making the more affecting
your confidence that whatever the requirements may be , I may possess them . No one can suggest
that you are unwilling to take a risk.
Second, I want to underscore what I think we all recognize, that we have a timely and unusual
opportunity to contribute to the development of this town. That opportunity finds one of its practical
expressions in a task already well begun, updating and submitting a comprehensive plan for Danby .
For all of its importance, however, a comprehensive plan is only one of the instruments through
which we must try to achieve the town ' s purposes . I am convinced that the key factor in successful
planned development is the willingness of those involved to cooperate and, where essential , to
compromise . Only the spirit of collaboration can deal with the actual nature of the interrelated
problems . "
Community Council Task Force
Chairperson Dotson reported that the task force appointed by the Planning Board to locate a site or
sites for activities for the Community Council had a very important meeting on Tuesday, January
20, 1998 with Superintendent of Schools Judith Pastel . It was an extremely optimistic and extremely
hopeful meeting. There was new discussion of an alternative school for this facility and using in part
for environmental issues and some specialized agricultural efforts as well . The suggestion was made
of the possibility of acquiring some of the land and using this building for come community
functions . .
Comprehensive Plan Materials :
Chairperson Dotson reminded the Board that they will need to review the following documents :
1 ) Town of Danby 1989 Comprehensive Plan
2) Town of Danby Zoning Ordinance
3 ) Town of Danby Subdivision Regulations
4) The Practical Guide to Comprehensive Planning
5 ) Series of Task Force Reports -- Barbara Blanchard ' s Housing Study , Agricultural
Study, Infrastructural Study, Economic Strategy for the Development of Tompkins
County , etc .
Much of the demographic information , land use information, assessed values and uses is available
available and some of it is not up-to-date . Adjustments and adaptations have been made to the data .
Preparation and Format for the Comprehensive Plan
Chairperson Dotson asked the Board to consider how we are going to do the work involved , what

will be the division of work and how will we share the resources .
Susan provided a series of working notes and draft topical outline for the Board to review. The
working notes have been modified from the last meeting and it is a possible format for a plan that
is short, concise and includes some public involvement .
Susan reported that we are now in the stages 1 and 2 of the Preliminary Scope of Work and asked
the Board to consider approval of the draft outline, the working notes and some other material be
drafted to transmit to the Town Board for their information and approval in concept . The next step
will be assembling basic information. Basic structure must be put together before we can hold a
public information meeting . The draft topical outline relates to holding forums to gather
information .
Comments from the Board :
Chairperson Dotson said that if you study the 1989 plan carefully you find in it certain principals and
certain issues that are just as relevant today but planning and comprehensive planning has changed .
Nancy Weitzel said she would like to have us look at the current comprehensive plan and update the
sections that need to be updated. What we seem to be doing in some of these lists is fine but not
feasible in Danby. She said she thinks a lot of these plans are aimed at this particular area and are
not looking at the whole Danby covers a lot of miles . The focus has been on the hamlet and not the
whole Town of Danby and we are not giving fair attention to West Danby, South Danby, and the
Coddington Road areas--most of the effort is down the 96B corridor.
Linda Hansen said that she thinks we have touched on some of the other issues in other areas of
Town .
Bill Farrell said that he thinks we should look at the 1989 Comprehensive Plan and see what needs
to be changed and updated to give us a base to start with. We just have a bunch of notes here .
Chairperson Dotson said that the notes will require data and presentations that are not there . We
have to have a new format because needs have changed .
Susan said that it is a narrative and a vision statement . She asked the Board when they would like
to do a word by word review of the 1989 Comprehensive Plan ?
Nancy said we need to do that now so that we can make additions and corrections or maybe we need
additional information in order to bring it up to a more current time .
Rebecca Lubin said that in developing this material she has reviewed and used the 1998 plan. She
said she thinks it is a good idea to review the 1998 plan and you have been doing that although it has
not been focused on . The comprehensive plan should be a living and working document and it is
okay to be vague on some of the elements you put into a plan . It must be specific enough to
withstand a legal challenge for any decisions that have been made .
Susan said that she would agree that we have not reviewed the 1989 Comprehensive Plan line by
line but have used it in developing our outlines . We can review it at our next meeting, compare it
back to the topical outline, and do some refinement . She would like to transmit this material to the
Town Board for their information and for them to consider an agreement with County Planning so
that we can assemble some background information for the next meeting . She hopes the Town
Board will grant a conceptual approval of the documents and they enter into an agreement with
Tompkins County Planning for further comprehensive planning services .
Chairperson Dotson said that the big question is who is going to do the work especially the research
as we do not have enough time to do the research ourselves and we need professional staff to do this .
Rebecca said that most of the work on comprehensive planning is done by professional staff They

provide the information that is requested . There is a place for the Board to set directions and to do
some of the work themselves .
Rebecca explained the maps that could be provided by County Planning for land use to be used for
a base and how they would be important in the planning process .
Bob Roe asked if we should have a collective view of what kind of community that we actually want
and that it would be a good place to start using the whole community .
Susan said that the Board could do some of the work involved such as driving around doing some
windshield surveys, look at a map, debate an issue, correct something, correct background material
that is inaccurate . (Materials from 1990 census)
TCAD - Information :
County Representative Barbara Blanchard will be attending the February Town Board Meeting to
with information of what TCAD is doing and their goals for Tompkins County.
Linda Hansen said that we are going over and over issues and then going back to just the basic . We
have to do a basic outline for the Town to get additional funding and it must be done very soon .
There is a lot of room to put in additional information .
Nancy Weitzel said that all we have reviewed is what we talked about before . We are still in the
outline . In three months nobody is going to want to take the extra time for project work . We are
are hashing over what we should have completed in December.
Susan said that she doesn ' t think we can put a date on this .
Rebecca said that basically the Board may not have to have many extra sessions for a long period
of time as she and Sue will be gathering background information . When we have enough
information we will present it to you. She said that putting specific dates on this not wise because
it may take longer than expected . We are right on target as we were to have a preliminary list of
goals, recommendations, and outlines to the Town Board . It is a good idea to put some target dates
in to keep everybody on track and help guide the process .
Nancy said that we need to have some sort of a time line saying this is what we want completed by
a certain date and we need to shorten this . We have a list of to do ' s but we do not have a time line .
We must have a goal deadline .
Susan said that the best we have as a time line that outlines the steps . She has essentially asked that
the Planning Board consider passing this outline along to the Town Board . The target goal to
complete the comprehensive plan is eighteen months to two years is probably realistic depending on
how many public hearings you must have . The basic background information could be ready in
April .
Naomi Strichartz said that she must report back to the Town Board and asked about the process .
It was her understanding that the Planning Board was going to do a comprehensive plan consulting
with professionals . Now it sounds more like to me that Rebecca is doing the comprehensive plan
and that the Planning Board will be okaying or not okaying what she does . She wants to make sure
she has this straight and who is handling this process .
Arch Dotson said that he would suggest she change the phrase okaying or not okaying by merit but
instead review, evaluate, criticize , make suggestions because that is what our function is . If we were
professional planners we might do more . Our function is the responsibility for approving and
eventually submitting to the Town Board .

PRELIMINARY SCOPE OF WORK
DANBY COMPREHENSIVE PLAN UPDATE
JANUARY 21 , 1998
1 . Background Information - Collect and Organize background materials ,
including statistical data from U . S . Census and other information identified in the
Comprehensive Plan outline .
2 . Analysis/Research - Analysis and review of background information collected .
Identify issues , opportunities, problems, alternative possibilities, etc .
3 . Plan - Form goals and objectives . Present recommended actions, approaches and
tasks (both short-and long-range) . Discuss implementation steps .
4 . Public Information Meetings - ( To be held throughout process . ) Hold information
meetings as a method of presenting elements of the Comprehensive Plan to
the public in order to receive input.
5 . Coordination meetings with Circuit Rider Planer and Town Code Enforcement
Officer
6 . Comprehensive Planning Work Sessions
7 . Printing
8 . Maps - All mapping costs will be based on the production of one black and white
presentation map and black and white maps to be included in the Comprehensive
Plan document.
The detailed cost of the Proposed Comprehensive Plan Project is not available at this time .
Rebecca reported that the cost for this project with the scope of work to be done is between $6 , 000
and $ 6 , 500 . There is currently $ 1 , 574 in the budget for 1998 for the comprehensive plan with the
remainder to be requested from the Town if a grant from New York State Planning Federation was
not awarded for the project.
Rebecca reported that the projected cost estimate is based on hours to obtain information for the
background information and maps for the comprehensive plan. Hourly estimates include hours for
the Circuit Rider and the Code Enforcement Officer for : 1 ) gathering background information and
writing the document; 2) analysis and research ; 3 ) preparation and planning for public information
meetings ; 4) printing of materials ; 5 ) mapping costs and the production of one ( 1 ) black & white
presentation map (other maps if in color will be an additional cost .
Rebecca described how the information listed on the Topical Outline and the mapping project could
be obtained and the information that can be provided by the County Planning Department.
Susan asked the Board if they were ready to transmit any communication or materials as a progress
report for the comprehensive planning project to the Town Board .
Nancy Weitzel said that she thinks that the plan update should be transmitted to the Town Board for
review and maybe make some additions, comments, etc .
Rebecca said that the budget projection would be completed next week.

Susan presented the Planning Board with a resolution granting conceptual approval of the various
documents for the Comprehensive Planning Project . A proposed budget was not available and not
approved at this time .
RESOLUTION NO. 1 OF JANUARY 21 , 1998 - RECOMMENDATION TO TOWN BOARD
ON COMPREHENSIVE PLANNING PROJECT

WHEREAS, the Town of Danby Town Board by Resolution No . 16 of 1996 directed the Planning
Board to review the 1989 Comprehensive Plan for applicable changes ; and
WHEREAS, the Planning Board has held several work sessions to discuss major goals, objectives,
and background information needed for a Comprehensive Plan update ; now, therefore, it is
RESOLVED , that the Planning Board recommends to the Town Board that it grant conceptual
approval to the various documents transmitted with this Resolution ; including " Working Notes -
Comprehensive Plan Update " , " Draft Comprehensive Plan Topical Outline " , " Possible Maps for
Danby Comprehensive Plan" , and " Preliminary Scope of Work, Danby Comprehensive Plan Update,
January 21 , 1998 " , which documents are hereby transmitted as a progress report ; and it is further
RESOLVED , that the Planning Board recommends to the Town Board that an agreement be
approved for comprehensive planning services from the Tompkins County Planning Department,
and that appropriate funding for the comprehensive planning project be provided .

This outline is organized by general topics . It shows Goals, Issues and Preliminary Objectives to be
addressed in further work sessions, and Background Research to be conducted and reviewed . This
is a working outline to be revised and updated during the comprehensive planning process .
Possible Comprehensive Plan Format
The Comprehensive Plan update should be concise , short, and easy to read, understandable by all
residents. It should contain text and maps, and be supplemented by appendices . The following is a
possible format for organizing information in the Topical Outline :

5 . Hold public information meeting to share background information, and discuss goals and
issues .
6 . Schedule forums on various topics, inviting representatives from various agencies and
interested residents .
7 . Further refine Comp . Plan draft, with periodic review by Town Board and public .
8 . Hold further public information meetings .
9 . Finalize draft Comp . Plan, and draft SEQR review of plan.

For a Countywide or regional perspective, could annotate something like the " Other Land Use
Info . " map in " Tomp . Co . Outlook" to look at lt. ind . , other employers, and comm . areas in County
that are used by Danby residents . More info . is needed on whether such a map would be included
in the County Economic Development Strategy Project which is targeted for Summer, 1998
completion .

We could use a reprint/copy of the c . 76 County map that inventoried a portion of the Town, until
the NYSCA Historic Resource Survey is completed (Aug . -Dec . 1998) .
View sheds : The Historic Resource Inventory Project will probably offer some good documentation

We could just use the existing zoning map, but it would be helpful to have it digitized at some point.
There are some technical updates that need to be done to reflect recent zone changes .
Discussion :
Chairperson Dotson said that he will be contacting board members to determine what areas of the
project they would like to contribute to .
Rebecca reported to the Board that she was going to start working on the background information
for analysis and would have information available for the next meeting. She will also be starting on
the land use mapping so that the Board can do field checking .
Susan Beeners reported that the New York State Planning Federation Grant that was applied for was
not awarded. The amount of the Grant was $ 3 , 150 to be used for an economic analysis , publishing
of business directory and public facilities .
The Board discussed possibly advertising public information meetings on the comprehensive plan
in neighboring areas as many do not receive the Ithaca Journal .
Chairperson Dotson said that when we make the presentation to the Town Board that some mambers
of the Planning Board there to explain the goals and outline for the plan .
