PLANNING BOARD MINUTES
Regular Meeting 7 : 30 P.M. February 19, 1997

Scott Engelhart - Applicant - Proposed Planned Development
The meeting was called to order at 7 : 36 P . M. by Chairperson Horst .
Sketch Plan Review - Scott Engelhart
Susan Beeners reported that the Town has received an application from Scott Engelhart for a
proposed Planned Development Zone for the sale of masonry materials and will require rezoning of
the property for a Planned Development Zone . The proposed operation would not require use of
five (5) acres and the area is divided into three components one of which would remain low density
residential .
Scott Engelhart presented a sketch plan for a Proposed Planned Development Zone for the sale of
masonry materials with a storage yard of approximately two (2) acres and a small building of 20' x
30' for a small office and space to store bagged masonry materials . The site is proposed to be
located on a property next to his home at 458 Comfort Road .
Scott Engelhart said that he would be stocking masonry materials (brick, block and paving materials)
for a retail operation and that it would not generate a large increase in traffic. West Miller Road and
Comfort Road are currently used for deliveries to H & E Machinery.
Susan reported that Scott Engelhart has completed an Environmental Assessment Form . She said
that she does not think that there are any site impacts related to the soils . There would be an
increase in truck traffic . The proposed plan is for commercial use in a low density residential area.
Susan reported that the 1989 Comprehensive Plan, page 7 , describes two general types of
commercial development . The Board discussed the varying locational and traffic needs for retail
stores and small businesses .
Arch said that he sees this as spot zoning that is unrelated to the low density residential area. This
application points out that this area is a natural corridor that already has two (2) major commercial
enterprises . We should use this application as the occasion for considering the need for more
commercial zones .
The Board suggested that before the public hearing Scott Engelhart should consult with his neighbors
about this proposal . He was asked to submit a more detailed plan that includes days and hours of
operation. A more detailed drawing of the plan showing the office building, what type of material
that it would be constructed of, location on the property, and the type of fencing or buffers that
would be placed around the area for screening .
Susan suggested that the Planning Board may want to request the Town Board to set a public hearing
date to hear this proposal at their March 10, 1997 Meeting .
Motion to set Public Hearing - Proposed Planned Development Zone - Engelhart
A motion was made by Arch Dotson and seconded by Mary Lou Hardesty that the Town of Danby
Planning Board set a public hearing for Wednesday, March 12, 1997 at 7 : 00 P . M . for the Proposed
Planned Development Zone for the sale of masonry materials on a property located Comfort Road,
north of West Miller Road submitted by Scott Engelhart .

A vote on the motion resulted as follows :
Carried Unanimously
Mr. Engelhart will consult with his neighbors before the public hearing and submit a more detailed
proposal for the public hearing .

Work Session Schedules :
Susan reported that she has requested planning assistance from Tompkins County . She submitted
a proposed schedule for work sessions of the Planning Board to consider . Rebecca Lubin from
Tompkins County Planning has been asked to attend a March work session .
Work sessions of the Planning Board have been scheduled for 7 : 00 P . M . on Wednesday, March 26
and Wednesday, April 30 , 1997 . The proposed agenda will be to review the 1989 Comprehensive
Plan with Rebecca Lubin .
Proposed Grant :
Susan reported that the Planning Federation has revised the grant cycle for the Planning Federation
Grants . The deadline for submission of grants is July with notification of awards in September.
There is now only one grant cycle a year. She said that she would like to have a residents and
customers survey that was included as part of the grant proposal completed at an earlier date . The
cost of the survey of is approximately $400 . 00 and would be a Town expense . There is also a
possibility that part of the survey expense could be shared by the County from funds approved for
Youth Partnership Needs Assessment Survey .
Proposed Grant Application for Town of Danby Reconnaissance Level Survey of Historic
Resources
Susan reported that on February 10 , 1997 the Town Board endorsed permission for Olivia Vent to
begin the preparation of a Grant Application for Town of Danby Reconnaissance Level Survey of
Historic Resources . She has received information that either the Reconnaissance Level Survey grant
or the Planning Federation Grant can be applied for in any grant cycle .
Susan reminded the Board that Charles Slough from Cooperative Extension will come to the March
19 , 1997 meeting to discuss the Agricultural Report .
Corrections to Planning Board Minutes - January 15 , 1997
1 ) Page 2 - first paragraph - delete (a typical) and insert cone of influence.
2) Under Sketch Plan presentation - was made by Perry Hollaway.
3 ) Under Sketch Plan Review - a special permit has been applied for.
Approval of Planning Board Minutes - January 15 , 1997
A motion was made by Arch Dotson and seconded by Mary Lou Hardesty to approve the Planning
Board Minutes as corrected .

Other Business :
Mary Lou reported that Sue Beeners made up two (2) packets for her containing information that
could be used for a business survey. She distributed one to Bob Bartholf at Autosalvage of Ithaca
to review.
