Motion to Open Public Hearing :
A motion was made by Joel Gagnon and seconded by Eloise Greene to
open the public hearing at 7 : 00 P . M .

NOTICE IS HEREBY GIVEN , that a Public Hearing will be held by the
P lanning Board of the Town of Danby on Wednesday , April 20 , 1994 at
7 : 00 P . M . , 1830 Danby Road , Ithaca , New York . Purpose of hearing
is to consider approval of the Proposed Subdivision of a one ( 1 )
acre lot from Town of Danby Tax Parcel No . 21 . - 1 - 4 , 13 acres total ,
located on the south side of Rte . 96B near Heisey Road , and
further , to consider granting a Special Permit for the proposed
installation of a doublewide mobile home on said lot . Jean Ferris

At such time and place all persons interested in the subject matter
thereof will be heard concerning the same .

P aul Viscuso - 122 Heisey Road - commented that there did appear to
be adequate room and road frontage to place a doublewide mobile
h ome .
J ean Ferris pointed out the location of her house in relation to
the proposed subdivision and placement of a doublewide mobile home .

G len Harrington presented four ( 4 ) colored drawings of the property
t o be subdivided ( dated 4 / 15 / 94 ) .
1 ) vegetation areas
2 ) set back boundaries and access roads
3 ) building envelopes
4 ) topographical grades
Mr . Harrington explained the property layout of the lot lines , set
back requirements , water lines , and access roads .
Public Comment :
Roy Casterline - West Danby Water Superintendent - is concerned
with the layout of the water lines to the project . The water
commissioners have suggested a three ( 3 ) inch tee be used for the
water line to the subdivision .
Al Becker - Hillview Road - is against the subdivision . He would
like ' to see more information related to roads , entrances and
egresses , septic systems , etc . before this is approved .
Code Enforcement Officer , Susan Beeners reported that she met with
seven ( 7 ) neighbors who requested information to familiarize them

with this proposal . Concerns were voiced regarding traffic safety
at the intersection , seasonal streams and drainage , accumulative
impacts of septic systems and the overall character of the
neighborhood .
She and the Highway Superintendent measured the distance from the
intersection to the proposed road and it does not meet the
Subdivision Regulation requirement that there be a 600 ' distance
between intersections where there are major thoroughfares and 300 '
between minor thoroughfares . The Highway Superintendent has
concerns about the cost of maintenance on a road in that area .
Susan recommended that the Health Department review this plan
before this Board makes any decision on the proposal .
Motion to Close the Public Hearing :
A motion was made by Ken Horst and seconded by Bill Farrell to
close the public hearing at 8 : 05 P . M .

A motion was made by Arch Dotson and seconded by Eloise Greene that
t he Planning Board delegate Joel Gagnon to review and edit the
P lanning Board Minutes prior to Board Meetings and submit them to
t he secretary ( for ) with corrections . If the ( Board ) secretary has
no objections to corrections minutes will be considered approved .
If the Secretary objects to correction she is to bring the matter
before the Board for solution .

S ketch Plan Review - Yaple Road Subdivision
The Planning Board reviewed the Robison Properties Application
proposal .
N eal Robison described the Sketch Plan for a Proposed Yaple Road
S ubdivision of four ( 4 ) 2 - 3 acre lots and one ( 1 ) 5 . 01 acre lot on

Town of Danby Tax Parcel # 1 . - 1 - 3 ( former Armond Hanson property ) .
H e answered questions regarding the conveyance of land to the
N . Y . S . Parks Commission for the Finger Lakes Trail , deed
restrictions on remaining lands , and the proposed use for the
existing buildings .
Motion to schedule Public Hearing - Robison Proposal
A motion was made by Eloise Greene and seconded by Arch Dotson to
schedule a Public Hearing for the Robison Properties Yaple Road
S ubdivision for Wednesday , May 18 , 1994 .

P roposed Nature ' s Song Retreat Center
A proposal was submitted by Mary Boardman for a Special Permit to
construct a conference building and cabins for the Nature ' s Song
Retreat Center . The proposed site is located on at 217 Peter Road
on Town of Danby Tax Parcel # 28 . - 1 - 6 . 3 .
Susan Beeners explained that in the proposal , Phase I is to build
a free - standing conference center and parking . For Phase II , Ms .
B oardman has indicated she may want to put in three ( 3 ) to seven
( 7 ) cottages / cabins or possibly a dormitory space to house
approximately 28 people for weekend use .
The Planning Board reviewed the proposal and requested the
following information be submitted before a public hearing is
scheduled : site plan , uses specified , parking , topographical
layout , building locations , nature of operations and the occupancy
total .
Motion to Authorize Chairperson Weitzel to Schedule a Public
H earing - Proposed Nature ' s Song Retreat Center
A motion was made by Joel Gagnon and seconded by Ken Horst to
authorize Chairperson Weitzel to schedule a public hearing for the
P roposed Conference Building and Cabins , Nature ' s Song Retreat
Center for the May 1994 Planning Board Meeting if the complete
information is in hand ,

Resolution No . 10 - Re - tabled
P roposed Hoffay Farm Building Lots
A motion was made by Joel Gagnon and seconded by Arch Dotson to
raise Resolution No . 10 - Proposed Hoffay Farm Building Lots from
t he table and re - table .

Camelot Subdivision Review
The Planning Board discussed the following :
1 ) School Bus Stop - decision is made by school districts ;
2 ) Road - Preliminary Plan shows the road less than 600 ' from a
major thoroughfare ( 100 ' short from Rte . 34 / 96 ) . Possible
difficulty for Highway Department to maintain the road during
winter months due to its location .
3 ) Number of houses in a low density neighborhood
B ill Farrell suggested that the Town obtain information from the
S tate and County Highway Departments regarding distance
requirements for roads from major and minor intersections .
Motion to Table Discussion - Camelot Subdivision Proposal
A motion was made by Arch Dotson and seconded by Bill Farrell to
t able further discussion on the Proposed Camelot Subdivision until

Minor Subdivisions
Susan Beeners submitted regulations to be considered as possible
alternatives for making minor subdivisions more manageable for the
Town . This would enable her to issue a subdivision permit if a
proposed lot met a certain size requirement . She explained that
t his would allow residents to split off two ( 2 ) or three ( 3 )
building lots over a three ( 3 ) year period .
