M . and led all present to the Pledge of Allegiance to the American Flag . CORRECTION TO MINUTES : Correction to Town Board December 14 , 1992 Minutes : 1 ) Page 3 - under communications delete the word " for " after t he word " him " . Correction to Town Board December 28 , 1992 Minutes : 1 ) Page 2 - Resolution No . 63 - second paragraph first line add t he word " including " after the word specifically ; 2 ) Page 2 - under Self Insurance Fund add " No action was taken . " Motion to Approve the December 14 , 1992 Town Board Minutes A motion was made by Councilperson Schwartz and seconded by Councilperson Miller to approve the December 14 , 1992 Town Board Minutes as corrected . A roll call vote on the motion resulted as follows : Marisa Aye Miller Aye S chwartz Aye O ltz Aye Carried Unanimously Motion to Approve the December 28 , 1992 Town Board Minutes : A Motion was made by Councilperson Marisa and seconded by Councilperson Marisa to approve the December 28 , 1992 Town Board Minutes as amended . A roll call vote on the motion resulted as follows : Marisa Aye Miller Aye Schwartz Aye Oltz Aye Carried Unanimously PRIVILEGE OF THE FLOOR : Councilperson Schwartz reported that Councilperson Hile is doing well and recovering from recent surgery . County Representative ' s Report : Representative Proto asked Supervisor Oltz to report the following in his absence . W 173 2 Town Board Minutes January 11 , 1993 User Fee for Trash The User Fee that was being considered by Tompkins County Board of Representative for garbage disposal probably will die . The Board is now considering a recycling fee . Members of the Public : Carol Benjamin - 2190 Danby Road - said she would like to see our sales tax brought back to our Town . Carol said that in a town of approximately 2800 people she cannot see being able to support two ( 2 ) fire stations fully equipped . She said she thinks there must be a site somewhere between Danby and West Danby where one fire station could be built to serve both communities and the Town could purchase the fire station for a new Town Hall . More room is needed for the judges to hold court and there is not a place in town for others such as the taxpayers group to hold their meetings . The Taxpayers Group can only use the Fire Hall when a member of the Fire Department is present and often nobody comes to open the building . Mary Lou Hardesty - 50 South Danby Road - understands that S ilverline Construction Company has started some excavation and / or construction has been started at the West Danby Fire Department site and asked what was going on . She also heard on the news media t hat there was a problem with the Fire District Audit Report and asked how to get a copy of the Audit Report that was conducted here at the Town . S upervisor Oltz responded that the Town has not received a copy at t his time but is expected by March 1993 . Edw . M . Roberts - 47 Bald Hill Road - suggested that the Fire D istrict and the Highway Department get together when drawing up specifications for purchase of fire department trucks so that after ten ( 10 ) years the fire trucks could be turned over to the highway d epartment for their use . Roy Casterline - 439 Brown Road , responded to the question from Mary Lou Hardesty regarding excavation at the West Danby Fire D epartment Site and said that there has been quite a lot of e xcavation there and it was necessary for the Highway Department to fix the road so that he could get to the water , facility . There seems to be a problem with water run - off ( drainage ) where the e xcavation is and Roy said that the exit to Route 34 / 96 is blind and very dangerous . Many residents have asked where the money for the excavation is coming from . Bill Genter - reported that an excavation company is grading the site for the proposed West Danby Fire Station and the funding for that excavation is from funds the fire department already has . COMMUNICATIONS : 1 ) Code Enforcement Officer - December 1992 Report 2 ) Dog Control Officer - December 1992 Report 3 ) Code Enforcement Office - December 1992 Activity Summary 4 ) Highway Department - December 1992 Activity Summary Fire Department Report William Genter reported that the site preparation for the proposed West Danby Fire Department Project is underway and there may be a drainage problem on the site . Dog Control Officer - Report L orraine Bard reported that she now has a liability policy and the Town will receive a letter of confirmation . D og Control Officer Lorraine Bard gave the following reports : 1 ) December 1992 report : answered four ( 4 ) complaints , and there were five ( 5 ) dogs reported lost , three ( 3 ) reported found , two ( 2 ) impounded , four ( 4 ) adopted , two ( 2 ) redeemed and two euthanized . Lorraine received ( forty dollars ) $ 40 . 00 in adoption fees , ( twenty dollars ) $ 20 . 00 in redemption fees and had expenses in the amount of $ 55 . 90 . JI.�q 7 41 3 Town Board Minutes January 11 , 1993 2 ) Year End Dog Control Report - 1992 There were 46 complaints , made 44 individual trips around the Town for a total of 766 miles - 3 summons given , 48 dogs reported lost , 58 dogs found , 49 dogs impounded , 14 dogs adopted out , 17 dogs redeemed and 16 dogs were euthanized . Total income for the year was $ 310 . 00 ( $ 140 . 00 for adoptions and $ 170 . 00 for redemptions ) . Expense for the year was $ 1 , 126 . 50 . Lorraine said that the people of the Town of Darby were very good about coming to pick up their dogs . HIGHWAY : Highway Superintendent William Hall reported on the following : 1 ) Tompkins County Recycling have requested permission to place a Salvation Army Drop - off box at the Recycling Center at the Highway Barns . 2 ) Christmas Trees can be dropped off at the Town Highway Barns on Hornbrook Road when they are open . 3 ) Gravel has been put on Michigan Hollow Road and a spreader has been put on one small truck . 4 ) The Highway Department will participate with Cornell University in a road survey regarding the posting of roads . S enior Citizens : E dw . Roberts reported that the Senior Citizens have new officers for 1993 . Helen Moore is the new Chairman . Code Enforcement Officer Report : Susan Beeners reported that she will have an annual report f"or the B oard at the next meeting . P lanning Board Report : Chairperson Nancy Weitzel reported that the Planning Board met on D ecember 16 , 1992 and approved a subdivision of a one ( 1 ) acre lot located on Nelson Road . Fire District Report : B ill Genter reported that he was not aware that there was a problem with the Taxpayers Group holding their meetings at the Danby Fire Station . He said he lives next door to the Danby Fire Station and would be glad to open the building at any time . The Fire Commissioners held a Public Hearing on January 5 , 1993 and the Annual Organizational Meeting . Mr . Genter responded on the issue of one ( 1 ) fire station to serve t he Town . He said he would research the proposal and report back t o Carol Benjamin with the information . Bill said that copies of copies of the Fire District Audit report are available through Judd L eonard and through the County . S olid Waste Advisory Report : Joel Gagnon reported that the Solid Waste Advisory Committee ( SWAC ) d id not meet . Joel said that there may be a redyciing ' user fee instead of the proposed solid waste user fee . COMMUNICATIONS : 1 ) Association of Towns Annual Meeting Information for 1993 . NEW BUSINESS : Supervisor ' s Statement to the Town Board Roberts Rules of Order will be followed at all Town Board Meetings e xcept when special roll call vote is necessary . Roll call will be alphabetical with the Supervisor voting last . All meetings will begin at 8 : 00 P . M . and terminate no later than 10 : 00 P . M . Method o f claims for payment of all bills will be by voucher . Vouchers must be submitted no later than Thursday preceding Town Board Meeting . Vouchers may be submitted to the Supervisor or Town Clerk . 1 7 0 4 Town Board Minutes January 11 , 1993 The Town Board in accordance with Town Law AT103 will audit all bills . All personnel matters will be discussed in executive session . RESOLUTION NO . 1 OF 1993 Approval to Invest Idle Funds By Councilperson Marisa : Seconded by Councilperson Miller RESOLVED , That the Town Board of the Town of Danby authorize the Supervisor to invest idle funds . OF 1993 Approval to Set Salaries By Councilperson Miller : Seconded by Councilperson Marisa RESOLVED , That the Town Board of the Town of Danby set the 1993 Annual Salaries as follows : S upervisor $ 9 , 335 / year Town Justices : $ 7 , 500 ( $ 3 , 750 each ) Town Clerk $ 11 , 220 / year Custodian $ 2 , 500 / year D eputy Town Clerk $ 2 , 000 / year Annual salaries are paid monthly . Four Councilpersons : $ 6 , 156 ( $ 1 , 539 / each ) Water District Clerk : $ 2 , 000 All of the above are to be paid quarterly . Town Historian - $ 100 per year honorarium - Paid in July Code Enforcement Officer $ 15 , 300 / year H ighway Superintendent : $ 27 , 500 / year Water District Plant Operator $ 6 , 250 / year Code Enforcement Personnel and Secretary ( Contractual as needed . ) All of the above are to be paid bi - weekly . W ater District Plant Operator Assistant $ 650 / year . Paid Quarterly , BE IT FURTHER RESOLVED , That the Town Board of the Town of Danby authorize the Supervisor to pay the above salaries prior to the first meeting of each month with December payrolls adjusted to meet all budget requirements . Supervisor Oltz plans to attend the meeting .
