December 28 , 1992 PRESENT : Supervisor Oltz Councilpersons : Hile , Marisa , Miller , Schwartz Others Present : Town Clerk - Carol Sczepanski H ighway Superintendent - Wm . B . Hall S upervisor Oltz called the Special Year - end Meeting of the Town of D anby Town Board to order at 7 : 32 P . M . APPROVAL OF WARRANTS : H ighway Fund Warrant No . 13 of 1992 A motion was made by Councilperson Schwartz and seconded by Councilperson Hile to approve the Highway Fund Warrant No . 13 of 1992 in the amount of $ 5 , 267 . 22 . A roll call vote on the motion resulted as follows : Hile Aye Marisa Aye Miller Aye S chwartz Aye O ltz Aye Carried Unanimously General Fund Warrant No . 13 of 1992 A motion was made by Councilperson Marisa and seconded by Councilperson Hile to approve the General Fund Warrant No . 13 of 1992 in the amount of $ 97 , 924 . 18 ( includes payment of new highway truck ) . A roll call vote on the motion resulted as follows : H ile Aye Marisa Aye Miller Aye S chwartz Aye O ltz Aye Carried Unanimously Transfer of Funds - Approved A motion was made by Councilperson Miller and seconded by Councilperson Schwartz to allow Supervisor Oltz to use 1992 fund overages to balance 1992 accounts that are overexpended . A roll call vote on the motion resulted as follows : H ile Aye Marisa Aye Miller Aye S chwartz Aye O ltz Aye Carried Unanimously Appraisal of Old Highway Barns Supervisor Oltz reported that there has been an appraisal of the Old Highway Barns and the Town will receive a report soon . RESOLUTION NO . 61 OF 1992 ADMINISTRATION PROCESSING CHARGE FOR YOUTH PROGRAMS B y Councilperson Marisa : Seconded by Councilperson Hile RESOLVED , that an administrative processing charge of ten percent 41=0 % ) on vouchered exPenses will be assessed in 1993 to Town of D anby accounts funding the Summer Recreation and Danby Motor D evelopment Programs , and be it further RESOLVED , that such charges are due on August 1 , 1993 for expenses received 1 / 1 / 93 - 6 / 30 / 93 , November 1 , 1993 for expenses received / / 2 Town Board Minutes December 28 , 1992 7 / 1 / 93 - 9 / 30 / 93 , and December 31 , 1993 for expenses received 10 / 1 / 93 - 12 / 31 / 93 . A roll call vote on the resolution resulted as follows : H ile Aye Marisa Aye Miller Aye S chwartz Aye O ltz Aye Carried Unanimously RESOLUTION NO . 62 OF 1992 APPROVAL TO INCUMBER 1992 FUNDS B y Councilperson Schwartz : Seconded by Councilperson Hile RESOLVED , that the Town of Danby Town Board authorize Supervisor O ltz to encumber unexpended 1992 funds to pay for additional bookkeeping and related expenses , appraisal fee for the highway barns property on Bald Hill Road and other 1992 expenses . A roll call vote on the resolution resulted as . follows : H ile Aye Marisa Aye Miller Aye S chwartz Aye O ltz Aye Carried Unanimously RESOLUTION NO . 63 OF 1992 MONTHLY WRITTEN REPORTS FROM TOWN DEPARTMENT HEADS REQUESTED B y Councilperson Miller : Seconded by Councilperson Marisa WHEREAS , the Town of Danby Town Board wished to be informed of the activities of all Town departments , now be it RESOLVED , that ALL Town of Danby Department Heads , speci-ficallygthe H ighway Superintendent and Code Enforcement Officer , be requested • t o provide in advance of each monthly council meeting , a written report of the previous month ' s projects with approximate personnel h ours expended and place of activities . A roll call vote on the resolution resulted as follows : Hile Aye Marisa Aye Miller Aye S chwartz Aye O ltz Aye Carried Unanimously Other items : Interest Payment for Highway Barns Supervisor Oltz reported that additional funds will be needed for an interest payment on the Highway Barns Capitol Notes . Self Insurance Fund for Unemployment Supervisor Oltz said she would like the Town to set aside funds for a self insurance fund for unemployment . Bookkeeper Position Filled Supervisor Oltz reported that she has hired a Elizabeth Hilker as the new bookkeeper for the Town . ADJOURNMENT : On a motion the meeting adjourned at 8 : 40 P .
