A special working session of the Town of Danby Planning Board was
scheduled to review the application and materials of the Proposed
H illview Terrace Mobile Home Park Expansion .
Chairperson Weitzel called the meeting to order at 7 : 40 P . M .
Interim Code Enforcement Officer Susan Beeners distributed the
" Proposed Hillview Mobile Home Park Expansion " update materials .
The packet contained :
1 ) Revised Environmental Assessment Form
2 ) SEQR Part II recommendations
3 ) Miscellaneous correspondence from Tompkins County Health
Department
4 ) Letter received from adjacent landowners and residents
5 ) Improve / New Drainage Map
6 ) Project Review Check List
7 ) Request for Modifications of Danby Zoning Ordinance -
Section 605 - Mobile Home Park Zone
William Albern gave a brief overview of the proposed Hillview
Terrace Mobile Home Park Expansion and a description of improved
drainage for the existing park . The proposed new improved drainage
system is in response to the concerns of adjacent landowners . The
offer still stands to test the draw down on adjacent landowners
wells when the park wells are tested again as part of the Health
D epartment approval of the system once the park expansion is
approved .
Concerns discussed were as follows :
1 ) Adequacy of water and the impact on neighboring wells ;
2 ) Annual Operating Permit Procedure for mobile home parks
by Tompkins County Health Department ;
3 ) Proposed modifications to the zoning ordinance of Section
605 - Mobile Home Park Zone ;
4 ) History of the existing mobile home park ;
5 ) Number of tenants and services provided by park owners
to tenants ;
6 ) Population expected for expansion ( density per acre ) ;
7 ) Property assessment for mobile home parks and tax
process ;
8 ) Is this affordable housing with cost of unit , site rent ,
and utilities ?

9 ) Process in the event that the water system fails ;
10 ) Buffer zone requirements ( 30 feet or 50 feet ) , set backs ,
planting of trees for screening of park from adjacent
properties ;
11 ) Parking and location of driveways ;
12 ) Lot lines and yard requirements and landscaping ;
13 ) Storage sheds ;
14 ) Lighting
Suggested modifications to the ordinance need to be addressed at
a later time .
