D eputy Supervisor Eckstrom called the meeting to order at 5 : 00
P . M . and read a memo from Representative Proto addressed to Pat
Osburn , Clerk for the Town of Caroline and Carol Sczepanski , Clerk
for the Town of Danby in regard to the City of Ithaca proposal
for reapportionment of Ithaca City School District Tax Rates .
Mr . Proto cited the following concerns as reasons for his NAY
vote on the proposal .
1 : City property has appreciated faster and higher than
either of our towns .
2 : There is more non - taxed property in the City , thus
spreading the tax burden to those homes which do pay
tax .
3 : Opportunity for use of school buildings is greater in
the City .
4 : There are more school " users " in the City than in the
Towns . The population of children is greater .
Mr . Proto asked the Town Board please review the City of Ithaca
Proposal and if they do not support it to contact Lynn Logan of
the Ithaca City School Board . Mr . Proto also suggested the Town
Board contact Senator Seward and Assemblyman Luster to air their
views . He would appreciate knowing the Board ' s decision .
D eputy Supervisor Eckstrom explained how equalization tables are
developed and the basis for the City proposal .
D eputy Supervisor Eckstrom stated that he would like to see a
complete breakdown of the Ithaca City School District Budget ,
particularly expenditure by district .
D iscussion followed in regard to the Town of Danby and other
small municipalities not having local representation in the
School District .

Tompkins County has passed legislation that requires re -
evaluation of back - up landfill sites .
Discussion followed in regard to the need for the Town of Danby
to draft a local dumping and landfill law and is a law
appropriate .
Councilperson Schwartz said if the Town decides that a dumping
and landfill law is appropriate he would suggest that any
problems associated with a landfill should be included in the
law . Several items were discussed such as ground water polution ,

contaminated wells , damage to roads , cost of cleaning up litter ,
etc .

Due to the high cost of maintenance of Michigan Hollow Road and
the cost to pick up the litter along this road , the Town Board
will consider posting a weight limit and making this road a
seasonal road .

Tompkins County is considering a proposal for an Installment
Payment Plan for Town and County Taxes . This proposal if
approved not only will place a great burden on the Town Clerk ' s
office to administer the program but will result in lost revenues
from tax monies and may in effect cause a shortage of cash flow
until the second installment of taxes has been received .
Councilperson Oltz reported that Danby , Caroline and Enfield
do not collect enough of our taxes to satisfy their tax warrants
by the first of June each year because of our State Lands .
Discussion followed in regard to possible increased expenses for
the proposed tax installment plan .
