AND WE ' RE BOUND TOGET SOME OF THAT END OF GENERAL FUND INFORMATION .
HIGHWAY FUND THERE ARE TWO CHANGES SINCE WE LAST MET : THAT BEING THE IMPROVE-
MENTS CAPITAL OUTLAY , LINE 6311 — CHIf . � WE BELIEVE WE BOOKED THAT ENTRY .WRONG
FOR THE LAST TWO YEARS . WE HAVE A MEETING FRIDAY WITH THE STATE CONTROCLERITO
DETERMINE WHETHER WE HAVE BEEN I}d COMPLIANCE WITH STATE RECRJ.LATIONS . THAT WILL
BE A $ 21 , 000 IMPACT ON THE BUDGET . OTHER CHANGES INCLUDE UNSfPLOyMENT INSURANCE

CAME FROM LAST BUDGE YEAR . MARISA : AT THE END OF THE YEAR , WILL YOU HAVE A REPORT THAT
STATES WHICH LINE ITEM THEY CAME FROM? DIETRICH : YES , IT IS REPORTED TO THE STATE
COMPTROLLER . ECKSTROM : THERE IS ALSO A BOARD MEETING AT THE END OF THE YEAR TO CLOSE
THE BOOKS . AND BASED ON OUR ESTIMATES , THAT ' S WHAT WE ' RE GOING TO HAVE . DIETRICH :
OUR BOOKS WILL BE SET UP THAT WAY NEXT YEAR SO THAT EACH ACCOUNT WILL HAVE ITS OWN
PRINTOUT . MARISA : WHAT IS THE INCREASE IN TOWN BUILDINGS CONTRACTUAL? DIET'RICH : WE
PUT IN $ 7 , 000 TO DO SOMETHING WITH THIS BUILDING . WE ARE LOOKING FOR SOME GRANTS .
THE GRANT WOULD MATCH 50% TO BE APPLIED TOWARD HEATING , PAINTING , FOUNDATION , ETC . IF
WE WERE AWARDED THIS GRANT , WE WOULD HAVE TO COME UP WITH THE 50% WHICH I SUPPOSE
WOULD COME FROM A REVENUE ANTICIPATION NOTE . TO INCLUDE THE CAPTIAL
IMPROVEMENT IN NEXT YEAR ' S :B ET ( OUR PORTION OF IT ) . MAYO : WHY DO WE HAVE A PUBLIC '
HEARING ON THEE BUDGET AND THEN CHANGE IT? DIETRICH : WE HAD SOME WRITTEN COMMENTS TO
THE EFFECT THAT THEY FELT THAT THE CUTS MADE TO THEIR ACCOUNT WERE TOO MUCH . THERE WERE
NEW ITEMS ( RECYCLING ) . ALL THOSE THINGS , WHEN YOU DO ROUNDING OFF OF SOME FIGURES ,
STATE RETIREMENT FUNDS HAD TO REFLECT ACCURATE FIGURES , AND THE LIGHTING BILL IS
BUDGETED SO WE KNOW HOW MUCH THAT WILL BE , ETC . IT ' S A HARD PROCESS TO KEEP IT ALL
ORGANIZED . FOR ALL THESE REASONS , WE MAY SEE CHANGES . MY RECOMMENDATION IS THAT
WE NOT PASS THIS TONIGHT , BUT WAIT TILL FRIDAY SO THAT PEOPLE HAVE A CHANCE TO GO THROUGH
THE FIGURES . THE ONLY CHANGES THAT WOULD OCCUR BETWEEN NOW AND FRIDAY WOULD BE SUB-
TOTALING . WE HAVE DONE IT OURSELVES , BUT I FEEL THAT THE TOWN ACCOUNTANT SHOULD DO IT
ALSO . THERE WON ' T BE ANY LINE ITEM CHANGES , IT WOULD ONLY BE TOTAL FIGURES THAT WOULD
CHANGE . THERE WON ' T BE ANY INCREASES .

YOUR BOARD . WE HAVE A TEMPORARY OPERATING AUTHORITY FROM ATC COMMUNICATIONS ( CABLE
TELEVISION ) . SOME OF THE CONTRACT IS HERE , HOWEVER , ABOUT EIGHT PAGES ARE MISSING .
I CAN GIVE YOU MOST OF THE MAPS WHERE THE LINE EXTENSIONS HAVE BEEN LOOKED AT .
IT ' S NOT CERTAIN WHETHER THE FULL DOCUMENT WILL BE BACK HERE BEFORE THE NEXT PLANNING
BOARD MEETING . THE CORNELL COOPERATIVE EXTENSION IS PUTTING ON A SERIES OF WORK SHOPS
BASICALLY CONSISTING OF INFORMATION RELATING TO JOBS WITHIN THE COMMUNITY . THIS IS
COMING UP IN DECEMBER . IF ANYONE IS INTERESTED , THE MATERIAL WILL BE HERE . TWO ITEMS
THAT WILL BE PUT UNDER NEW BUSINESS : THE BOARD OF REPS . WILL HAVE TWO OPENINGS THAT
WILL NEED TO BE FILLED BY THE 20 . ONE IS HERB E .NGMAN TO THE ENVIRONMENTAL MANAGE-
MENT COUNCIL AND MYSELF FOR THE TOMPKINS COUNTY YOUTH BOARD . THE BOARD WOULD HAVE TO
MAKE THAT RECOMMENDATION SINCE THERE IS A RESUME THAT HAS TO GO A LONG WITH IT .
ON OCTOBER 5TH , THE COUNTY BOARD OF REPS . PASSED A RESOLUTION ON AFFORDABLE HOUSING .
THIS WAS THE ESTABLISHMENT OF A HOUSING BOARD CHAIRED BY MARY CALL AND STEVE STEIN .
THEY ARE TRYING TO GET AN AFFORDABLE HOUSING BOARD TOGETHER . ANYBODY CAN SIT ON THIS
BOARD AND THEY ARE LOOKING FOR ANYONE THAT MAY BE INTERESTED .
PRIVILEGE OF THE FLOUR :
TOWN BOARD TRYING TO GET RECYCLING GOING . DIETRICH ASKED FOR A COMPLETE COPY OF
ALL , PAPERWORK PERTAINING TO RECYCLING FOR DANBY . WE NEEDED MORE MATERIAL OUTLINING
GUq'DELINES FOR THIS . DANBY WILL BE RECYCLING STARTING SOMETIME AFTER JANUARY 1 .
WE WILL BE PAYING BY THE BAG . NOT SURE IF IT WILL BE BY BAG PURCHASE OR BY STICKERS .
WHEN THE BAGS ARE PUT OUT , YOU WILL HAVE ALREADY PAID THE FEE . THE TOWN HAS PUT
MONEY IN THE BUDGET TO COMPENSATE THIS . THE RECYCLING WILL BE HANDLED THROUGH THE
TOWN BARNS . AT FIRST , WE WILL ONLY BE TAKING PAPER AND GLASS , OTHER MATERIALS LATER .
THIS WILL , HOPEFULLY , REDUCE THE AMOUNT OF GARBAGE PUT OUT . THAT HELPS THE LANDFILL ,
THE COST TO THE INDIVIDUAL , IT MEANS THAT YOU WILL HAVE TO DROP IT OFF , BUT YOU WON ' T
HAVE TO PAY TO HAVE IT TAKEN AWAY . SCZEPANSKI : TS THERE A MARKET FOR PLASTIC?
BCKSTROH: THERE ARE MARKETS OPEN , HOWEVER , WE ' RE FACED WITH THE COST OF TRANSPORTING
IT . YOU WOULDN ' T HAVE TO USE THE SPECIAL BAGS , IF YOU TOOK YOUR GARBAGE TO THE LAND-
FILL PERSONALLY . THEN YOU WOULD PAY BY THE POUND TO DUMP IT . DIETRICH : THE COUNTY
WILL HANDLE THE MARKET FOR THE RECYCLABLES , SO IT WON ' T BE STOCK PILED HERE . THE
TOWN WILL PROVIDE FOR SOMEONE TO BE ON SIGHT TO HANDLE PROBLEMS THAT MAY ARISE AT
FIRST UNTIL IT IS ESTABLISHED . THIS WILL MAKE IT EASY FOR ALL . DARROW: WE NEED TO
ADVERTISE AND PUSH RECYCLING . THIS WILL EXTENT: THE LIFE OF THE LANDFILL . IF THERE
IS ENOUGH INVOLVEMENT , MAYBE CURBSIDE PICK UP WOULD BE A POSSIBILITY FOR COUNTY RE-
CYCLABLE MATERIALS . DIE'1'RICH : NEWFIELD WILL HAVE CURBSIDE PICK—UP , BUT NOT FOR THE
ENTIRE TOWN . THE COST IS QUESTIONNABLE , IF NOT PROHIBITIVE . NOT SURE IF CAROLINE
WILL HAVE IT OR NOT . EACH TOWN MAY BE DOING SOMETHING SLIGHTLY DIFFERENT DUE TO THE
LAYOUT OF THE TOWN AND HOW SPREAD OUT IT IS .
COUNTY REP . , FRANK PROTO : THERE IS A MEMO HERE TONIGHT OUTLINING THE ADVISORY BOARD
FOR THE AFFORDABLE HOUSING PROJECT . THIS WILL BE A LARGE BOARD CONSISTING OF 20- 30
PEOPLE ; THEREBY ENCOMPASSING A BROAD ASPECT OF PEOPLE . WE NEED TO GET THE WORD OUT
TO THE PEOPLE SINCE THERE ;IS SUCH A LONG LIST OF . OPENINGS . THE SECOND BOARD TO BE s

IT IS USUALLY FILLED BY THE TOWN SUPERVISOR . NEXT YEAR THEY WILL BE HANDLING SOME
BIG ISSUES LIKE REALIGNING THE COALITION AND THEIR REVIEW PROCESS . DANBY HAS THE
OPPORTUNITY OF HAVING DIRECT INPUT IN THIS AND WILL LOOSE OUT IF A REPRESENTATIVE IS
NOT PRESENT . WHOEVER THE LIAISON WILL BE NEEDS TO GET IN TOUCH WITH LINDA TO HAVE
THEIR INPUT RECOGNIZED . A TRANSPORTATION ADVISORY COMMITTEE WAS APPROVED . FRANK
DARROW HAS ACCEPTED A SEAT ON THE BOARD . A ONE YEAR COUNTY WIDE TRANSPORTATION PLAN
WILL HAVE TO BE COMPLETED : IN ALL REALITY , THIS MAY TAKE 2 - 3 YEARS TO GET IT DONE .
DANBY IS VERY CLOSE TO HAVING A BUS SERVICE . DR-7-OUR APPLICATION IS COMPLETE BY -•
DEC . THE NEXT STEP IS TO OBTAIN THE PERMIT . WE HAD TO HIRE OBRIEN AND GREER TO SEE
WHAT WAS HAPPENING OUT THERE WITH THE CORP OF ENGINEERS . IT HAS BEEN CLARIFIED THAT
A WET LAND MAY CONSIST OF SEVERAL WET SPOTS IN A ONE ACRE PLOT RATHER THEN THE WHOLE
AREA BEING WET . MAYO : WHY DO WE CONTINUE TO USE OBRIEN AND GREER WHEN THEY APPARENTLY
DO NOT DO THE JOB CORRECTLY? PROTO : THEY DID AN APPROPRIATE STUDY . WE FELT THAT WE
WERE CHARGED AN OVERAGE AND VOTED NOT TO PAY . THEY CHARGED $ 300 , 000 OVER WHAT THE
CONTRACT OUTLINED . THEY ARE THE MOST APPROPRIATE PEOPLE TO DO THE STUDY . THEIR
QUALITY OF WORK IS SUPERIOR AS IS THE DATA THAT THEY COLLECT . HOWEVER , THEIR METHOD
OF BILLING IS WHERE THERE IS A PROBLEM . THERE IS REALLY NO REASON NOT TO CONTINUE
WITH THEM . E!KKAN : LET ' S REMEMBER THAT OBRIEN AND GREER ARE NOT ENVIROFNENTAL
RESEARCHERS . I DON ' T THINK THOUGH THAT THAT WILL BE A PROBLEM FOR THIS SITE , HOWEVER ,

PEE CODDINGTON : IT ' S LIKE WITH THE BRIDGE ON BROWN ROAD . THE ARMY CORP OF ENGINEERS
WOULDN ' T SIGN OFF ON THAT PERMIT UNTIL THEY HAD MORE INFORMATION . A COUPLE OF WEEKS
LATER THEY DID APPROVE THE PERMIT AFTERALL . I HAD NEVER HEARD OF THE ARMY CORP OF
ENGINEERS :BEING INVOLVED IN SOMETHING LIKE THIS BEFORE . PROTO : AIRPORT DEVELOPMENT
THEY HAVE APPROVED THE CONSULTANTS-SEVEN ALTOGETHER . IT WILL BE A 7 MILLION DOLLAR
EXPANSION . WE WERE IN WASHINGTON ON FRIDAY MEETING WITH FAA AS WELL AS TWO REPRESENTA-
TIVES FROM U . S . AIR . CONSULTANTS MET TODAY TO GO OVER THE SCOPING AND WILL HOPEFULLY ,
APPROVE THE CONTRACT BY THIS FRIDAY . I WOULD LIKE TO BRING A RESOLUTION TO THE BOARD
NEXT WEEK . WE ARE ONE OF FORTY-ONE PROJECTS THAT HAVE MADE IT TO THE TOP OF THE FAA
PRIORITY LIST . WE HAVE MATT MCHUGH AND SHERI TO THANK FOR GETTING THIS ON THE PRIORITY

LANDFILL AND TRANSFER FACILITIES BEFORE THE CURRENT DANBY LANDFILL
IS OVER CAPACITY AND THE COUNTY ' S GARBAGE MUST BE EXPORTED TO OTHER
JURISDICTIONS OUTSIDE OF THE COUNTY , AND WHEREAS , SUCH FACILITIES
