RECORDING SECRETARY : JOAN BABBITT , TOWN CLERK THE MEETING WAS CALLED TO ORDER AT 7 ; 10 P . M . BY SUPERVISOR DIETRICH . DISCUSSION ON TAX RATE . BALANCE BACK WHERE IT SHOULD BE . MOVED COMMUNITY COUNCIL POSTAGE ( TO CENTRAL OFFICE' SUPPLIES . SHOULD BE Itd POSTAGE LINE . SPECIAL ITEMS : CONTINGENCY UP FROM $ 13 , 000 TO $ 15 , 000 . DOG WARDEN : MOVED THE . 1 ACCOUNT TO . 4 LINE . TRANSPORTATION : RIO CHANGE . DANDY MOTOR DEVELOP- MENT : HAD $ 9 , 000 . RESTORED TO $ 9 , 8000 . SALARIES AT $ 8 , 000 . ZONING : $ 14 , 000 PERSONAL . MORE THAN 496 . DISCUSSION ON HOURS , AND WORK INVOLVED FOR ZONING . ATTORNEY FEES : 80% EXPENDED WITH PLANNING AND ZONING . $ 6 , 000 IN ATTORNEY FEES . SUPERVISOR DIETRICH ( EXPLAINED THAT THE TOWN IS AVERAGING. OVER 40 UNITS PER YEAR . LARGE DEVELOPMENTS , MORE TIME SPENT DEALING WITH THIS . REVENUES ARE INCREASING . WE INCREASED DOUG ' S SALARY TO $ 10 , 000 . ECKS ROM THERE WAS A CHANGE IN THE CONTRACTUAL FOR PLANNING MAPS AND ACTIVITIES . ATTORNEY FEES ARE HIGH . A QUESTION WAS RAISED REGARDING MILEAGE FOR PLANNING BOARD . MILEAGE IS INCLUDED TO ENCOURAGE MEMBERS TO ATTEND SCHOOLS AND RECEIVE EDUCATION IN THE PLANNING PROCESS . APJOTHER CHANGE WAS FOR RErusE AND GARBAGE : WE CHANGE IT °f1M . 1 TO . 4 CONTRACUAL . STATE RETIRE EN T : WE HAVE A $ 25 , 000 BILL DUE AT END OF YEAR . THAT ' S CATCH UP MONEY IN STATE RETIREMENT . WE WILL HAVE TO MOVE MONEY AROUND IN DECEMBER TO PAY THAT BILL . SOCIAL SERURITY WENT UP . THE REST OF IT IS PRETTY STEADY . IN THE INCOME SECTION OF THE • GENERAB FUND , WE ROUNDED OFF THE INTEREST AND PENALTIES TO $ 1 , 500 . WE WILL TAKE IN SLIGHTLY OVER $ 4 , 000 IN INTEREST THIS YEAR . ONE NEW LINE IS A2530 WHICH IS GAMES OF CHAPICE . APPARENTLY THE LEGION HAS APPLIED FOR A BINGO LICENSE . THE TOWN GETS '• A PERCENTAGE OF ALL THE PROFITS OF THAT . LINE 2760 WAS CHANGE TO^ 8480''WHICH IS NOW MOTOR DEVELOPMENT INCOME AND THE CABLE TV FRANCHISE FEE . WE REVISED THE YOUTH PROGRAMS UP TO $3 , 200 BECAUSE WE ACTUALLY HAVE TWO YRS OF MONEY DUE US AND WE ' RE BOUND TOGET SOME OF THAT END OF GENERAL FUND INFORMATION . HIGHWAY FUND THERE ARE TWO CHANGES SINCE WE LAST MET : THAT BEING THE IMPROVE- MENTS CAPITAL OUTLAY , LINE 6311 — CHIf . WE BELIEVE WE BOOKED THAT ENTRY .WRONG FOR THE LAST TWO YEARS . WE HAVE A MEETING FRIDAY WITH THE STATE CONTROCLERITO DETERMINE WHETHER WE HAVE BEEN I}d COMPLIANCE WITH STATE RECRJ.LATIONS . THAT WILL BE A $ 21 , 000 IMPACT ON THE BUDGET . OTHER CHANGES INCLUDE UNSfPLOyMENT INSURANCE DA 59 . 8 . IF IT ' S ADDED UP , YOU FIND THAT THE $ 2 , 000 IS SUPPOSE TO BE THERE . NO BIG CHANGES IN THE HIGHWAY FUND . NO BIG CHANGES . WATER DISTRICT : THE ONLY CHANGE HERE IS THE $ 200 . FOR UNEMPLOYMENT INSURANCE UNDER LINE ITEM SW 9508 . 4 . THOSE ARE THE CHANGES SINCE OUR LAST MEETING . GOING BACK TO THE COVER PAGE : THE TAX RATE WORKS TO $ 10 . 03 PER THOUSAND WHICH IS WHAT MOST PEOPLE CARE ABOUT . LAST YEAR RATE WAS $ 9 . 681 . NARISA , FROMi WHAT IS HERE , DO YOU EXPECT TO HAVE $ 50 , 000 AT THE END OF THE YEAR ? IN REALITY YOU ARE PLANNING TO SPEND $ 200 , 000 MORE THAN WHAT YOU HAVE , NOT $ 152 , 000 ? DCRSTROM! WRONG . OVER FROM 1989 TO REDUCE THE TAX IN 1990 , THATS THE PLAN . $THE OCONTINGENCYCFUND WAS USED TO PAY UNEXPECTED LIFEGUARD SALARIES . THAT ' S WHAT IT ' S FOR . IT IS USED WHEN ITEMS RUN OVER THE .BUDGETED AMOUNT SO THAT FUNDS DO NOT HAVE TO BE TRANS- FERED FROM OTHER AREAS . THE CONTINGENCY FUND IS FIGURED ON A PERCENT OF THE TOTALS . DIETRICH ! WHAT HAPPENED A YEAR AGO WHEN WE HAD TO RAISE TAXES WAS THAT AT THE END OF THE YEAR WE ENDED UP WITH $ 500 . IN THE HIGHWAY FUND . WE CAN ' T FIGURE THAT TIGHT . IF YOU END UP IN NOVEMBER AND YOU HAVE SPENT YOUR MONEY , THEN YOU HAVE TO GO TO THE :BANK AND TAKE OUT A REVENUE ANTICIPATION NOTE AGAINTS THE FOLLOWING YEAR AND THE PROCESS ENDS UP IN THE REVERSE . MARISA : THE THING THAT I HAVE A PROBLEM WITH , IS THE LINE THAT SAYS $ 305 , 000 APPROPRIATIONS FOR 1990 . WITH $ 102 , 000 WORTH OF REVENNUES . YOU SHOULDN ' T SHOW THE UNEXPECTED .BALANCE THERE . ECKSTROM : THAT IS AN UNTRUE STATEMENT FROM THE POINT THAT THE TAX TO RAISE IS NOT $ 152 , 000 . THE TAX TO RAISE IS $ 152 , 000 . MARISA : LAST YEAR INSTEASD OF A 33% RAISE IN TAXES , IT WAS ACTUALLY 27%- -BANKED THE YOU LOOK AT LAST YEAR WE SPENT $ 264 , 000 , THIS YEAR WE ARE PLANNING RTOTSPEND WHEN $ 305 , 000 . THE ACTUAL EXPENDITURES FOR THE GENERAL FUND ARE TQ. poky? . . 15% .. . , DIEI'RICH : WE HAD 8% GROWTH IN REVENUE . MARISA : WHAT I AM TRYItNG TO ' ASK . YOU IS HOW MACH OF THE $ 50 , 000 EXPENDITURES ARE YOU PLANNING TO SPEND THIS YEAR ? DIETRICH : MY ESTIMATE IS ZERO . THE MANAGEMENT PROTECTION ZONE IS $ 50 , 000 . MAYO . IF WE HAVE THIS MUCH LEFT OVER THIS YEAR , WILL IT DOUBLE NEXT YEAR ? WHY >454P PUBLIC HEARING - 1990 BUDGET NOVEMBER 13 , 1989 PAGE 2 DOESN ' T IT GROW? DIETRICH : NO . THIS MONEY DIDN ' T COME FROM THIS BUDGET YEAR . IT CAME FROM LAST BUDGE YEAR . MARISA : AT THE END OF THE YEAR , WILL YOU HAVE A REPORT THAT STATES WHICH LINE ITEM THEY CAME FROM? DIETRICH : YES , IT IS REPORTED TO THE STATE COMPTROLLER . ECKSTROM : THERE IS ALSO A BOARD MEETING AT THE END OF THE YEAR TO CLOSE THE BOOKS . AND BASED ON OUR ESTIMATES , THAT ' S WHAT WE ' RE GOING TO HAVE . DIETRICH : OUR BOOKS WILL BE SET UP THAT WAY NEXT YEAR SO THAT EACH ACCOUNT WILL HAVE ITS OWN PRINTOUT . MARISA : WHAT IS THE INCREASE IN TOWN BUILDINGS CONTRACTUAL? DIET'RICH : WE PUT IN $ 7 , 000 TO DO SOMETHING WITH THIS BUILDING . WE ARE LOOKING FOR SOME GRANTS . THE GRANT WOULD MATCH 50% TO BE APPLIED TOWARD HEATING , PAINTING , FOUNDATION , ETC . IF WE WERE AWARDED THIS GRANT , WE WOULD HAVE TO COME UP WITH THE 50% WHICH I SUPPOSE WOULD COME FROM A REVENUE ANTICIPATION NOTE . TO INCLUDE THE CAPTIAL IMPROVEMENT IN NEXT YEAR ' S :B ET ( OUR PORTION OF IT ) . MAYO : WHY DO WE HAVE A PUBLIC ' HEARING ON THEE BUDGET AND THEN CHANGE IT? DIETRICH : WE HAD SOME WRITTEN COMMENTS TO THE EFFECT THAT THEY FELT THAT THE CUTS MADE TO THEIR ACCOUNT WERE TOO MUCH . THERE WERE NEW ITEMS ( RECYCLING ) . ALL THOSE THINGS , WHEN YOU DO ROUNDING OFF OF SOME FIGURES , STATE RETIREMENT FUNDS HAD TO REFLECT ACCURATE FIGURES , AND THE LIGHTING BILL IS BUDGETED SO WE KNOW HOW MUCH THAT WILL BE , ETC . IT ' S A HARD PROCESS TO KEEP IT ALL ORGANIZED . FOR ALL THESE REASONS , WE MAY SEE CHANGES . MY RECOMMENDATION IS THAT WE NOT PASS THIS TONIGHT , BUT WAIT TILL FRIDAY SO THAT PEOPLE HAVE A CHANCE TO GO THROUGH THE FIGURES . THE ONLY CHANGES THAT WOULD OCCUR BETWEEN NOW AND FRIDAY WOULD BE SUB- TOTALING . WE HAVE DONE IT OURSELVES , BUT I FEEL THAT THE TOWN ACCOUNTANT SHOULD DO IT ALSO . THERE WON ' T BE ANY LINE ITEM CHANGES , IT WOULD ONLY BE TOTAL FIGURES THAT WOULD CHANGE . THERE WON ' T BE ANY INCREASES . SUPERVISOR DIETRICH ADJOURNED THE MEETING AT 8 : 00 P . M . RESPECTFULLY SUBMITTED JO" BABBITT , TOWN CLERK .€ ti ; , 4e3 5 TOWN OF DANBY TOWN BOARD MINUTES NOVai: ER 13 , 1989- 8 : 00 P . M . RECORDING SECRETARY : JOAN BABBITT , TOWN CLERK APPROVAL OF MINUTES : A MOTION WAS MADE BY CLMN ECKSTROM , SECONDED BY CLMN TAGLIAVENTO TO ACCEPT THE MINUTES OF OCTOBER 9 , 1989 , AS SUBMITTED . ADOPTED : ECKSTROM , OLTZ , ROBERTS , TAGLIAVENTO , DIETRICH . CLMN DIETRICH CONFIRMED WITH THE BOARD MEMBERS THAT FRIDAY WOULD BE THE FINAL HEARING IN THE ADOPTION OF THE 1990 BUDGET . COMMUNICATIONS : INVITATION TO MEET SENATOR SEWARD ON THURSDAY , NOVEMBER 16 , 1989 , AT EITHER THE DANBY TOWN HALL FROM 2 : 00- 5 : 00 p . m . OR CAROLINE TOWN HALL FROM 6 : 00- 9 : OOp . m . POST CARD FROM DIVI RESORTS TO SOLICIT ASSISTANCE AS A RESULT OF HURRICANE HUGO . A WORK SHOP WILL BE HELD WEDNESDAY , NOVEMBER 15TH , PUT ON BY THE HUMAN SERVICE COALITION THAT/ THE TOWN IS A MEMBER OF . IT ' S ENTITLED , BUILDING AND STRENGTHING YOUR BOARD . WE HAVE A TEMPORARY OPERATING AUTHORITY FROM ATC COMMUNICATIONS ( CABLE TELEVISION ) . SOME OF THE CONTRACT IS HERE , HOWEVER , ABOUT EIGHT PAGES ARE MISSING . I CAN GIVE YOU MOST OF THE MAPS WHERE THE LINE EXTENSIONS HAVE BEEN LOOKED AT . IT ' S NOT CERTAIN WHETHER THE FULL DOCUMENT WILL BE BACK HERE BEFORE THE NEXT PLANNING BOARD MEETING . THE CORNELL COOPERATIVE EXTENSION IS PUTTING ON A SERIES OF WORK SHOPS BASICALLY CONSISTING OF INFORMATION RELATING TO JOBS WITHIN THE COMMUNITY . THIS IS COMING UP IN DECEMBER . IF ANYONE IS INTERESTED , THE MATERIAL WILL BE HERE . TWO ITEMS THAT WILL BE PUT UNDER NEW BUSINESS : THE BOARD OF REPS . WILL HAVE TWO OPENINGS THAT WILL NEED TO BE FILLED BY THE 20 . ONE IS HERB E .NGMAN TO THE ENVIRONMENTAL MANAGE- MENT COUNCIL AND MYSELF FOR THE TOMPKINS COUNTY YOUTH BOARD . THE BOARD WOULD HAVE TO MAKE THAT RECOMMENDATION SINCE THERE IS A RESUME THAT HAS TO GO A LONG WITH IT . ON OCTOBER 5TH , THE COUNTY BOARD OF REPS . PASSED A RESOLUTION ON AFFORDABLE HOUSING . THIS WAS THE ESTABLISHMENT OF A HOUSING BOARD CHAIRED BY MARY CALL AND STEVE STEIN . THEY ARE TRYING TO GET AN AFFORDABLE HOUSING BOARD TOGETHER . ANYBODY CAN SIT ON THIS BOARD AND THEY ARE LOOKING FOR ANYONE THAT MAY BE INTERESTED . PRIVILEGE OF THE FLOUR : TOWN BOARD TRYING TO GET RECYCLING GOING . DIETRICH ASKED FOR A COMPLETE COPY OF ALL , PAPERWORK PERTAINING TO RECYCLING FOR DANBY . WE NEEDED MORE MATERIAL OUTLINING GUq'DELINES FOR THIS . DANBY WILL BE RECYCLING STARTING SOMETIME AFTER JANUARY 1 . WE WILL BE PAYING BY THE BAG . NOT SURE IF IT WILL BE BY BAG PURCHASE OR BY STICKERS . WHEN THE BAGS ARE PUT OUT , YOU WILL HAVE ALREADY PAID THE FEE . THE TOWN HAS PUT MONEY IN THE BUDGET TO COMPENSATE THIS . THE RECYCLING WILL BE HANDLED THROUGH THE TOWN BARNS . AT FIRST , WE WILL ONLY BE TAKING PAPER AND GLASS , OTHER MATERIALS LATER . THIS WILL , HOPEFULLY , REDUCE THE AMOUNT OF GARBAGE PUT OUT . THAT HELPS THE LANDFILL , THE COST TO THE INDIVIDUAL , IT MEANS THAT YOU WILL HAVE TO DROP IT OFF , BUT YOU WON ' T HAVE TO PAY TO HAVE IT TAKEN AWAY . SCZEPANSKI : TS THERE A MARKET FOR PLASTIC? BCKSTROH: THERE ARE MARKETS OPEN , HOWEVER , WE ' RE FACED WITH THE COST OF TRANSPORTING IT . YOU WOULDN ' T HAVE TO USE THE SPECIAL BAGS , IF YOU TOOK YOUR GARBAGE TO THE LAND- FILL PERSONALLY . THEN YOU WOULD PAY BY THE POUND TO DUMP IT . DIETRICH : THE COUNTY WILL HANDLE THE MARKET FOR THE RECYCLABLES , SO IT WON ' T BE STOCK PILED HERE . THE TOWN WILL PROVIDE FOR SOMEONE TO BE ON SIGHT TO HANDLE PROBLEMS THAT MAY ARISE AT FIRST UNTIL IT IS ESTABLISHED . THIS WILL MAKE IT EASY FOR ALL . DARROW: WE NEED TO ADVERTISE AND PUSH RECYCLING . THIS WILL EXTENT: THE LIFE OF THE LANDFILL . IF THERE IS ENOUGH INVOLVEMENT , MAYBE CURBSIDE PICK UP WOULD BE A POSSIBILITY FOR COUNTY RE- CYCLABLE MATERIALS . DIE'1'RICH : NEWFIELD WILL HAVE CURBSIDE PICK—UP , BUT NOT FOR THE ENTIRE TOWN . THE COST IS QUESTIONNABLE , IF NOT PROHIBITIVE . NOT SURE IF CAROLINE WILL HAVE IT OR NOT . EACH TOWN MAY BE DOING SOMETHING SLIGHTLY DIFFERENT DUE TO THE LAYOUT OF THE TOWN AND HOW SPREAD OUT IT IS . COUNTY REP . , FRANK PROTO : THERE IS A MEMO HERE TONIGHT OUTLINING THE ADVISORY BOARD FOR THE AFFORDABLE HOUSING PROJECT . THIS WILL BE A LARGE BOARD CONSISTING OF 20- 30 PEOPLE ; THEREBY ENCOMPASSING A BROAD ASPECT OF PEOPLE . WE NEED TO GET THE WORD OUT TO THE PEOPLE SINCE THERE ;IS SUCH A LONG LIST OF . OPENINGS . THE SECOND BOARD TO BE s MENTIONED IS THE HUMAN SERVICES COALITION BOARD ;1 DANBY''HAS ONE SEAT TO BE FILLED ; f . X34 TOWN OF DANBY TOWN BOARD MINUTES NOVEMBER 13 , 1989 PAGE 2 IT IS USUALLY FILLED BY THE TOWN SUPERVISOR . NEXT YEAR THEY WILL BE HANDLING SOME BIG ISSUES LIKE REALIGNING THE COALITION AND THEIR REVIEW PROCESS . DANBY HAS THE OPPORTUNITY OF HAVING DIRECT INPUT IN THIS AND WILL LOOSE OUT IF A REPRESENTATIVE IS NOT PRESENT . WHOEVER THE LIAISON WILL BE NEEDS TO GET IN TOUCH WITH LINDA TO HAVE THEIR INPUT RECOGNIZED . A TRANSPORTATION ADVISORY COMMITTEE WAS APPROVED . FRANK DARROW HAS ACCEPTED A SEAT ON THE BOARD . A ONE YEAR COUNTY WIDE TRANSPORTATION PLAN WILL HAVE TO BE COMPLETED : IN ALL REALITY , THIS MAY TAKE 2 - 3 YEARS TO GET IT DONE . DANBY IS VERY CLOSE TO HAVING A BUS SERVICE . DR-7-OUR APPLICATION IS COMPLETE BY -• DEC . THE NEXT STEP IS TO OBTAIN THE PERMIT . WE HAD TO HIRE OBRIEN AND GREER TO SEE WHAT WAS HAPPENING OUT THERE WITH THE CORP OF ENGINEERS . IT HAS BEEN CLARIFIED THAT A WET LAND MAY CONSIST OF SEVERAL WET SPOTS IN A ONE ACRE PLOT RATHER THEN THE WHOLE AREA BEING WET . MAYO : WHY DO WE CONTINUE TO USE OBRIEN AND GREER WHEN THEY APPARENTLY DO NOT DO THE JOB CORRECTLY? PROTO : THEY DID AN APPROPRIATE STUDY . WE FELT THAT WE WERE CHARGED AN OVERAGE AND VOTED NOT TO PAY . THEY CHARGED $ 300 , 000 OVER WHAT THE CONTRACT OUTLINED . THEY ARE THE MOST APPROPRIATE PEOPLE TO DO THE STUDY . THEIR QUALITY OF WORK IS SUPERIOR AS IS THE DATA THAT THEY COLLECT . HOWEVER , THEIR METHOD OF BILLING IS WHERE THERE IS A PROBLEM . THERE IS REALLY NO REASON NOT TO CONTINUE WITH THEM . E!KKAN : LET ' S REMEMBER THAT OBRIEN AND GREER ARE NOT ENVIROFNENTAL RESEARCHERS . I DON ' T THINK THOUGH THAT THAT WILL BE A PROBLEM FOR THIS SITE , HOWEVER , SOME OF THEIR WORK WAS ALI'1TLE SHABBY . DEC HAD SOMETHING TO SAY FOR THEIR WORK . PEE CODDINGTON : IT ' S LIKE WITH THE BRIDGE ON BROWN ROAD . THE ARMY CORP OF ENGINEERS WOULDN ' T SIGN OFF ON THAT PERMIT UNTIL THEY HAD MORE INFORMATION . A COUPLE OF WEEKS LATER THEY DID APPROVE THE PERMIT AFTERALL . I HAD NEVER HEARD OF THE ARMY CORP OF ENGINEERS :BEING INVOLVED IN SOMETHING LIKE THIS BEFORE . PROTO : AIRPORT DEVELOPMENT THEY HAVE APPROVED THE CONSULTANTS-SEVEN ALTOGETHER . IT WILL BE A 7 MILLION DOLLAR EXPANSION . WE WERE IN WASHINGTON ON FRIDAY MEETING WITH FAA AS WELL AS TWO REPRESENTA- TIVES FROM U . S . AIR . CONSULTANTS MET TODAY TO GO OVER THE SCOPING AND WILL HOPEFULLY , APPROVE THE CONTRACT BY THIS FRIDAY . I WOULD LIKE TO BRING A RESOLUTION TO THE BOARD NEXT WEEK . WE ARE ONE OF FORTY-ONE PROJECTS THAT HAVE MADE IT TO THE TOP OF THE FAA PRIORITY LIST . WE HAVE MATT MCHUGH AND SHERI TO THANK FOR GETTING THIS ON THE PRIORITY LIST . SHERI IS ON THE FAA COMMITTEE . ASKED U . S . AIR IF THE JET WAY REQUIREMENT CAN BE ACCOMMODATED . WROTE ABOUT FOREST BURNING TO DEC IN ALBANY ABOUT INFORMATION FOR DANBY , AND CAROLINE . MADELINE LEWIS REFERED TO BRAD . AGREED TO DO A SESSION FOR RESIDENTS AND INVITE EMC . TIPPING FEE - NO DECISION HAS BEEN MADE YET , IT WILL PROBABLY BE MADE IN MARCH OF NEXT YEAR . INSTEAD OF $ 40 . 00/TON IT WOULD BE $ 65 . 00/TON . THE FEE WOULD BE IN TWO PARTS . THE FIRST IS THE FEE FOR BRINGING THE GARBAGE TO THE LANDFILL AND THE SECOND ONE IS WHO TRANSPORTS IT TO THE LANDFILL . THERE WON ' T BE COLORED BAGS RIGHT NOW . THE COUNTY WILL COME UP WITH A VOLUME BAG OR BOX . YOU CAN BUY COUPON BOOKS FROM YOUR LOCAL HAULER FOR EACH GARBAGE BAG . IF YOU DON ' T HAVE A STICKER ON EACH BAG , THEN THE HAULER WILL PASSOVER YOUR STOP . THE TICKET BOOK REPRESENTS THE TIPPING FEE . THERE WILL BE MORE DISCUSSION ON THE SALE OF TICKETS . THEN THERE IS ALSO A NEED TO PAY A HAULING FEE . DIETRICH : THE TOWN WILL HIRE SOMEONE TO DO RECYCLING WHICH WOULD INCLUDE POLICING THE SEASONAL ROADS , STATE LAND , ETC . SOME DISCUSSION FOLLOWED ON HOW RANGERS ARE TRYING TO POLICE THE ROAD TRASHING . ( DISCUSSION BETWEEN JOEL & FRANK NOT INCLUDED IN THESE MINUTES . ) PUBLIC : MAYO -- QUESTION AS TO WHY THE MOBILE HOME ISSUE WAS NOT INCLUDED IN THE LAST ELECTION BALLOT . DIETRICH : THE BOARD OF ELECTIONS WOULD NOT ALLOW IT AS IT DIDN ' T FIT THE LEGAL CASE OF DEFINITIOTJ . THE TOWN MAY LUMP A COUPLE OF ITEMS TOGETHER FOR A PERMISSIVE REFERENDUM ( I . E . , DENSITY POPULATION ) AT A LATER DATE . MAYO - FELT THAT IT SHOULD HAVE BEEN PUBLISHED IN THE DANBY AREA NEWS TO LET PEOPLE KNOW WHAT WAS GOING ON . DIETRICH - THE TIPS FACTOR JUST WOULDN ' T ALLOW US TO DO THAT AT THE TIME . SCZEPANSKI - YOU MENTIONED EARLIER THAT THERE WOULD BE A VOTE ON THE BUDGET FRIDAY NIGHT . HAS THIS MEETING BEEN CALLED? DIETRICH - WE ARE GOING TO CALL IT TONIGHT UNDER NEW BUSINESS . WE WILL GO AHEAD AND APPROVE IT TONIGHT . IF THERE ARE ANY CHANGES , IT WOULD ONLY BE MATH ERRORS . THE RATE PER THOUSAND AND PERCENTAGE WILL . STAY THE SAPS . WE HAVE UNTIL THE 20TH TO SUBMIT IT . WE ' RE JUST MAKING SURE THAT EVERYTHING IS O . K . DECKER - WITH REGARD TO THE READING ROOM : THE COST OF PUTTING IT TN DID NOT INCLUDE THE COST OF THE SHELVING ( $ 300 . 00 ) . 0:114 'rl'EE REPORTS : EMC - THE UNIQUE NATURAL AREAS SURVEY AS CONDUCTED BY EMC HAS COMPLETED THEIR FIELD WORK . AS SOON AS IT IS PUT ON THE MAPS , IT WILL THEN BE AVAIL- ` ABLE TO THE LOCAL GOVERNMENTS . WE HAVE COPE UP WITH AN AGREEMENT FOR THE RECOMMENDA- TION OF PERSON TO WORK AT THE DR7 SIGHT . COMMUNITY COUNCIL - NO REPORT . HIGHWAY -- JIM CASA ASSURED THAT BOND MONEY WOULD BE AVAILABLE FOR THE BRIDGE . IT WOULD PAY 80% OF THE CONSTRUCTION OUT OF THE 1990 MONEY . THE LAW IS ABOUT READY FOR TOWING ABANDONED CARS FROM THE SIDE OF THE ROAD TO ALLOW FOR SNOW REMOVAL . AN ADDITIONAL SIGN WOULD HAVE TO BE POSTED AT ALL ENTRANCES TO THE TOWN EXPLAINING THE EMERGENCY SNOW REMOVAL LAW . TOWN LOOKED . INTO POSTING " NO PARKING " SIGNS ON THE SIDE OF THE ROADS , BUT THE STATE WOULDN ' T ALLOW IT . UPON CHECKING WITH THE LAWYER , THEY SEEM TO FEEL THAT A LAW WOULD BE ACCEPTABLE . THE TOWN OF DRYDEN HAS A SIMILAR LAW THAT WORKS WELL . • TOWN OF DANBY TOWN BOARD MINUTES NOVEMBER 13 , 1989 PAGE 3 SENIOR CITIZENS - A FULL BUS OF SENIOR CITIZENS ( 47 ) ATTENDED THE 50TH ANNIVERSARY OF THE ICE CAPADES IN SYRACUSE LAST THURSDAY . THERE ' S AN OPTION WHEREBY DANBY COULD BUY INTO THE CITY ' S RECREATION PROGRAM FOR ABOUT , $ 6 , 000 ALLOWING FOR TOWN RESIDENTS TO PARTICIPATE INTO THE CITY ' S PROGRAMS AT THE SAME COST AS CITY RESIDENTS . ANOTHER OPTION WOULD BE TO DEVELOP MORE PROGRAMS WITHIN THE TOWN ITSELF . THIS COULD INCLUDE DAY CARE OR AFTER SCHOOL CARE . OLD BUSINESS - PJpNE .
