A PRELIMINARY HEARING WAS HELD NOVEMBER 1 , 1989 , AT THE DANDY TOWN HALL ,
COUNTY OF TOMPKINS , NEW YORK . THE PURPOSE OF THE HEARING IS TO HEAR ALL
ItTTERESTED PERSONS FOR OR AGAINST THE PRELIMINARY BUDGET , AS DULY ADVER-
TIZED IN THE ITHACA JOURNAL OCTOBER 21 , 1989 . THE MEETING WAS CALLED TO
ORDER BY SUPERVISOR DIETRICH AT 7 ; 30 P . M .

SCHLECHT TO ADJUST HIS DEFICIENCIES . IF THERE ARE NO OBJECTIONS FROM THE BOARD ,
WE WILL FORMALLY PASS IT TONIGHT . ECKSTROM FELT IT WAS NOT A GOOD DEIS , NEEDS
MAJOR ALTERATIONS , NOT WELL WRITTEN AND DEAN DOES NOT HAVE THE TIME OR ENERGY
TO SPEND ON IT . AT THIS POINT DIETRICH THANKED ECKSTROtt AND MILDRED MILLER

SALARY FROM $ 23 , 000 TO $ 24 , 000 . AMOUNT WAS OVERLOOKED AND PRINTED IN ERROR IN THE
ITHACA JOURNAL . MOTION MADE BY CLMN ROBERTS , SECOND BY CLMN ECKSTROM .

DIETRICH TURNED THE BUDGET HEARING OVER TO CLMN ECKSTROM AFTER READING THE LEGAL
NOTICE AS APPEARED IN THE ITHACA JOURNAL .
CIHN ECKSTROM STATED THAT THE BUDGET WAS RAISED 4% AND ADJUSTED FROM THAT POINT .
BASICALLY , 4% IS IN THE SALARY LINE WITH EXCEPTION OF HIGHWAY SUPT . ( 5% ) AND
ZONING OFFICER ( 6% ) DUE TO THE SCOPE OF EXPANDING DUTIES . EXPANDING COURT JUSTICES
AND COURT CLERK SALARIES ALSO . RAY MAYO ASKED IF PUTTING IN MORE HOURS AND WAS
ANSWERED BY A YES . MAYO QUESTIONED COURT CLERK SALARY AND WAS REPLIED THAT COURT
GENERATED HIGHER REVENUES FROM FINES AND THERE WAS INCREASED ACTIVITY IN THE
COURT PLUS PAPER WORK .

MODEST INCREASE . TRYING TO HOLD TAXES CONSTANT IN DISTRICT , RATES PAY FOR IN-
CREASES .
DIETRICH WELCOME WRITTEN/ORAL COMMENTS BACK . AGENDA MEETING ON WEDNESDAY AND
FINAL BUDGET BEFORE BOARD METING ON NOVEMBER 1. 3 THAT THE AGENDA MEETING THE
BOARD WILL CONSIDER STARTING A CAPITAL IMPROVEMENT ACCOUNT . ( WE KNOW WHAT IT
WILL COST US NEXT YR . AND TAX RATE . AT AGENDA WE WILL ASK THE BOARD TO CONSIDER
ADDING $ 10- 15 , 000 TO BUDGET FOR CAPITAL RESERVE ACCOUNT , ON TOP OF 2% .
