THE REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF DANBY WAS HELD SEPTEMBER 11 ,
1989 , AT THE DANBY TOWN HALL , 1830 DANBY ROAD , COUNTY OF TOMPKINS , NEW YORK .

COUNTY REP . : FRANK PROTO - THE DEIS WAS ACCEPTED BY THE COUNTY . SHOULD BE HEARING
FROM THE ELMIRA ROAD MERCHANTS FREQUENTLY NOW . ONE ITEM SHOWING CONCERN WAS THAT
THE PIECES COULD BE :BETTER , BUT THE DOCUMENT WAS ACCEPTED . I SUGGESTED THAT WE HAVE
ANOTHER NEIGHBORHOOD ADVISORY COMMITTEE ON THE ELMIRA ROAD DUE TO THE AMOUNT OF CON-
CERN THAT WAS RAISED THERE . THAT WAS MADE PART OF THE RESOLUTION . THERE IS A COPY
OF THE RESOLUTION AT THE COUNTY LIBRARY . RECENTLY RIC SHARED WITH ME A NOTICE ON
THE BURNING OF STATE FORESTS TO CONTROL BRUSH AND WEEDS . I WROTE TO GOVERNOR CUOMO
ASKING HIM NOT TO SIGN THIS BILL UNTIL WE LOOK IN'I'0 THE ALTERNATIVES , WHATEVER THEY
MIGHT .BE . THERE DOESN ' T SEEM TO BE ANYTHING WRONG WITH THE IDEA OTHER THAN THE
PUBLIC WASN ' T MADE AWARE OF THE ADVANTAGES OF THE BURNING . AT THE PLANNING COMMITTEE
METING , I ASKED JIM STALEY , THE EMC COORDINATOR , ABOUT THE PRACTICE AND HE ASSURRED
ME THAT THE PRACTICE IS A GOOD ONE . WE ARE PLANNING A PUBLIC INFORMATION SESSION
WITH DANBY , CAROLINE , NEWFIELD AND DRYDEN TO EXPLAIN THE CONTROLLED BURNING AND TO
MAKE THEM AWARE OF ITS :BENEFITS . WE ARE STILL SEARCHING FOR A COUNTY PLANNER .
HARRY MISSIRIAN IS ACTING PLANNER AND OVERSEEING THE COMPREHENSIVE PLAN THAT THE
COUNTY HAS EMBARKED ON . READING ROOM : THE REASON WE HAVE NOT HEARD ANYTHING ON THIS
IS THAT DICK PANES , DIRECTOR OF THE FINGER LAKES LIBRARY SYSTEM , HAS ACCEPTED A POSI -
TION IN ROCHESTER AND THEY ARE IN A TRANSITION PERIOD OF PASSING ON THE INFORMMATION .
LIZ STEVENSON WILL BE WORKING ON THE READING ROOM AND IS NOW JUST GETTING ORIENTATED .
PEOPLE WHO HAVE AGREED TO SERVE ARE : GAY HUDDLE , GERTRUDE LAIRD , BECKY KNAUER ,
DONNA DECKER , GARY JOHNSON AND ANN JOHNSON , ALTERNATE : ED . ROBERTS .
MORATORIUM : THE STATE HANDED DOWN A MORATORIUM STATING THAT THE COUNTY WOULD HAVE
TO INSPECT ALL THE BRIDGES IN THE STATE . THE COUNTY HAS DEEMED THAT THERE ARE NO
PROBLEMS WITH ITS BRIDGE . JOAN :BABBITT HAS BEEN COPIED ON THE LETTER FROM THE
STATE . LIST OF ITEMS PERTAINING TO LANDFILL : THE ITEMS WAS DISCUSSED HERE LAST
MONTH HAVE BEEN DISTRIBUTED TO THE COMMITTEES . THE DEPT . OF SOLID WASTE WILL HAVE
15 NEW EMPLOYEES . BY THE END OF THE YEAR DUE TO STATE MANDATES . DUMPING ALONG THE
ROADSIDE IS GETTING WORSE . RIC DIETRCH AND PETE CODDINGTON WILL BE
PUT ON A STUDY GROUP TO PUT TOGETHER A PLAN BY WHICH THIS . COULD BE PICKED UP ON A
MORE REGULAR BASIS AND THE DUMPING PUNISHABLE BY THE SHEFFIFF ' S DEPARTMENT .
E . O . C . : WADE THOMAS WAS CHAIRMAN OF THE ECONOMIC ADVISORY BOARD FOR TWO YEAR AND
WILL BE SORELY MISSED AS HE LEAVES TO ACCEPT A POSITION AT S . U . N . Y . HE PUT TO-
GETHER THE ECONOMIC FORECASTS FOR THE NEWSPAPER . BECAUSE OF THE POTENTIAL GROWTH
FOR DANBY , THERE SHOULD BE A REPRESENTATIVE SELECTED FOR THE ECONOMIC ADVISORY
BOARD FOR 1990 . THE TERMS ARE THREE YEARS . ANOTHER MEETING WILL ALSO BE HELD FOR
SOLID WASTE PACKAGING AND RECYCLING DROP-OFF . DANBY IS WAITING FOR BARBARA
HATCHKISS TO GET THE RECYCLING STARTED HERE . THEY HAVE DRYDEN TO SET-UP AND ARE
BACKED-UP WITH WORK AT THE PRESENT TIME . WALLACE STEEL IS OUT OF THE RECYCLING
BUSINESS AS OF THE END OF THIS MONTH DUE TO REGULATIONS REGARDING RECYCLING AND
HOW THEY WERE TO BE REGULATED . A SYRACUSE FIRM WILL GET THE RECYCLING MATERIALS
- FROM TOMPKINS COUNTY . DISCUSSION ON BURNING : WITH AN IMPOSED TIPPING FEE AT THE
LANDFILL , PEOPLE WILL START TO BURN THEIR TRASH . NO PERMIT IS REQUIRED , IF THE
BURNING IS DONE IN A BARREL .
PUBLIC : JIM HOVANEC PRESENTED 15 SIGNATURES TO ADD TO THE 130 SIGNATURES OBTAINED
FOR COGNATION IN AGREEMENT WITH OPENING OLD TOWNE ROAD . IF WE COULD PUT OTHER OP-
TIONS INTO PRIORITY , THEN THE TOWN BOARD WOULD KNOW WHAT THE NEXT STEP SHOULD BE .
WILLARD DAETSCH HAS AN APPRAISAL FOR AN ALTERNATE ROAD INTO THE OLD TOWN DEVELOP-
MENT . WILLARD DAETSCH : THE APPRAISAL WAS REQUESTED IN JULY , IT WAS JUST RECEIVED .

TO ALTERNATIVES FOR OLD TOWNE ROAD .
COMMITTEE REPORTS :
EMC-HERB ENGMAN : NO REPORT . THE EMC POSTPONED THEIR AUGUST MEETING UNTIL SEPTEMBER
12 , 1989 .
CO LAITY ( : JUDY TAGLIAVENTO REPORTED THAT THE DANBY POND IS NOW CLOSED FOR
THE SEASON . OVER 2 , 000 YOUTH ( PLUS PARENTS , ETC . ) USED THE POND SERVICES . GOOD
THINGS ARE BEING HEARD ABOUT THIS PROGRAM .
SENIOR CITEENS : DOROTHY ROBERTS REPORTED THAT THE SENIOR CITIZENS WOULD BE TAKING
?_ A TRIP THE NEXT WEDNESDAY FOR THE DAY . IT WOULD BE A MYSTERY BUS TRIP WITH ABOUT
33 SENIORS SIGNED-UP .
HIGHWAY : BRIDGE MONEY WAS APPLIED FOR , BUT THE CONSTRUCTION WAS PUT OFF UNTIL 1990
BECAUSE WE WERE ADVISED THAT THERE WAS BOND MONEY AVAILABLE TO BUILD THE BRIDGE WITH .
IT ' S STATE MONEY THAT HAS BEEN ALLOTED TO THE COUNTY TO BUILD BRIDGES WITH . THE
MONEY APPROPRIATED THIS YEAR WAS USED FOR OTHER ROAD WORK . I ' M - BEING ADVISED BY THE
COUNTY TO HAVE THE BRIDGE CONTRACTED OUT . THE SUB-STRUCTURE IS ALRIGHT , IT ' S THE
BRIDGE ITSELF THAT HAS TO BE REPLACED . IT WILL BE THE SAME WIDTH . THE STATE INSPECTED
IT AND GOT IT DOWN TO 10 TON . WE HAVE SCHOOL BUSSES THAT USE THE BRIDGE , SO SOME-
THING WILL HAVE TO BE DONE . WE ARE STILL NEGOTIATING WITH THE COUNTY TO TAKE OVER
MICHIGAN HOLLOW ROAD . THEY WOULD ACTUALLY SWAP ROADS WITH US . THE ROADS WE WOULD
TAKE WOULD ACTUALLY BE THREE MILES LONGER . WARD WILL COME UP WITH FIGURES AND TIME
SCHEDULE ON MAINTENANCE THAT WILL BE MAINTENANCE FREE CLOSE TO TEN YRS . , TO DO
MICHIGAN HOLLOW AS COUNTY RDS ARE . , CLOSE TO $ 400 , 000 . PROTO AND DIETRICH FELT THIS
WAS A GOOD DEAL AND THE TOWN APPRECIATES ALL THE TIME PETE HAS SPENT ON THIS .
STARTED :BRIDGE ON MAPLE AVE TODAY , OLD & STONE JUST ABOUT DONE .
ZONING : CONSTRUCTION-MODULAR HOMES 2 , DOUBLE WIPES ( IN PARK ) 2 , 2 -CAR GARAGE 1 ,
3 -CAR GARAGE 1 , STORAGE SHED 1 , MINI -STORAGE , IN-GROUND POOL , ADDITIONS , RENEWALS 6 ,
WITH TOTAL BUILDING PERMITS FEES COLLECTED $ 1 , 313 . 50 . TOTAL CONSTRUCTION VALUE OF
$ 580 , 740 . 00 . CERTIFICATE OF OCCUPANCIES ISSUED 6 , ORDER TO REMEDY VIOLATIONS ISSUED
4 ( 2 WERE FOR MOBILE HOMES ) , 6 FOLLOW UP LETTERS SENT OUT REQUESTING STATUS OF
PREVIOUS ORDERS SENT OUT , 2 COURT CASES ADJOURNED FOR DEFENDENTS TO SEEK COUNCIL .
PLANNING BOARD : WE ' RE WORKING TOGETHER WITH THE SUPER COMMITTEE .
WATER DISTRICT : STILL WATER IN THE PIPES , EVERYTHING ' S GOING FINE .
BOARD OF ZONING APPEALS : SOME APPEALS ON TRAILERS ; THREE MIKE HOVANEC PUSHED OUT
THAT WE FELT WERE HARDSHIPS , SO WE GAVE TWO OF THEM SIX MONTHS AND THE THIRD WAS
CLEARED UP THE SAME NIGHT WE HAD THE HEARING . THEY HAVE TO CONTINUE LOOKING FOR
OTHER PARKS , HOWEVER , IT APPEARS THAT THERE ARE NO OPENINGS IN TOMPKINS COUNTY .
WE HAD A CASE WITH THE COMMON GROUND THAT WE WON . THEY WILL NOW HAVE TO CLOSE AT
2 : 00 A . M . INSTEAD OF 3 OR 4 A . M .
FIRE DISTRICT : NO REPORT - THEY ARE STILL THERE .
COUNTY YOUTH : WORKING ON A REPORT . THURSDAY THE CITY MAKES ITS PITCH TO THE COUNTY
YOUTH BUREAU TO MAKE SOME RECOMMENDATIONS . CITY WAN'T'S COUNTY TO PICK UP THE TOTAL
COST OF RUNNING THE YOUTH BUREAU PLUS COSTS OF THE BUILDING . THIS WOULD RESTRUCTURE
HOW MONEY IS SPENT AND HOW PROGRAMMING Ip PUT TOGETHER . ( DIETRICH WENT INTO DETAIL
AS TO HOW THE PROGRAMMING WOULD BE AFFECTED . )
NEW BUSINESS : ZONING OFFICER , DOUG STALEY , WOULD LIKE TO ATTEND A CONFERENCE THAT
WOULD RETAIN HIS CREDITATION . DIETRICH MADE THE MOTION THAT NOT OVER $400 . 00 BE
SPENT ON THIS CONFERENCE . SECONDED BY CLMN ROBERTS .

COVER THE OVERRUN OF THE LIFE GUARD SALARIES . OUR LAST WEEKEND WE RAN OVER ABOUT
$ 2 , 500 . 00 . THIS MONEY WAS MOVED OUT OF CONTINGENCY TO PAY SALARIES . IT WAS A
UNANIMOUS VOTE .
