THE REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF DANBY WAS HELD ON
DECEMBER 12, 1988, AT THE DANBY TOWN HALL, 1830 DANBY ROAD, COUNTY OF

SUP. DIETRICH REPORTED THAT THE SUPER MEETING WAS DEC. 15th AND THE
PLANNING BOARD MEETING WAS DEC. 21st, THEY WILL BE GOING OVER TRAILERS,
HOUSE NUMBERING, & ETC.
CLWNI. ROBERTS REPORTED OWEGO DID THEIR RE- NUMBERING WITH A SUNY
GRANT USING STUDENTS

FRANK PROM REPORTED THAT A REQUEST TO SCOTT HEYMAN FOR INFORMATION
ON THE CLOSURE OF THE LANDSTROM LANDFILL, SENT TO SPECIAL COMMITTE
UNDER THE FREEDOM OF INFORMATION ACT, BE SENT TO JOEL GAGNON,
JOEL GAGNON REPORTED THAT THE PAPER WORK WAS BEING HELD UP BY THE
DEC, SO HE WAS TOLD, THAT IS WHY THEY REQUESTED IT UNDER THE FREEDOM
OF INFORMATION ACT. REPORTED ON THE ASSIGNED COUNCIL AND HIRING
SOMEONE TO DO THE PAPER WORK. REPORTED THAT THEY SHOULD BE RECEIVING
THE REVISED FINAL ENVIRONMENTAL IMPACT STATEMENT BY THE 15th OR 16th.
REPORTED THAT HE HAS ASKED FOR A SPECIAL MEETING FOR THE 22nd FOR
ACCEPTANCE THE NIGHT OF THE 22nd. REPORTED A POSSIBLE JUNE
CONSTRUCTION DATE AND A NOVEMBER DATE FOR OPERATION. SPOKE ABOUT
BAILING STATION, DEIS, SEQR HEARINGS, RECYCLING AND PRIVATE
LANDFILL DEVELOPMENT. SPOKE ABOUT A COORDINATION OF DEVELOPMENTS,
AND DOCUMENT COMING TO COUNTY PLANNING DEPT. FOR TYPE OF DEVELOPMENTS
SERVICES, WATER SERVICE, SEWER, FIRE STATIONS, TOWN WILL VOLUNTARILY
SEND INFORMATION TO CITY RE: DEVELOPMENTS IN THEIR TOti1NS, CERTIFICATION
BY COUNTY CLERK, SO THE COUNTY CAN KEEP ABREAST OF DEVELOPMENTS,
NOT FOR APPROVAL OR DISAPPROVAL ONLY FOR RECORDING THE DEVELOPMENTS.
THIS WILL BE SO RECORDS CAN BE CENTRALLY LOCATED AND WILL
SUB- DIVISIONS OVER A CERTAIN SIZE. BE FOR

PROTO SPOKE ABOUT TOMTRAM SERVICES FOR DANBY AND LANSING, GOING TO
R.F.P. (REQUEST FOR PROPOSALS) AFTER THE FIRST OF THE YEAR.
SUP. DIEIRICFI SAID HE HAD FOUND OUT THAT SWARTOUT & FERRIS OWNS
THE RIGHTS TO THIS ROUTE THROUGH DANBY AND DOWN THE ROAD AND CORNELL
WANTS TO PUT A BUS OU THIS WAY, BUT SWARTOUT & FERRIS WON'T GIVE UP
THEIR HOLD ON IT, AND I HAVE ASKED BILL GENTER TO GET HOLD OF DWIGHT
BECAUSE CORNELL IS INTERESTED IN BUYING INTO IT.
FURTHER DISCUSSION CONTINUED ON THE BUS SERVICE FOR DANBY,
SUP- DIETRICH ASKED MR, PROTO IF THE PEOPLE ON HIS COMMITTEE HAD
ASKED S.W.I. TO GO PUBLIC? MR. PROTO REPORTED THERE WAS A SLIM
CHANCE OF S.W.I. GETTING THE DR 7 SITE. HE WAS GLAD THAT THEY
SMOKED THEM OUT. HE
DOES NOT PERMIT A PRIVATE DEVELOPER TO
BUILD A LANDFILL. FURTHER DISCUSSION CONTINUED ON THE LANDFILL AND

JOEL GAGNON ASKED IF THE RADIO REPORTS WHERE RIGHT WHEN THEY SAID
THE COUNTY WAS OFFERING SOMETHING LIKE $340.00 AN ACRE?
MR.. PROTO STATED THAT THE APPRAISAL CAME IN FOR $364,000.00 FOR THE
LUCENTE PROPERTY AND SOMETHING LIKE $60,000.00 FOR THE SCHRANK PROPERTY.
MR. PROTO ALSO REPORTED THAT THE COUNTY HAD ADDED TWO ROAD PATROL
IN 1988...
RONDA ENGMAN STATED YOU WANT TO TALK ABOUT THE COUNTY, I COULD
HORROR STORIES, THEY REFUSED TO COME OUT TO US (SOUTH DANDY ROAD)
I HAD A GUY PUT A GUN RIGHT ON MY FACE AND THEY REFUSED TO COME OUT.
I ALSO HAD A GUY COME INTO MY YARD SHOOTING AT ME AND THEY STILL
REFUSED TO COME OUT.(SHERRIFF'S DEPT.) SPOKE ABOUT BURGLARIES AT
HER HOME AND AT THE GROSSMAN HOME AND NO ASSISTANCE. WHAT I'M
GETTING AT YOU CAN HIRE TWENTY PEOPLE, BUT WITH THE SHERRIFF'S DEPT.
AND THAT ATTITUDE WHY BOTHER": THE SHERRIFF'S DEPT. SAY WE NEVER
CALLED THETA, BUT IT SHOWED UP ON MY PHONE BILL AS IT IS A LONG
DISTANT CALL FOR ME. THEY FINALLY CAME OUT WHEN ANOTHER NEIGHBOR
CALLED. BASICALLY WHEN WE HAVE A PROBLEM WE ARE GOING TO CALL
AND IF THEY REFUSE TO COME OUT WE ARE ASKING THEM TO LOG THE CALL
AND THAT THEY REFUSED TO DO A THING ABOUT IT AND WE ARE KEEPING
A LOG OF EVERYTHING. RONDA ENGMAN QUESTIONED THE FITTNESS OF THE
DEPUTIES?
MR. PROM STATED THAT ALL MEN HIRED BY THE SHERRIFF'S DEPT, ARE
NOT ROAD PATROL, SOME ARE HIRED FOR DESK WORK
RONDA ENGMAN ASKED CAN'T THEY BE REQUIRED TO TAKE FITTNESS TESTS?
SUP. DIETRICH REPORTED THAT WE ARE GOING TO PUT A PANEL TOGETHER
FOR DISCUSSION ON CONCERNS SUCH AS DRIVING TO FAST, BURGLARIES
AND ETC. IN OUR TOWNSHIP, SHOULD THE TOWN GO TO A CONSTABLE?
MR. PROM STATED THAT THE INSURANCE IS SO ASTROMICAL, IT WAS
CHEAPER TO LOBBY THE COUNTY FOR MORE HELP.
RONDA ENGMAN STATED THAT EVEN IF YOU HIRE MORE PEOPLE, THEY ARE JUST
ASSIGNED GENERAL COUNTY DUTY, NO ONE IS JUST ASSIGNED TO DANBY.
VOICED OTHER CONCERNS. ASKED IF SHE WAS GOING TO BE ON THE LIST
TO RECEIVE THE DANBY AREA NEWS, SAID SHE HASN'T RECEVIED ONE IN
OVER A YEAR.
SUP. DIETRICH REPORTED THAT RICH MARISA HAD BEEN NOTIFIED, DOESN'T
KNOW WHY SHE WASN'T RECEIVING AS EVERYONE ELSE OUT THAT WAY WAS
GETTING ONE, IT IS A POSTAL DROP NO NAMES.
JOEL GAGNON STATED THAT PEOPLE OUT HIS WAY WITH A SPENCER ADDRESS
ARE NOT RECEIVING THE DANBY AREA NEWS ALSO.
SUP. DIETRICH WILL CHECK OUT WHY THEY ARE NOT RECEIVING?
WILL FOLLOW UP WITH A TOWN MEETING WITH CONCERNS, PRIOR TO GOING
TO THE BOARD.
PUBLIC: JAMES JOHNSON JUST CAME TO SEE HOW THE PROCESS WORKS.
RONDA ESN SPOKE ABOUT COMPLAINTS OF DOGS AND THE DOG WARDEN.
CALLED LORRAINE, WAITED AN HOUR AND CALLED AGAIN, THE NEXT
MORNING A WOMAN NAMED FITZGERALD CAME AND PICKED THE DOG, GAVE THE
TOWN BOARD A COPY OF A LETTER THAT SHE FEELS IS WRONG WITH THE DOG
WARDEN. COPY ATTACHED.
SUP. DIETRICH STATED THAT HE HAD GONE OVER THESE POINTS WITH LORRAINE
BARD EARLIER THIS YEAR, I WILL HAND LORRAINE THESE QUESTIONS AND ASK
FOR A RESPONSE. SPOKE OF CONFIDENTIALITY AND TAKING PEOPLE TO COURT.

PUBLIC HEARING SCHEDULED FOR THE 29th FOR A PUBLIC HEARING ON

JAMES JOHNSON ASKED WHEN THE COMPRHENSIVE MEETING WAS?
SUP. DIETRICH REPORTED THAT THE MEETING WAS THURSDAY NIGHT 14th.
B.Z.A., PLANNING BOARD & TOWN BOARD CALLED THE SUPER GROUP.
LAST WEEK WE REVIEWED THE COMPREHENSIVE PLAN ABOUT TRAILERS AND ETC.
HOUSE NUMBERS WILL BE DISCUSSED. THE JANUARY MEETING FOR THE
COMPREHENSIVE GROUP HAS NOT BEEN SET UP YET. WILL CALL YOU..
JOEL GAGNON WILL CALL MR. JOHNSON WHEN THE DATE IS SET FOR THE
MEETING.

EMC: HERB ENGMAN: MRS. ENGMAN REPORTED THAT HERB ENGMAN IS NOW THE
SECRETARY OF THE ASSOC. OF EMC.
SUP. DIETRICH SPOKE ABOUT MEETING WITH EMC AND THE CLOSURE AND CAPPING
OF THE LANDFILL. MRS. ECKSTROM WILL BE SENDING MATERIAL TO THE TOWN
AND EMC FOR REVIEW.
JOEL, GAGNON WANTED TO KNOW WHY HE WAS NOT INFORMED ABOUT MEETING
TONIGHT? HE STATED THAT THEY WERE TO REVIEW THE APPLICATION BEFORE
IT WAS SUBMITTED.
SUP. DIETRICH REPORTED THAT MRS. ECKSTROM SAID SHE HAD MAILED
SOMETHING OFF TO JOEL GAGNON AND HIS COMMITTEE.

WAS TO BE HELD DECEMBER 1.8, 1988 AT THE DANBY TOWN HALL FROM
2:OOPM to 4:OOPM.
HIGHWAY: PETE CODDINGTON REPORTED THAT THEY WENT THROUGHT THEIR FIRST
COLD DAY, FREEZING TO DEATH, HE REPORTED THAT HE NEEDS A
COPY OF THE RESOLUTION OF WHERE THE ROADS WERE DEDICATED IN
OLD TOWN VILLAGE SO HE CAN INCLUDE THE ROADS IN THIS YEARS
REPORT OF INVENTORY OF ROADS.
PAM CLERMONT REPORTED THAT SHE WAS HAVING A DIFFICULT TIME WITH
THALER & THALER'S OFFICE, BUT FROM WHAT SHE UNDERSTANDS THERE
IS TWO LETTERS OF CREDIT FOR $1.2,500.00, WE ONLY GOT ONE AND
SHE WILL CALL FOR THE OTHER ONE. SHE STATED THAT WE HAVE ALREADY
ACCEPTED THE TOWN ROADS IN OLD TOWN VILLAGE BY ACCEPTING THE
DEEDS. THE LETTERS OF CREDIT ARE A DIFFERENT THING, THEY ARE
FOR FIXING THE ROADS IN THE SPRING.

HOME TUESDAY NIGHT, BILL GIVEN TO CLERK AND THEY WANT TO KNOW
THE BALANCE AFTER THE BUDGET OF WHATS LEFT AND THE SENIOR CITIZENS
WILL PAY THE BALANCE.

CONCERNING ACCEPTANCE OF DEDICATION OF THE ROADS
