1. ELECTRICAL POWER WIRING: ALL POWER WIRING AND CONNECTIONS REQUIRED TO OPERATE BUILDING AUTOMATION CONTROL
SYSTEM (BAS) AND ALL CONTROL COMPONENTS SHALL BE PROVIDED UNDER THIS SECTION AND SHALL COMPLY WITH
REQUIREMENTS OF DIVISION 26 SECTIONS. PROVIDE NORMAL AND STANDBY POWER WIRING TO ALL CONTROL DEVICES TO
PERFORM SEQUENCES OUTLINED. AS A MINIMUM THE BAS (ALL CONTROL PANELS, WORKSTATION, HOST COMPUTERS) SHALL
BE CONNECTED TO STANDBY POWER. ELECTRICAL CIRCUITS FOR ALL CONTROLS SHALL BE DEDICATED ONLY TO THE
BUILDING AUTOMATION CONTROL SYSTEM AND COMPONENTS. ALL WIRING FROM AND INCLUDING DEDICATED CIRCUIT
BREAKERS TO THE POINT OF USE SHALL BE PROVIDED BY THIS SECTION.
2. SEQUENCES OUTLINED (UNLESS OTHERWISE SPECIFIED) SHALL BE PERFORMED BY DIRECT DIGITAL CONTROL FIELD PANELS
(DDCFPS) AND LOCALLY MOUNTED DIRECT DIGITAL UNIT CONTROLLERS CONNECTED TO A CENTRAL BUILDING AUTOMATION
SYSTEM. SYSTEM ARCHITECTURE SHALL BE BASED ON A PEER-TO-PEER DISTRIBUTED CONTROL SYSTEM NETWORK. SYSTEM
SHALL INTEGRATE OPEN COMMUNICATION PROTOCOL CONTROLLERS. ALL DDCFP AND LOCAL CONTROLLER SHALL BE
CAPABLE OF INDEPENDENT OPERATION REGARDLESS OF THE STATUS OF THE BAS WORKSTATION.
3. ALL ZONE CONTROL DEVICES SHOULD BE CONTROLLED DIRECTLY BY A LOCAL CONTROLLER. COORDINATION OF THESE
DEVICES SHOULD NOT RELY ON THE NETWORK TO COMMUNICATE ACROSS THE ZONE. ZONES NEED TO BE ABLE TO OPERATE
INDEPENDENTLY FROM BMS.
4. ALL SETPOINTS AND TIME DELAYS SHALL BE ADJUSTABLE BY THE OPERATOR THROUGH THE BAS WORKSTATION AND THROUGH
LAPTOP SERVICE TOOL CONNECTED TO DDCFPS AND CONTROLLERS WITHOUT ANY HARDWARE OR SOFTWARE REVISIONS.
5. ADDRESS IDENTIFIERS FOR ALL POINTS AND VARIABLES SHALL BE COORDINATED WITH OWNER AND EXISTING CONTROLS AND
SHALL BE APPROVED BY THE FACILTY OWNER.
6. ABILITY TO REVIEW ALL MEASURED DATA, CONTROL SETPOINTS AND FUNCTIONS SHALL BE PROVIDED AT BAS WORKSTATION
AND ON LAPTOP SERVICE TOOL.
7. PROVIDE MENU DRIVEN CAPABILITY TO OVERRIDE AUTOMATED START/STOP OR OPERATING MODES FOR EACH PIECE OF
EQUIPMENT (INCLUDING PUMPS, AIR HANDLING UNITS, VV BOXES, ETC...) AT LOCAL CONTROL PANEL. IF A SEQUENCE IS
DISABLED BY MANUAL INPUT AND THE BAS ATTEMPTS AN AUTOMATED CHANGE IN OPERATING MODE, AN ALARM SHALL BE
INITIATED AT THE BAS STATING THAT THE SYSTEM WAS UNABLE TO CHANGE THE MODE DUE TO USER INPUT. WHERE
APPLICABLE A MANUAL INPUT COMMAND WILL THEN BE REQUIRED FROM THE USER INSTRUCTING THE BAS TO START THE
NEXT SEQUENTIAL PIECE OF EQUIPMENT.
8. THE DESIGN INTENT IS FOR THE BAS TO MONITOR PRESSURES, TEMPERATURES AND FLOWS AND TO CONTROL VALVES,
VARIABLE FREQUENCY DRIVES (VFDS), AHUS, PUMPS, ETC.... MONITORED DATA WILL BE USED TO ENERGIZE OR DE-ENERGIZE
EQUIPMENT IN ACCORDANCE WITH THE SEQUENCES OUTLINED. ALL COMMON INFORMATION (E.G. OUTSIDE AIR TEMPERATURE
AND HUMIDITY) SHALL BE MEASURED AND COMMUNICATED IN AT LEAST (3) LOCATIONS.
9. ALL EQUIPMENT CONTROLLED BY THE BAS SHALL BE CAPABLE OF MANUAL OPERATION THROUGH HAND-OFF-AUTOMATIC (HOA)
SWITCHES LOCATED IN THE MOTOR STARTERS OR VARIABLE FREQUENCY DRIVES. THE POSITIONING OF ALL VALVES
CONTROLLED BY THE BAS SHALL BE CAPABLE OF MANUAL POSITIONING (OPEN, CLOSED, MODULATED, AUTO) VIA LABELED
POTENTIOMETERS AND SWITCHES. SAFETY DEVICES SHALL FUNCTION AND SHUT DOWN THE ASSOCIATED EQUIPMENT WHEN
THE MANUAL SWITCHES ARE IN BOTH THE HAND AND AUTO POSITIONS.
10. COORDINATE ALL SENSOR INSTALLATION LOCATIONS AND SUBMIT PROPOSED POSITIONS ON APPLICABLE PIPING AND
DUCTWORK COORDINATION SUBMITTALS. COORDINATE AND ENSURE MANUFACTURER'S RECOMMENDED UPSTREAM AND
DOWNSTREAM PIPE OR DUCT DIAMETERS ARE PROVIDED. SPECIAL ATTENTION IS REQUIRED FOR FLOW ELEMENTS AND
TRANSMITTERS. IN THE FOLLOWING SEQUENCES, THE SYMBOL FE REFERS TO FLOW ELEMENTS OF THE PITOT TUBE TYPE. THE
SYMBOL FT, WHEN ATTACHED TO AN FE, REFERS TO A FLOW TRANSMITTER. THE SYMBOL FT ALONE, REFERS TO A
COMBINATION FLOW ELEMENT AND TRANSMITTER.
11. UNLESS OTHERWISE NOTED, THE SYMBOL TT, WHEN ATTACHED TO AN TE, REFERS TO A TEMPERATURE SENSOR CONNECTED
TO A SEPARATE TEMPERATURE TRANSMITTER. THE SYMBOL TT ALONE, REFERS TO A COMBINATION TEMPERATURE SENSOR
AND TRANSMITTER.
12. PROVIDE COMMUNICATIONS INTERFACE INCLUDING SOFTWARE BETWEEN THE BAS AND EACH EQUIPMENT MANUFACTURER
SUPPLIED CONTROL PANEL. BAS SHALL BE CAPABLE OF READING AND DISPLAYING ALL DATA USED BY THE EQUIPMENT
MANUFACTURER CONTROL PANEL. SOFTWARE INTERFACE SHALL BE THROUGH LONMARK OR BACNET COMPLIANT PROTOCOL
WHERE THE BAS IS REQUIRED TO CONTROL THE OPERATION OF THE EQUIPMENT. PROVIDE COMPLETE INPUT AND OUTPUT
INTERFACE.
13. FAIL SAFE POSITIONS INDICATED ARE POSITIONS THAT DEVICES WILL GO TO WHEN THE ASSOCIATED EQUIPMENT IS
DE-ENERGIZED.
14. PROVIDE ADEQUATE DAMPING OF ALL MODULATING CONTROL LOOPS TO PREVENT HUNTING. MAXIMUM RESPONSE TIME SHALL
BE 30 SECONDS. ALL CONTROL LOOPS SHALL BE TUNED TO PROVIDE FOR STABLE OPERATION OF THE CONTROL DEVICE. LOOP
TUNING MAY BE REQUIRED TO BE PERFORMED MULTIPLE TIMES DURING MULTIPLE CONTROL SCENARIOS.
15. WHENEVER A UNIT IS SHUT DOWN BECAUSE OF ONE OF IT'S SAFETIES, THE BAS SHALL RETAIN IN MEMORY THE READING AND
SETPOINT OF EACH ASSOCIATED DEVICE TO HELP THE OPERATOR IN ISOLATING THE CAUSE OF THE SHUT DOWN. BAS SHALL
INCLUDE AN ON SCREEN MANUAL RESTART BUTTON FOR EACH SYSTEM AND PIECE OF EQUIPMENT TO ALLOW REMOTE
RESTART AT THE BAS WORKSTATION.
16. WHENEVER AN ALARM IS INITIATED, THE BAS SHALL RETAIN IN MEMORY THE READING AND SETPOINT OF EACH ASSOCIATED
DEVICE TO HELP THE OPERATOR IN ISOLATING THE CAUSE OF THE ALARM.
17. IF ANY DDCFP OR EQUIPMENT MANUFACTURER CONTROL PANEL LOSES COMMUNICATION WITH THE BAS NETWORK, AN ALARM
SHALL BE INITIATED AT THE BAS INDICATING THE LOCATION OF THE FAULT.
18. THE FOLLOWING DEFINITIONS APPLY TO THE SEQUENCES OF OPERATION:
a. BAS: PERSONAL COMPUTER BASED WORKSTATION
b. DDCFP: DIRECT DIGITAL CONTROL FIELD PANEL. DDCFPS ARE APPLICATION BASED LOCAL SYSTEM CONTROLLERS WITH
INPUTS FROM MONITORED DEVICES, OUTPUTS TO CONTROLLED DEVICES, CONTROLLING LOGIC SOFTWARE, AND
NETWORKING CAPABILITY FOR COMMUNICATION WITH THE BAS.
18. WHENEVER A PIECE OF EQUIPMENT IS TAKEN OFFLINE FOR MAINTENANCE, ALARMS RELATED TO THIS PIECE OF EQUIPMENT
SHALL BE TEMPORARILY DISABLED.
19. WHERE CURRENT TRANSMITTERS ARE USED TO DETERMINE FAN OR EQUIPMENT STATUS, A BELT OFF TEST SHALL BE
PERFORMED TO DETERMINE CURRENT LOW POINT TO VERIFY STATUS.
20. ALL WALL MOUNTED TEMPERATURE OR HUMIDITY TRANSMITTERS SHALL HAVE ALL PENETRATIONS SEALED.
21. ALL INSTALLED CONTROL DEVICES SHALL BE INSTALLED IN SUCH A WAY TO BE ACCESSIBLE FOR MAINTENANCE AND REPAIR.
22. OCCUPANCY SCHEDULES:
a. OCCUPANCY SCHEDULING SHALL BE CAPABLE OF SCHEDULING BY AREA, ZONE, GROUPS OF ZONES, INDIVIDUALLY
CONTROLLED EQUIPMENT AND GROUPS OF INDIVIDUALLY CONTROLLED EQUIPMENT.
b. EACH SCHEDULE SHALL PROVIDE BEGINNING AND ENDING DATES AND TIMES (HOURS:MINUTES).
c. A WEEKLY REPEATING SCHEDULE (E.G. BETWEEN 8:00 A.M. AND 6:00 P.M., MONDAY THROUGH FRIDAY) SHALL CONSTITUTE
ONE SCHEDULE, NOT FIVE.
d. DATED SCHEDULES MAY BE ENTERED IN ONE-YEAR ADVANCE.
e. DATED SCHEDULES SHALL BE SELF-DELETING WHEN EFFECTIVE DATES HAVE PASSED.
f. WHEN A TEMPERATURE OF A ROOM, AREA OR ZONE, SCHEDULED OFF OR UNOCCUPIED, FALLS BELOW 55 F (ADJ.), THE
SCHEDULE SHALL BE OVERRIDDEN AUTOMATICALLY AND THE ZONE SHALL BE OVERRIDDEN TO PROVIDE MINIMUM 55 F
SPACE TEMPERATURE AND AN ALARM SHALL BE INITIATED THROUGH THE BAS.
g. WHEN A TEMPERATURE OF A ROOM, AREA OR ZONE, AS DESCRIBED ABOVE REACHES 55 F (ADJ.) PLUS A DEADBAND (ADJ.),
THE SCHEDULE IS RESUMED.
h. LEAP YEARS SHALL BE ADJUSTED AUTOMATICALLY WITHOUT OPERATOR INTERVENTION.

a. INDIVIDUAL LAB SCHEDULING TO BE DETERMINED BY OWNER
b. COORDINATE WITH OWNER TO INCORPORATE CORNELL HOLIDAYS AND BREAKS INTO SCHEDULES.
c. FOR ALL OTHER SPACES:
OCCUPIED 8:00 AM TO 6:00 PM MON. THRU FRI.
UNOCCUPIED ALL OTHER TIME PERIODS
23. REFER TO INDIVIDUAL SEQUENCES FOR ADDITIONAL VARIABLE SETPOINTS.
24. AS A MINIMUM, ONE DDCFP SHALL BE PROVIDED FOR EACH AIR HANDLING UNIT AND ONE FOR EACH LAB EXHAUST FAN FOR
REDUNDANCY.
25. SAFETIES SHALL BE HARDWIRED UNLESS NOTED OTHERWISE.
26. ALL HVAC EQUIPMENT SHALL BE STARTED/ENABLED AND STOPPED/DISABLED THROUGH THE BAS. BAS SHALL HAVE
PROGRAMMING THAT ALLOWS USER TO OVERRIDE AUTOMATED START/STOP THROUGH MANUAL INPUT AT THE BAS OR
THROUGH LOCAL HOA SWITCHES.
27. ALL CONTROL SYSTEM SENSORS SHALL HAVE HIGH AND LOW LIMIT SOFTWARE ALARMS TO INDICATE FAULTS. ALL ALARMS
SHALL INITIATE AUDIBLE AND VISUAL ALARM AT THE BAS WORKSTATION AND AT THE WORKSTATION ALARM PRINTER. ALARM
SHALL INDICATE TIME, DATE, SPECIFIC CONTROL POINT AND NATURE OF THE ALARM.
28. AFTER INITIAL STARTUP BAS SHALL AUTOMATICALLY CONTROL OPERATING MODE FOR ALL EQUPMENT VIA PROGRAMMABLE
SCHEDULES INDICATED IN INDIVIDUAL ZONE OR EQUIPMENT SEQUENCES. BAS SHALL INCLUDE OPTION TO MANUALLY
OVERRIDE EACH AUTOMATED SEQUENCE VIA INPUT TO THE BAS. ALL SAFETIES AND ALARMS SHALL REMAIN ACTIVE WHEN
OPERATING IN MANUAL OVERRIDE MODES.
29. CONNECT TO LIGHTING SYSTEM FOR MONITORING AND INTERFACE.
30. HISTORIES, TRENDS AND REPORTS
a. THE BAS SHALL RETAIN IN MEMORY AT ALL TIMES 5 MINUTES OF TREND DATA (OR LAST 5 READINGS WHICHEVER IS
LONGER) FOR EACH CONTROL POINT OR VARIABLE. RESOLUTION OF THIS SHALL NOT EXCEED ONE READING PER 15
SECOND INTERVAL.
b. BAS SHALL RETAIN ONE YEAR (ROLLLING) OF DATA FOR ALL CONTROL POINTS IN TEN MINUTE INTERVALS.
c. USER SHALL BE ABLE TO SELECT TABULAR OR GRAPHICAL OUTPUT OF DATA. GRAPHIC DATA SHALL BE AVAILABLE IN USER
SELECTABLE COLOR OR BACK AND WHITE VERSIONS.
d. TABULAR DATA SHALL BE MADE AVAILABLE IN COMMA SEPARATED VALUES OR IN FORMAT COMPATABLE WITH MICROSOFT
EXCEL SOFTWARE.

THE HAND-OFF-AUTOMATIC SWITCH ON THE VFD SHALL PROVIDE FOR THE FOLLOWING BASIS
OF CONTROL:
a. HAND POSITION : THE BAS SHALL HAVE NO CONTROL OVER THE MOTOR SPEED NOR
SHALL IT BE ABLE TO START OR STOP THE MOTOR (EXCEPT FOR SAFETY PURPOSES
WHERE THE MOTOR SHALL SHUT DOWN). THE MOTOR SHALL RUN UNDER SPEED
CONTROL FROM THE HAND POTENTIOMETER ON THE VFD. ALL SAFETIES CONTROLLING
THE SHUTDOWN SHALL BE OPERATIONAL (i.e. SMOKE DETECTORS, PRESSURE
SWITCHES, ETC). TEMPERATURE AND HUMIDITY CONTROL SHALL BE AVAILABLE
THROUGH THE BAS.
b. OFF POSITION : THE MOTOR SHALL BE OFF. THE BAS SHALL NOT CONTROL THE MOTOR.
ALL OTHER CONTROL POINTS SHALL BE IN THEIR FAIL-SAFE POSITION.
c. AUTOMATIC POSITION : THE MOTOR SHALL BE CONTROLLED BY THE BAS.
d. ALL ELECTRICAL DISCONNECTS ON EQUIPMENT SERVED BY VARIABLE SPEED DRIVES
SHALL HAVE A SWITCH IN THE ELECTRICAL DISCONNECT WHICH REPORTS
DISCONNECT POSITION. THIS SWITCH SHALL BE IN THE PERMISSIVE CIRCUIT OF THE
VARIABLE FREQUENCY DRIVE
