TESTING SHALL NOT COMMENCE UNTIL THE WATER MAIN AND ALLAPPURTENANCES HAVE BEEN COMPLETELY INSTALLED, UP TO AND INCLUDING COMPACTION OF ROAD AGGREGATE BASE. AFTER SUCCESSFULLY TESTING THE WATER MAIN ANDAPPURTENANCES, THEY MAY THEN BE FLUSHED AND DISINFECTED.SYSTEM OPERATIONS·ONLY WATER & SEWER PERSONNEL SHALL OPERATE VALVES AND APPURTENANCES THAT ARE A PART OF THE TREATED WATER SYSTEM IN ACTIVE SERVICE.BACKFLOW PREVENTION·ALL CONNECTION FROM THE TESTING AND DISINFECTION APPARATUS TO THE EXISTING DISTRIBUTION SYSTEM SHALL BE FITTED WITH A UL APPROVED BACKFLOW PREVENTION DEVICE(DOUBLE CHECK VALVE ASSEMBLY OR REDUCED PRESSURE PRINCIPLE TYPE) LOCATED AT THE EXISTING TREATED WATER MAIN OR APPURTENANCE.TESTINGHYDROSTATIC PRESSURE AND LEAK TESTING SHALL BE PERFORMED ON NEW WATER MAINS IN ACCORDANCE WITH AWWA C600 “INSTALLATION OF DUCTILE IRON MAINS AND THEIRAPPURTENANCES” (LATEST EDITION).IN GENERAL, THE TESTING EQUIPMENT CONFIGURATION SHALL CONSIST OF A DOUBLE CHECK VALVE FROM ANEXISTING TREATED WATER MAIN OR WATER SOURCE, A LENGTH OF FLEXIBLECOPPER PIPE, A PRESSURE TEST GAUGE WITH A RANGE OF AT LEAST 200 PSI, A PUMP, AND THE NECESSARY COMPRESSION COUPLINGS AND FITTINGS REQUIRED TO CONNECT THE LINETHROUGH A TAP IN THE MAIN OR APPURTENANCE. PRIOR TO TESTING, THE WATER MAIN SHALL BE SLOWLY AND CAREFULLY FILLED WITH WATER, PREFERABLY FILLING FROM THE LOWESTELEVATION POINT IN THE LINE TO ALLOW ALL AIR TO BE EXPELLED SLOWLY FROM THE PIPE AND APPURTENANCES AT THE TOP MOST ELEVATION POINT. ALL APPURTENANCES SHALL BE LEFT ONDURING THE TESTING PROCEDURE. THE TEST PRESSURE SHALL BE PROVIDED BY AN IN-LINE PUMP UNTIL 150% OF THE WORKING PRESSURE, AS CALCULATED FOR THE LOWEST ELEVATION OF THETEST SECTION, OR 150 PSI, WHICHEVER IS GREATEST, IS ACHIEVED. THE TEST DURATION SHALL BE A MINIMUM OF 2 HOURS. ALLOWABLE LEAKAGE PER TEST SECTION IS PERMITTED BASED ONTHE FORMULA BELOW. DIFFERENT SIZED WATER MAINS THAT MIGHT BE CONTAINED WITHIN THE SAME TEST SECTION AND SHALL BE CALCULATED SEPARATELY AND THEIR ALLOWABLE LEAKAGEADDED TOGETHER. THIS FORMULA REPRESENTS THE ALLOWABLE LEAKAGE REGARDLESS OF THE NUMBER OF JOINTS, COUPLINGS, FITTINGS, VALVES, PRESSURE REDUCING OR PUMP STATIONOR ANY OTHER APPURTENANCES ON THE WATER MAIN. THE LENGTH OF PIPE CONTAINED IN THESE APPURTENANCES SHALL NOT BE COUNTED AS ADDING TO THE LENGTH OF WATER MAINBEING TESTED.V = (L)(D)(P)^(12)/148,000V = ALLOWABLE LEAKAGE IN GALLONS PER HOURL = LENGTH OF WATER MAIN IN FEETD = NOMINAL DIAMETERP = AVERAGE TEST PRESSURE IN PSI****THE AVERAGE TEST PRESSURE SHALL BE CALCULATED AS THE TEST PRESSURE FOR THE LOWEST ELEVATION OF THE TEST SECTION LESS ONE-HALF THE ELEVATION CHANGE TO THE HIGHESTPOINT ON THE TEST SECTIONREPAIRSDURING THE PRESSURE AND LEAKAGE TEST, ALL ACCESSIBLE APPURTENANCES SHALL BE INSPECTED FOR VISUAL SIGNS OF LEAKAGE. ALL VISUAL LEAKS SHALL BE CORRECTED IMMEDIATELY, REGARDLESS OFTHE AMOUNT OF LEAKAGE AND THE TEST SHALL BE RUN AGAIN FOR ITS FULL DURATION. SHOULD THE PRESSURE AND LEAKAGE TEST FAIL, CITY WATER & SEWER SHALL BEGIN TO INVESTIGATE ALL AREAS OFSUSPECTED LEAKAGE AND SHALL MAKE ALL REPAIRS NECESSARY IN ORDER TO AFFECT A SUCCESSFUL TEST. ALL LEAKS DETECTED SHALL BE REPAIRED TO A WATER TIGHT CONDITION. ALL REPAIRS MADE SHALLBE RETESTED IN ACCORDANCE WITH THESE SPECIFICATIONS. ALL REPAIRS SHALL BE MADE AND A SUCCESSFUL TEST ACCOMPLISHED PRIOR TO TAKING BACTERIOLOGICAL SAMPLES.DISINFECTINGTHE INTERIOR OF ALL WATER MAINS AND APPURTENANCES SHALL BE DISINFECTED IN ACCORDANCE WITH AWWA C651 “DISINFECTING WATER MAINS” (LATEST EDITION) AND THESE SPECIFICATIONS.DISINFECTION REQUIREMENTS SHALL INCLUDE PREVENTIVE AND CORRECTIVE MEASURES DURING CONSTRUCTION, FORMS OF CHLORINE AND METHODS OF APPLICATION, FINAL FLUSHING, ANDBACTERIOLOGICAL TESTS.PRECAUTIONS SHALL BE TAKEN TO PROTECT THE INTERIOR OF WATER MAINS AND APPURTENANCES AGAINST CONTAMINATION. THE OPEN ENDS OF ALL WATER MAIN LAID IN THE TRENCH SHALL BE CLOSEDWITH WATER TIGHT PLUGS WHEN PIPE LAYING HAS STOPPED. STOCKPILED PIPE AND APPURTENANCES SHALL ALSO BE PROTECTEDFROM CONTAMINATION.IF DIRT OR OTHER CONTAMINANTS ENTER THE WATER MAIN OR APPURTENANCES AND, IN THE OPINION OF THE CITY WATER & SEWER ENGINEERS, THE CONTAMINATION WILL NOT BE REMOVED BY THEFLUSHING OPERATION, THE INTERIOR SURFACES SHALL BE CLEANED BY MECHANICAL MEANS.CITY WATER & SEWER UTILIZES A SLUG METHOD FOR DISINFECTION. IN GENERAL, THE DISINFECTION EQUIPMENT CONFIGURATION SHALL CONSIST OF A DOUBLE CHECK VALVE, FLEXIBLE COPPER PIPE, THENECESSARY COMPRESSION FITTINGS REQUIRED TO CONNECT AN EXISTING TREATED WATER MAIN OR SOURCE TO THE DISINFECTION EQUIPMENT AND TO THE NEW MAIN OR APPURTENANCE SUBJECT TODISINFECTION, CALIBRATED CONCENTRATION MIX DRUM, 12.5% SOLUTION OF SODIUM HYDROXIDE, AND A VENTURI BASED CONCENTRATION EDUCATOR.THE METHOD CONSISTS OF CALCULATING THE VOLUME OF THE MAIN TO BE DISINFECTED AND CREATING A SOLUTION OF SODIUM HYPOCHLORITE WHERE, USING A CALIBRATED EDUCATOR, DISTRIBUTESENOUGH CHLORINE SOLUTION INTO THE MAIN TO ACHIEVE A CONCENTRATION OF 100PPM. ONCE FILLED, THE MAIN IS ALLOWED TO SIT FOR A MINIMUM OF 24 HOURS.FINAL FLUSHINGTHE HEAVILY CHLORINATED WATER SHALL BE FLUSHED FROM THE MAINS AND APPURTENANCES AND SHALL NOT REMAIN IN THE MAINS MORE THAN 48 HOURS BEYOND THE TIMES REQUIRED IN THIS SECTION.THE HEAVILY CHLORINATED WATER SHALL PASS THROUGH A DECHLORINATOR FILLED WITH VITAMIN C TABLETS PRIOR TO DISPOSAL. THE MAIN SHALL BE FLUSHED UNTIL MEASUREMENTS SHOW THAT THECHLORINE CONCENTRATION IN THE PIPE IS NO HIGHER THAN THAT GENERALLY PREVAILING IN THE SYSTEM, BUT NOT MORE THAN 1.0 MG/L.BACTERIOLOGICAL SAMPLESUPON COMPLETION OF THE DISINFECTION PROCESS, WATER SAMPLES SHALL BE TESTED FOR BACTERIOLOGICAL QUALITY IN ACCORDANCE WITH AWWA "STANDARD METHODS FOR THE EXAMINATION OFWATER AND WASTEWATER" AND SHALL SHOW THE ABSENCE OF COLIFORM ORGANISMS.
