COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. October 23, 2019

Approval of the September 25, 2019 Community Police Board Meeting Minutes-
Resolution:
By Commissioner Wright: Seconded by Commissioner Rogers
RESOLVED, That the minutes of the September 25, 2019 Community Police Board
meeting be approved as published.

Chair Kane shared the news of the passing of long- tenured Community Police Board
member Marion DaGrossa. A moment of silence was observed.
Report from the Police Department:
Nayor- Shared compliments received by the Police Department. One from TCPL giving
thanks for a meeting and for Officer Orsario. The members of IPD that jumped into the
inlet in attempt to rescue the individual who drove into the water were recognized in a
letter to the Awards Committee. A kind service was recognized via Facebook- Officers
changed a tire for a citizen. Thanks were given by the Hard Hats Veteran’s group, and
thanks were given to members of IPD who responded to a robbery. GIAC thanked IPD
for their role in the bullying prevention task force.
Deputy Chief Monticello shared that there are presently 8 openings at IPD, plus an
opening for Deputy Chief. A Sargent was just promoted, swearing in will be held in
November. He relayed that it is also “Pink” month, and members of IPD will be
participating in “No-Shave November” for cancer awareness.
IPD presented their budget to Council, asked for a few things over budget- a camera,
funding for a crime scene unit vehicle.
DC Monticello also stated that IPD is working with HR on marketing new positions on
IPD, and Possibly waiving the application fees. Fee is $25 (in county)/ $75 (outside of
county). Next exam likely in September.
Report from Common Council:
Alderperson Kerslick reported that Common Council is in budget meetings, there’s a
proposed tax rate of 11.71, small increase over last year. Council is looking at requests
over the Mayor’s budget right now. There are requests totaling 800 thousand dollars
over the present budget. Council is looking at 3 budget requests from IPD.
Chair Kane encouraged Common Council to honor the IPD budget requests. A brief
discussion ensued about the IPD Crime Scene Unit Vehicle.
Youth Member Logue made contact with the young woman who is running Social
Justice week, she would love IPD to give presentations if possible. Logue will report
back on this connection, as well as possibility of connecting IPD with the Advocacy
Center, and fitness challenges with the Ithaca Hight School Captains Council.
Chair Kane reported that after the last CPB meeting she had a discussion with the City
Clerk regarding the level of involvement the CPB Youth Member can have with
investigations. A Youth Member cannot participate or conduct an investigation from a
citizen. It is a liability issue, because this member is a minor. Upon turning 18 a member
may participate in investigations.
