ITHACA URBAN RENEWAL AGENCY
GOVERNANCE COMMITTEE (GC)
8:30 A.M., Friday, August 21, 2020

I. Call to Order
Chairperson Rosario called the meeting to order at 8:39 A.M.
II. Agenda Additions/Deletions
Cummings asked if an update on the status of the Titus Towers footbridge could be added to the
agenda. No objections were raised.
III. Public Comments/Written Public Comments
Nels indicated IURA staff is proposing to permit real‐time verbal public comments in Zoom from this
point forward, rather than only allowing written comments, in an effort to be as accessible as possible
to the public. No objections were raised.
IV. Review of Meeting Minutes: April 17, 2020
Rosario moved, seconded by Schlather, to approve the meeting minutes, with no modifications.

V. New Business
A. Staff Performance Reviews ― ExecuƟve Session to Discuss Personnel MaƩer
At this time, Bohn explained, the Committee should open an Executive Session to review staff
Performance Reviews.

Rosario reported the Committee moved, seconded, and approved a resolution (which Bohn will
formalize in writing) to recommend to the IURA Board that a $3,000 one‐time performance bonus be
awarded to the Contracts Monitor.
Rosario added there was also some discussion in the Executive Session, expressing concern with the
limited number of staff performance reviews the City’s Director of Planning and Development is
capable of conducting on a timely basis, due to the Director’s existing workload and wide‐spanning
areas of responsibility, the number of staff persons involved, and the Planning, Building, Zoning, and
Economic Development Department’s limited organizational capacity to conduct them (i.e., absence
of assistant departmental director or equivalent position). The Committee would like to initiate an
effort to assist in identifying ways to improve the process or at least discuss it further.
Cummings remarked the subject should be revisited by the Committee at future meetings and
eventually discussed by the IURA Board. She misses the presence of the Director of Planning and
Development, who serves as the IURA Executive Director, at Committee meetings. The Director
historically provides a valuable level of depth and connection to City activities, which benefits the
IURA’s own work. Bohn replied the Director does not realistically have the time to participate in
Committee meetings.
B. CDBG Funding Response to COVID‐19 ― Review
Bohn presented the following update:

Bohn indicated Committee members should consider whether there are any potential uses of funds
that have not yet been addressed, since there is ~$38,000 in available CDBG/CDBG‐CV funding.
Bohn reported the Emergency Rental Assistance Program (ERAP) appears to be moving very slowly, in
terms of the number of approved applications. It was originally projected there would be
approximately 50 rental assistance awards, but only 12 have been approved to date, with a pipeline of
approximately 22 applications currently being reviewed.
Cummings remarked she doubts enough people know about the program. More outreach should be
done. ERAP applicants should also be educated and informed about other financial resources that
may be available to them.

Bohn noted it is difficult to know for certain what the precise level of financial need is in the
community. Community Development Planner Anisa Mendizabal did conduct her own outreach
efforts with some landlords, some of whom were unaware of the program. He believes she has
continued reaching out to organizations in a position to know of community needs. Bohn will follow
up with INHS to determine exactly what marketing and outreach activities it has pursued.
Schlather noted she suspects the need will soon begin to increase, now that Federal Pandemic
Unemployment Assistance (PUA) funding has expired. Another issue she has heard mentioned is the
difficulty some applicants encounter in proving their loss of income is directly COVID‐19‐related.
Cummings observed the trouble is with the term “directly related.” She can think of numerous
examples of people indirectly impacted by the pandemic (e.g., significantly higher childcare expenses
due to school closures). Bohn replied the IURA staff actually reviewed one situation, in which an
applicant was forced to quit work to care for a special needs child because of COVID‐19‐related school
closures, which staff subsequently informed INHS was an appropriate use of funds.
Bohn noted INHS also receives ERAP funding from New York State, which has a higher standard for
demonstrating a documented COVID‐19‐related decrease in income.
Cummings observed the program asks applicants about decreases in income, but does not inquire
about increases in COVID‐19‐related essential household expenses.
Bohn noted the IURA has ~$38,000 in available funding it could explore uses for.
Rosario remarked he knows some people tested the application process and found it somewhat
intimidating or onerous.
Bohn reported some applicants experienced difficulty obtaining bank statements or documentation of
job losses or furloughs.
Rosario asked if there were any way to determine how many people began the application process,
but did not complete it for some reason.
Bohn replied that Mendizabal did hear from INHS that a certain percentage of applicants do not
complete the application or cannot document COVID‐19‐related impacts.
Schlather noted she would oppose any effort by INHS to convert any remaining rental assistance
funds to another use. Rosario agreed.

Rosario indicated he will need to leave the meeting at this time.
Bohn noted all remaining agenda items are reports and updates, which can simply be carried over to
the next Committee meeting.
