RE: Work Hours & Remembrance at City of Ithaca Cemetery Firemen’s Section
Dear Board,
Raymond B. Wheaton and Lyman E. Baker have worked 6 hours each in the Ithaca City
Cemetery at the Firemen’s Section. This completes the year 2016. The Total Hours are 72
hours for Raymond and 72 hours for Lyman.

On December 7, 2016, at 7 AM, a brief ceremony was held to remember the 3 Ithaca Fire
Department volunteer firemen that were killed 110 years ago at the tragic Chi Psi Fraternity
fire. Other IFD Firemen who died in the line of duty were remembered also.
When Taps were played, the sound went over the City of Ithaca and Cornell. The sky had just
a touch of pink, it was a sad and also happy event.

Correspondence:
Chair Gilligan reported that the bank statement from the Tompkins Trust Company for the
Donation Fund Dated November 30, 2016 had a beginning balance of $3,060.94 and an
ending balance of $3,060.94, reflecting no change.
Chair Gilligan reported that the bank statement from the Tompkins Trust Company for the
Rescue Squad Donation fund had a beginning balance of $1,847.29 and an ending balance of
$1,847.41, reflecting .12 interest.
Chair Gilligan reported that he received an e‐mail from Lt. Tom Basher regarding the use of
the Fire Department’s 1896 Steamer for the 2017 parade season (St. Patrick’s Day parade on
March 4 and the Ithaca Festival parade on June 2). In preparation for those events, the
Ithaca Paid Fire Fighters Association would like to request support from the Board of Fire
Commissioners to help off‐set the cost for the horses to pull the steamer in the parades. The
cost will be $400 for each parade (a $100 reduction from last year). He is requesting to split
the cost 50/50 or some other percentage between union funds and fire commissioner
funds. He will present the request at the next union meeting which is December 19th. He is
looking for the Board of Fire Commissioners to support and authorize use of steamer.
Chair Gilligan stated that he would like to hold off on any discussion of the request until the
Board’s January meeting, if that is agreeable. Board members expressed no objection.
Chair Gilligan stated that he would also reach out to Lt. Basher between meetings to get
additional information about the request.
Membership Changes:
Chair Gilligan reported that two applications had been received; however one person
withdrew their application because they opted to join Cayuga Heights Fire Department
instead. The other individual is a senior at Ithaca College; the review committee met with
him. He later realized that given his own situation and the fact that he is looking for a job
outside the area that now would not be a good time to apply to become a volunteer with
the Ithaca Fire Department so he withdrew his application. At this point, there are no active
applications pending.
He further reported that there is one membership change that is pending regarding the
termination of a current member and removal of their name from the active rolls.

Miscellaneous Reports:

Audit:
The audit was reviewed and approved by Commissioner Hoard.
Department Reports:
Fire Chief:
Chief Parsons highlighted the following items from his monthly report which will be
attached to the minutes:
There is one firefighter position open due to the recent retirement of Asst. Chief Schnurle.
On December 11th, Lt. Brian Weinstein was promoted to Asst. Fire Chief and Firefighter Greg
Stillwell was promoted to Fire Lieutenant.
He has extended a job offer to a future member whose formal application will be coming in
the near future.
All except one position should be filled in January so that will mean that the department will
be fully staffed.
One firefighter is on extended leave due to shoulder injury suffered during training, with an
expected return date mid‐late spring.
Budget summary – the budget for equipment parts/maintenance is low because money was
moved between accounts creating a gap due to a fire truck being damaged during some
post testing work. The truck has been repaired and the insurance money received; however
it was deposited in the general fund, and accounts will be reconciled at the end of the year.
The Ladder Tower needs some major repair, so they will use whatever maintenance fees
remain in the account to pay for them.
Tompkins County is finally ready, after two years, to re‐program all mobile, station and
portable radios to install new interoperable channels for mutual aid, and re‐allocation of
special events channels to additional coordination channels. Lt. Wheal is coordinating with
Tompkins County the reprogramming process for all of IFD’s radios.
Grants/donations ‐ IFD submitted another grant application for $25,000 that could be used
for the replacement of washing equipment for gear/protective clothing. The new protective
clothing has two layers, and the manufacturer recommends that the inner layer not be
washed with the outer layer. In order to do that, two different and separate heavy duty
washers will be needed. The results of the grant applications will be announced in the
spring. This will mean that all gear washing will be restricted to Central Fire Station.

The Mayor requested that the fire department submit a strategic plan for the future. In
Chief Parsons’ career that have been at least two strategic plans developed but not
completed; prior to that there was one major re‐organization of the fire department in
1985. The Mayor wants a plan developed of what the station would look like from a 10,000
foot perspective. Then, based on the population, show how many staff would be needed.
He feels the end result will look different from the department’s current set up; however,
there are historical agreements in place about where fire stations are required to be
located, and so he expects there will be conflicts. The Mayor wants the Board of Fire
Commissioners, Ithaca Paid Firefighters Association and the volunteer company involved
along with Town and City officials in preparing such a plan. Initially, the Board of Fire
Commissioners can take the lead until a structure is established involving all parties. This
will be a long and extensive process involving education on budgets, process, and
procedures, etc. The Board of Fire Commissioners will need to educate everyone on what is
required, and all the elements of the fire department (i.e. insurance, NFPA standards, NYS
law, etc.). Once all that information is gathered then a more productive conversation can be
held as to where to go from there. He asked whether the Board of Commissioners would
like to be involved in this work.
Chair Gilligan responded that it would be good for the Board to discuss this under “New
Business” later in the meeting.
Chief Parsons noted that the request is very timely in that the Board of Fire Commissioners
is already looking at the role of Board and these discussions will allow for addressing many
issues at once.
He further reported that the two new pumper trucks are almost complete. The fire
department’s apparatus inspection committee should be in Green Bay, Wisconsin today to
do the final inspection with delivery expected the first week in January. The trucks will not
be in service right away because staff will need training on the new equipment on the truck.
Due to space limitations at the stations, there will be a temporary storage issue for these
new pumper trucks and the apparatus that they will be replacing.
Fire Police Report:
Mr. David Cornelius provided the following report for the Board:
Fire Police training was held on November 15. The topic was Electrical Hazard
Awareness and Roadway Safety. This was presented by Lt. Wheal and AC Covert.
The following people participated: Dave Cornelius, Gary Bordoni, Jim Rogers, Andrew
Adams, Rob Longo, Lyman Baker, Jack Gould and Bill Gilligan.
The December training topic has not been determined at this time. I heard that there
was a new MTO appointed and asked Rich Tracy who I should be working with on
topics. To date I have not heard back from Rich.
During the past month we were called out once for a motor vehicle accident, on
Enfield Falls Rd., involving wire down. This was on December 3. The following fire
police responded: Dave Cornelius, Jim Rogers, Jack Gould and Andrew Adams.

Brian Carman, fleet supervisor for DPW, has submitted bid specs to New York State
bidders, for purchasing a new vehicle for the Fire Police Unit. Once bids are received
the fire police will go back to Company 9 members for final approval and
authorization to accept or decline the bids.

A brief discussion followed on the floor regarding the status of the Fire/Police Unit’s new
vehicle purchase and the funding associated with it.
Old Business:
Volunteer Recruitment Items/Issues ‐ Committee Update:
Chair Gilligan reported that there are three new volunteers awaiting training; they have had
neither fire/police training nor interior firefighting training, so they are limited as to what
they can do to be active with company. There will be a training offered in the spring by
Tompkins County that they can attend.
Commissioner Guttridge questioned why the new volunteers couldn’t be inserted
somewhere at the fire station to at least observe until they receive training. For example,
truck checks, different apparatus inspection, some internal training, etc. He is concerned
that the department will risk losing the volunteers if they don’t get connected and feel
useful.
Chief Parsons explained that training outside of Tompkins County was offered to the new
volunteers that would take place sooner. They all rejected that offer because they want to
wait for the training that will be held in Tompkins County. There have been no orientation
classes lately, and as far as truck checks there isn’t much that volunteers can do since the
apparatus is taken care of by career staff. They could do a ride‐along if they were interested.
Chair Gilligan asked whether the Board could work with the fire department’s new training
officer to incorporate into it the training of new volunteers.
Chief Parsons explained that Asst. Chief Weinstein is the new Municipal Training Officer. He
is working on volunteer training; however, he has had a lot to do since he was recently
promoted to his new position of Asst. Fire Chief.
Chair Gilligan asked about the status of the four firefighter positions that are funded
through grants funds. Chief Parsons responded that he is working to get issues sorted out
with the Ithaca Paid Fire Fighters Association regarding staffing, time off, and impact on
them (there been two months of discussions so far) and the documents are being finalized
this week.

Role of Board of Fire Commissioners ‐ Update on Common Council Working Group on
Committees:
Chair Gilligan reported on the “Visioning Session” held on December 1st by the Common
Council committee tasked with reviewing all the city’s boards and committees. The meeting
went over the results of the completed surveys from boards and committees that had been
turned in and compiled by the committee.
Commissioner Sparks attended the meeting and stated that he felt it was a pretty good
representation of all the city boards/committees. The conversations were interesting and
about things that work or don’t work, along with information from the survey. The next
meeting of the Council Committee will take place on December 14th. At that meeting they
will discuss what the next steps should be and try to provide a cohesive idea and/or
recommendation to the Mayor and the rest of Common Council. That meeting will most
likely be a Committee of the Whole meeting of Common Council so all Council members can
have an opportunity to discuss and weigh in with their thoughts. Those meetings have an
opportunity for public comment, and so it would be a good time for people to attend, and
speak if they were so inclined.
Vice Chair Sparks stated that he found the meeting very interesting ‐ especially the
organizational chart of all the different city boards and committees. There is a definite need
to determine how all the various boards relate to one another, and whether there is some
overlapping of topics that might make sense to combine into one committee. It is really a
very large task to try to accomplish because the concept of starting over and having a new
plan that reduces the number of boards and committees will be a hard process. It also
needs to be accomplished in a way that the people who volunteer to serve on the boards
and committees feel that they have a purpose and are contributing to the City of Ithaca in a
meaningful way. It was good to have everyone in same room at the same time to discuss
these issues and meet one another. It was a learning experience because some committee
members didn’t know what other committees did and that there were overlapping
issues/topics being worked on at the same time by different committees. It was a very
useful meeting and exercise for everyone that attended it.
Chair Gilligan reported that the committee’s goal is to have a plan be in place before the
end of 2017 so it can be implemented in 2018. By March/April timeframe, the committee
will have an idea of the clear target to work towards which will include updates to the City
of Ithaca Municipal Charter and Code as well as any item(s) that may need to be on the
election ballot for the November 2017 General Election. He further noted, that not all
boards and committees get staff support because the City does not have enough staff.
He stated that he would request a copy of the summary of the work of the committee thus
far, that Alderperson Mohlenhoff referred to at the December 1 meeting. He will ask if it
could be made available on the City’s website as well. There wasn’t a plan to have that
group or a similar group meet again; the working group will now work on the information
obtained from that session. He further noted, that a similar process started in 2009 by
former Alderperson Maria Coles, and then again in 2011 so the City has a lot of history of
reviewing and discussing this topic and the structure of its’ many boards and committees
with no changes being implemented as a result those reviews.

Commissioner Guttridge stated that he hopes the current review has enough inclusion of
people that can participate in a meaningful way. There needs to be a better way for the
City’s boards and committees to function so that they operate in an efficient and less
duplicative manner than what they are doing currently. He noted that it might be
interesting to see how other cities of similar size organize their boards and committees to
see if there are any ideas or processes that the City of Ithaca might want to consider.
Chair Gilligan stated that this provides a great opportunity for consolidation of the City’s
boards and committees so they can operate with more effective voices and volunteers can
participate in an active and meaningful way in City government. He will provide more
information to the Board as it becomes available.
Chair Gilligan further responded to the Chief’s announcement regarding the request from
the Mayor to develop a strategic plan for the City of Ithaca Fire Department. He noted that
the Fire Department has had several previous efforts to create strategic plans. Also, within
the last few years a consultant was hired by the town/city to present information on the
criteria for forming a fire district. He thought it would be useful to have information from
these previous efforts available to those involved in the current planning process.
Chief Parsons responded that the consultant was Mark Butler; he did a presentation at a
joint meeting of Common Council and the Town of Ithaca Board to go through what
governance means to assist in discussions and proposals. This presentation was at a time
when the Town of Ithaca was still negotiating its contract with the City of Ithaca, and
informed those present of what the definition of a fire district is and what governs the
operation of such a district. He would recommend that Mr. Butler come back to do another
presentation on governance so everyone has a good understanding of fire districts, fire
departments, municipal requirements, i.e. the City of Ithaca is required to have fire and a
police department, and villages have to provide some sort of entity that is a fire
department.
In addition, in light of recent discussions by the Town of Ithaca Board related to provision of
fire service to Ithaca College, he noted that Towns are not required by NYS law to provide
fire protection services within their boundaries. The town could create a Fire District, but
this would then be a separate legal entity with its own taxing authority and would not be
under the direct control of the Town Board. He further indicated that there are a variety of
things that fire departments can or cannot do based upon the type of government entity
that they operate under.
New paragraph ‐ From a practical aspect, he is not sure what Fire Services for the City or
Town of Ithaca would do or look like if there was a dissolution of the city/town of Ithaca fire
contract. He stated that all fire departments in NYS are in somewhat the same boat as IFD ‐
they all have limited funding and staffing, increases in development, along with a decline of
revenue and revenue sources, so it would be good if the City of Ithaca could develop a
strategic plan that could address these issues.

Commissioner Guttridge asked whether the Mayor, in his request for a strategic plan,
indicate how many years out the plan should go so as the Board begins to discuss this topic
they have that information.
Chief Parsons responded that the Board should not worry about an end date and just see
how discussions progress because the contract with the Town of Ithaca does not impact the
City of Ithaca Fire Department operations greatly.
Commissioner Guttridge requested that this topic be moved to the top of the Board’s
agenda going forward.
Chair Gilligan stated that the Board would discuss this in more detail in January; perhaps a
sub‐committee of the Board could meet outside this group to discuss as well.
Chief Parsons suggested that the Board bring people in from the outside ‐ i.e. Mark Butler,
Governance Representatives, NYS Chief’s Association to talk about staffing, and
requirements for what is needed to provide fire protection.
Commissioner Guttridge reported that at some unknown point in January, he will be
unavailable; however, he will keep the Board posted. He probably not be at the February
meeting.

No Update: On May 20th, 2016, I reccived word from U.S. Senator Charles
Schumer's Office that the Ithaca Fire Department was the recipient of a grant
under the 201 5 Assistance for Firefighting Grant Program. We are approved to
receive $45,455 towards the replacement ofthe compressor. The City Controller
will be issuing the bid this week.
No Update: On September 9th, 2016; Senator Charles Schumer's Office informed
us that the Ithaca Fire Department is awarded a SAFER Grant for hiring
frefighters. The award will fund salaries and benefits for four career frefighters
fortwo ycars. Thetotal award is 5634,016. There can be no reductions in
staffing during the grant performance period. After the grant period, the City
would either pick up the cost for the four additional firefighters, submit for an
extension of the SAFER award, or eliminate the positions.
Mayor Myrick has requested that Fire Department develop a strategic plan for the
future. Hc suggested that rather than develop a plan based on the existing
deployment and staffmg, hc would like to have a plan developed from a 10,000-
foot perspective. He would like to see this plan developed in cooperation and
collaboration between the Board of Fire Commissioners, the Ithaca Professional
Firefighters Association, and Volunteer Company 9. I have recommended that
elected officials from the Town oflthaca and City oflthaca be included in the
planning team. I am recommending that initially, the Board of Fire
Commissioners take the lead on organizing the effort until a committee structure
and scope ofwork is agreed to by the involved parties.
