Carried Unanimously APPROVAL OF MINUTES: Moved by Commissioner Rogers: Seconded by Commissioner Wright RESOLVED, That the minutes of the May 22, 2019 Community Police Board meeting be approved as published. Carried Unanimously INTRODUCTIONS: New Youth Commissioner Hannah Logue introduced herself, 10th grade student, stated interest in helping community relations with police locally in hopes of affecting positive relations nation-wide. REPORT FROM THE COMMON COUNCIL LIAISON: Alderperson Kerslik shared that the next round of budget meetings is being scheduled, and any recommendations regarding Public Safety budgeting, or support from the CPB would be welcome. He also relayed that current NYS legislation does not legally allow electric scooters on the roads. There was a proposal to be brought before Common Council for a trial period of electric scooters, this will be on the June Agenda for Common Council. The electric scooters pose an enforcement issue, which the Commissioners discussed. Chair Kane stated that the meetings for the new Police Chief Search Committee begin Friday June 21st. The Commissioners had a conversation about the search for the Police Chief. REPORT FROM THE POLICE DEPARTMENT: Deouty Chief Nayor shared compliments to the IPD: An April 5th response to cardiac arrest where officers were instrumental in saving a person’s life; A compliment for an excellent verbal de-escalation of a difficult situation; Rabi Glass from Temple Beth-El thanked the Department for helping with staffing an event; A thank you that was written for the Torch Run group. DC Nayor met with School Safety Committee, working to create an active shooter safety drill and the policies surrounding that. Youth Commissioner Logue stated that there are small changes being made around Ithaca High School in attempts to better protect it from vulnerabilities to an active shooter. Commissioner Rogers shared that Fall Creek elementary teachers and administrators were recently issued swipe cards for safer building entry. REPORTS FROM STAFF: PIS Faraday shared that the Public Safety and Information Commission appointed members of a Nightlife Safety Team into Advisory positions. DC Nayor suggested the Nightlife Safety Group consider holding a bar owners meeting. Stated interest in connecting with them on the subject. OLD BUSINESS: Discussion on the policy surrounding “re-opening” a case filed with the Community Police Board after it has been closed, and the board has responded to the complainant. Commissioner Rogers will share the Policy document he has drafted with the group. This item will be placed under old business for the June meeting of CPB. A discussion was had regarding orienting new member to the CPB. Commissioner Rogers shared the instatement of the Board and how it came to be.
