HomeMy WebLinkAboutMN-CPB 2019-03-27CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. March 27, 2019 Present: Chair: Kane Commissioners (4) Rogers, Wright, Beem-Miller, Onyejuruwa OTHERS PRESENT: Common Council Liaison- Kerslick Deputy Chief- Nayor Public Information Specialist- Faraday EXCUSED: CALL TO ORDER: 3:36 p.m. APPROVAL OF MINUTES: Moved by Commissioner Rogers: Seconded by Commissioner Onyejuruwa RESOLVED, That the minutes of the February 27, 2019 Community Police Boa rd meeting be approved as published. Carried Unanimously COMMENTS FROM THE PUBLIC: Sophia Zappala- West Hill Resident. Recalled an incident that she witnessed and was very concerned about outside of the homeless shelter on West State Street. Reported that she witnessed a black female who “overdosed” and appeared to be exhibiting symptoms of a seizure. Stated concerns for the handling of this woman and will proceed with a formal complaint via the CPB. REPORT FROM THE COMMON COUNCIL LIAISON: Alderperson Kerslick reported that the city is starting the process of searching for candidates to replace IPD Chief Tyler, as he is retiring on May 30, 2019. He stated that the Mayor is forming a search committee and may reach out to the CPB for volunteers. Please let Kerslick know if you are interested. Kerslick reported that the Youth Member applicant for the CPB has been forwarded to the Mayor, and that 2 other applicants have been contacted, but have not responded. He will also try to ensure that the 2 CPB re-appointments are on the next Common Council meeting agenda. REPORT FROM THE POLICE DEPARTMENT: Deputy Chief Nayor shared that the IPD has been performing active shooter trainings and received thank you notes from the community for this effort, and additional thanks for the handling of an incident with a young man. PIS Faraday will share these compliments with the IPD via the CPB internal mail. Nayor reported to the Board that many members of IPD will be retiring soon, shared that Christine Barksdale’s was presented with the J. Diann Sams award, as well as news of a recruit being sworn in, and a presentation about IPD to local youth. Deputy Chief Nayor went on to explain some of the areas of the IPD’s training on Officer Wellness. REPORT FROM STAFF: PIS Faraday shared a thank you note form the teachers who chaperones the youth event at IPD. This note will be shared via the CPB internal mail. The Board discussed how to handle complainants in cases that are closed but remain seeking contact. The board decided to only continue contact when it was warranted as a cause of new evidence being submitted, or “extenuating circumstances” having led the initial contact attempts to go unanswered.
