COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. January 23, 2019

CALL TO ORDER: 3:46 p.m.
APPROVAL OF MINUTES:
Moved by Commissioner Onyejuruwa: Seconded by Commissioner Rogers
RESOLVED, That the minutes of the December 19, 2018 Community Police
Board meeting be approved as published.
Carried Unanimously
COMMENTS FROM THE PUBLIC:
No one appeared before the Board.
REPORT FROM THE COMMON COUNCIL LIAISON:
Council Liaison Kerslick reported that the City Administration Committee came
up with a form and a more structured process for handing projects and research
to be conducted by the city Commissions. The Mobility, Accessibility, &
Transportation Commission has been given charge of Citywide Sidewalk snow
and ice clearance; Dogs on the Commons is being looked in to by the Public
Safety & Information Commission. Projects can be suggested by staff, other
commissions, standing committees, or Common Council. This new process does
not apply to the way the Community Police Board operates.
The Commissioners discussed dogs on the Commons, past and present policy
and issues.
REPORT FROM THE POLICE DEPARTMENT:
Deputy Chief Nayor shared that the IPD Facebook page will now be less active in
terms of message exchange, a presence of photos and news will still be kept. DC
Nayor gave an update of the goings on in the Police Department since we last
met in December, as well as upcoming events. Chief Tyler gave first aid to a man
in a bad car crash, likely saved his life. Nayor reported that IPD completed RBT
(Reality Based Training) at Emerson Building, State Police Troopers come to this
training.
Discussions were held between the Commissioners and DC Nayor about Police
force fatigue and wellness, cultural competence, and mental first aid training.
Chair Kane recommended that the IPD focus attention on training in how to work
with the Burmese population, a member of the public that was in observance of
the meeting offered assistance in connecting IPD with resources regarding the
Burmese population and Ithaca’s refugee population.
REPORT FROM STAFF:
PIS Faraday shared that there are a couple of applications circulating for
potential Youth and Regular standing Commissioners for the Community Police
Board. A discussion about the process of applying and the flow of the
applications was held.
OLD BUSINESS:
6.1 Youth Member Recruitment Follow-Up
Commissioner Rogers shared that there is nothing new to report on the
recruitment of a new youth member. The board does have one youth application
in process.
NEW BUSINESS:
7.1 Chair Election
Chair Kane accepted the role of chair temporarily, a vote will occur following her
official re-appointment to the Community Police Board.
7.2 CPB Annual Report
Commissioner Rogers presented the Board with drafted Annual Report for the
CPB for 2018. An adjustment was requested to be made to the number of
compliments received.

RESOLVED, That the Board accept the 2018 Annual Report, as adjusted, for
submission to the Mayor

EXECUTIVE SESSION:
By Commissioner Rogers: Seconded by Commissioner Wright
RESOLVED, That the Board enter into Executive Session to discuss ongoing
investigations.
Carried Unanimously
RECONVENE:
The Board reconvened into regular session with no formal action taken.
The Community Police Board unanimously approved the letter of Resolution for
Complaint 2018-5.
ADJOURNMENT:
On a motion the meeting adjourned at 5:53 p.m.
