On Monday, April 24th, 2017 Delta Asbestos Inspector Stephen Prislupsky was onsite to perform a Pre- Renovation Asbestos Survey for the Project, which included a visual inspection of the affected spaces and associated suspect materials with the potential to be impacted by the project. No asbestos bulk sampling was performed as a part of this Inspection/Survey based on the fact that all affected circuits were energized at the time of the survey. For the Electrical Room B09, all equipment/circuits were energized. The wall/floor/ceiling systems with the potential to be impacted were observed to be non-suspect concrete/CMU Block. All visually accessible wiring was observed to be non-suspect vinyl wrapped, with no other accessible suspect materials visually observed to be present or associated with the Switches or Switch Board. For the Transformer Room B17, all equipment/circuits were energized. The wall/floor/ceiling systems and associated equipment pads with the potential to be impacted were observed to be non-suspect concrete. All visually accessible wiring was observed to be non-suspect vinyl wrapped with the exception of one suspect line at each transformer. Based on the fact that the equipment/circuits were energized at the time of this survey, no samples of this suspect wire wrap could be collected. As such, it can either be “assumed” to be asbestos containing or sampled once the affected circuits can be de-energized. I have attached a drawing showing the Inspection/Survey Limits and several photos of the spaces. If you have any questions, or require any other information, please feel free to contact me at your convenience. Respectfully, DELTA ENGINEERS, ARCHITECTS, & LAND SURVEYORS, P.C. On Monday, April 24th, 2017 Delta Asbestos Inspector Stephen Prislupsky was onsite to perform a Pre-Renovation Asbestos Survey for the Project, which included a visual inspection of the affected spaces and associated suspect materials with the potential to be impacted by the project. No asbestos bulk sampling was performed as a part of this Inspection/Survey based on the fact that all affected circuits were energized at the time of the survey. For the Electrical Room B00UB, all equipment/circuits were energized. The wall/floor/ceiling systems with the potential to be impacted were observed to be non-suspect concrete/CMU Block. All visually accessible wiring was observed to be non-suspect vinyl wrapped, with no other suspect materials visually observed to be present or associated with the Switches, Breakers or Panels. The Room entry door to be removed as a part of the project was labeled as a “Fire Door” but based on the fact that there were no openings or inspection ports in the door slab, the presence of a suspect core material could not be verified (or sampled if present). As such, the door can either be “assumed” to have an asbestos containing core or sampled once arrangements can be made with the Cornell Lock Shop to pull the door hardware to access the core material. For the adjacent XFMR Vault Room B00UC, all equipment/circuits were energized. The wall/floor/ceiling systems and associated equipment pads with the potential to be impacted were observed to be non-suspect concrete/CMU Block. No suspect materials were observed on the west wall louver bank to be replaced. All visually accessible wiring was observed to be non- suspect vinyl wrapped with the exception of one un-coated suspect wire. Based on the fact that the equipment/circuits were energized at the time of this survey, no samples of this suspect wire could be collected. As such, it can either be “assumed” to be asbestos containing or sampled once the affected circuits can be de-energized. “We are a seamless extension of our clients’ organizations” DELTA ENGINEERS, ARCHITECTS, & LAND SURVEYORS, P.C. On Wednesday, May 10th, 2017 Delta Asbestos Inspector Stephen Prislupsky met with Representatives from the Cornell Lock Shop and Line Crew onsite to inspect the various suspect materials with the potential to be impacted by the project. These materials were identified in the initial April 24th, 2017 inspection but could not be accessed. This included the core material for the doors being removed and an unwrapped wire type. The core material for the 2 affected doors was found to be non-suspect fiberglass. The unwrapped ground wire was found to be a non-suspect metal braided ground line. Based on the above and the information from the April 24th Phase 1 inspection, no asbestos containing materials are anticipated to be impacted by the Teagle Hall Electrical Service Upgrade Project. If you have any questions, or require any other information, please feel free to contact me at your convenience. Respectfully, DELTA ENGINEERS, ARCHITECTS, & LAND SURVEYORS, P.C. What are the existing, Phase 1, Phase 2, Phase 3, Phase 4 and final locations of the metering CT's? Each existing transformer bank has 3 CT's. The existing 480V service CT's are in the cable tray above the transformer and will stay there for all phases. The existing 208V service CT's are at the transformers, these will be relocated (E-201 Phase 2 Keyed Note 4) to the existing cable tray above the transformers in Phase 2 and remain there. There is enough slack in the wiring for the meters to be relocated without splicing. 4 E-101 Would you provide us with additional information on the three PCB transformers in Ward Center? If they were tested can we get the test results? We need to know if the PCB levels are 0-49 or 50-499 ppm. We would also like to know how many gallons of oil are in each one? The transformers at Ward Center have PCB levels of 50-499 ppm, and are 75 gallons each. 5 E-201 Since the six transformers in Teagle Hall have not been tested and there is no mention of PCB's in the summary of work should our base bid include disposal of transformers without PCB oil? We would also need to know how many gallons of oil are in each transformer. Teagle Hall is not listed on Cornell's building list for PCB oil containing transformers (over 50ppm). However, EHS will still need to test the transformers once they are de-energized, prior to removal as indicated on the drawings. The transformers at Teagle Hall are 50 gallons each. 6 E-201 If you want us to include disposal of PCB oil for the six transformers in Teagle Hall, could you tell us what PCB levels you want us to use. The level choices would be 0-49 or 50-499 ppm. Please advise. Teagle Hall is not listed on Cornell's building list for PCB oil containing transformers (over 50ppm). However, EHS will still need to test the transformers prior to removal as indicated on the drawings. Removal/disposal is required if test results come back 50-499 ppm. 7 E-300 Detail 1 Drawing E-300 Detail 1 Shows a stand for the Cornell furnished 15.5kv 3 way switch. Is this furnished with the switch or is it furnished by the Electrical contractor? If the stand is furnished by the Electrical contractor can you provide us with a detail. The stand/frame shown below the switch is furnished with the switch. 8 E-000 Door/Hardware Schedule Is Panic Hardware being added to the electric room door at Ward Center since the door is not being replaced.See Addendum No. 1, Item 2.
