Meeting Minutes

Meeting called to order at 6:04 p.m. by Eric Nichols

The minutes from September 12th were approved – Caitlin made the motion and Barnaby 2nd the motion –
all were in favor.
Staff and Program Updates:
We have a new front office staff member, Daleah Dent. Cass Park Ice Rink opened up on 10/13 for
skating and lessons. The Friends of IYB held an extravaganza at Cass Park on 11/5 and it was a great
event and raised some money towards the rink enclosure. The 2018 Budget was passed and the Capital
Project was approved of $100,000 was approved to the Cass Park Rink. 1.4 million is needed for the
enclosure and so far $300,00 has been raised. Tot Spot opened on 10/24 and will run through April,
2018, it is on Saturday, Monday, Tuesday and Thursdays 9:30-11:30 a.m., and flyers were handed out to
members. The Winter/Spring I-Playbook is out and winter registration will begin on 12/6. There was a
request for more hours to be available. Jesse advised that he would like to make a donation of equipment
for Tot Spot and he would send photos to Liz.
The City Committees on Committees was voted on and was voted in with City residents. There are four
commissions – Community Life (Liz & Suki), Parks, Rec & Natural Resources (Jim), Public Safety &
Public Info and Mobility Accessibly & Transportation. There will be 9 voting/appointed members, 2
Common Council Liaisons and 10 advisors that are non-voting. We will discuss at next month’s meeting
what the IYB members would like to do and any further info meanwhile will be forwarded to members
when Liz receives it.
Kim Olsen & Debra Howell applied and received a grant for $1000 for new equipment for Outings
Program.
The IYB is hosting an event called “Let’s Grow” on 11/30 from 7-8:30 p.m., in the gym for more
information go to www.reasons.com and it’s about encouraging young people in less strict way to have
structure and help develop skills to be more independent.
Parks Master Plan will be posted this week or next on the City website and it will have the wrapping up
report and summary also available.
Waterfront areas – Cass/Stewart/Golf Course looking for shared responsibility and funding from
Town/City/County. NY doesn’t allow entrance fee but can charge parking fee – which could change. A
way to raise money for upkeep/maintenance, etc., Dave stated that charging entrance/parking fee would
discourage people from coming because they will not be able to afford to come. We have received
tourism grant money from the County that went to rink project.
The Town of Ithaca use to fund $110,000 to parks then $83,000 now and now $55,000
George reported from Common Council – Passed 2018 Budget; YB Operating budget was approved and
the capital projects of resurfacing the tennis court and new slide for pool was denied, but they approved
$100,000 to the rink enclosure project.
Cass Park turns 45 this weekend and they will have a celebration and info will be shared once it has been
set.
Friends Gala raised $20,000 for the rink enclosure and so far they have raised $300,000 and their annual
letter campaign is underway as well and they have also been working on doing a corn hole tournament
next year as another fund raiser.
There was another discussion regarding the commissions and the transition into this. Some of the
questions that the board members would like to know are:
When will info be available for commissions?
Will the information be online?
What is the transition period?
Who approves applications?
How do you apply?
How will the Agenda’s be set?
How will all issues be addressed that are “immediate” issues?
How are issues brought to attention?
What will the format and structure of the meetings be? Who determines this?
Do the Department heads and staff bring things up? Who do they send them to?
Will there be working groups? Or Sub-Committees?
Liz will present these questions to Sr. Staff Meeting and will email the responses and go over these at
next month’s meeting.
