THE NOTES AND DETAILS PRESENTED HERE AND INCLUDED IN SPECIFICATION SECTION 02 82 13 ARE APPLICABLE TO DRAWINGS AR -0001, AR -0002, AR -0003, AR -0004, AR -0005, AR -0006 AND AR -0007. 2. ACM MATERIAL LOCATIONS SHOWN ON DRAWINGS AR -0001 THROUGH AR -0007 REPRESENT THE CONFIRMED LOCATIONS FOR A GIVEN ACM AND MAY NOT REPRESENT ALL LOCATIONS WITHIN THE BUILDING WHERE A GIVEN MATERIAL IS PRESENT. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE REMOVAL OF A GIVEN ACM AT ALL LOCATIONS PRESENT THROUGHOUT THE BUILDING. 3. REFERENCE DRAWINGS A-0300 THROUGH A-304 FOR PROJECT PHASING AND STAGING PLANS. 4. THE CONTRACTOR SHALL PERFORM ALL CONTRACT WORK IN ACCORDANCE WITH THE CONTRACT DOCUMENTS. ASBESTOS ABATEMENT OPERATIONS SHALL BE PERFORMED AS PER THE PROVISIONS AND CONDITIONS LISTED IN THE NEW YORK STATE DEPARTMENT OF LABOR (NYS DOL) INDUSTRIAL CODE RULE NO. 56 (CITED AS 12 NYCRR PART 56) AND ALL APPLICABLE STATE, FEDERAL AND LOCAL CODES. 5. ANY SITE SPECIFIC VARIANCE (SSV) NECESSARY TO ACCOMPLISH THE REMOVAL OF THE REFERENCED ASBESTOS CONTAINING MATERIALS SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR AND SHALL BE SUBMITTED TO THE OWNERS REPRESENTATIVE FOR APPROVAL PRIOR TO SUBMISSION TO THE NYS DOL. THE COST ASSOCIATED WITH VARIANCE PREPARATION AND SUBMISSION OF ANY VARIANCE PETITION SHALL BE INCLUDED IN THE BASE BID. 6. ABATEMENT OPERATIONS SHALL INCLUDE THE REMOVAL, PACKAGING AND DISPOSAL OF NON—ASBESTOS MATERIALS, ASBESTOS—CONTAMINATED MATERIALS AND ASBESTOS CONTAINING MATERIALS ON THE BASEMENT LEVEL, FLOORS 1 THROUGH 5, THE PENTHOUSE LEVEL, AND VARIOUS ROOF SECTIONS AT UPSON HALL AS A PART OF THE UPSON HALL RENOVATIONS PROJECT. 7. ASBESTOS CONTAINING AND ASBESTOS CONTAMINATED MATERIALS TO BE REMOVED SHALL INCLUDE THE FOLLOWING: A. ASBESTOS CONTAINING FLOOR TILE (VAT): ALL COLORS OF 9" X 9" FLOOR TILE PRESENT THROUGHOUT ALL LEVELS OF THE BUILDING AND THE 12" X 12" FLOOR TILE PRESENT IN ROOM 117 ARE ASBESTOS CONTAINING. VAT SHOWN ON DRAWINGS AR -0001 THROUGH AR -0005 DEPICTS THE CONFIRMED LOCATIONS OF VAT AND DOES NOT REPRESENT ALL LOCATIONS WHERE VAT MAY BE PRESENT. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE REMOVAL OF ALL VAT PRESENT IN THE BUILDING. WHERE VAT CONTINUES UNDERNEATH WALLS TO BE REMOVED, THE WALL BASE PLATE AND UNDERLYING VAT SHALL BE REMOVED BY THE ABATEMENT CONTRACTOR. B. ASBESTOS CONTAINING PIPE AND PIPE FITTING INSULATION: ALL NON—FIBERGLASS / NON—FOAM INSULATION PRESENT ON THE VARIOUS BUILDING SYSTEMS PIPING SHALL BE ASSUMED TO BE ASBESTOS CONTAINING FOR THE PURPOSES OF ABATEMENT. ASBESTOS CONTAINING PIPE INSULATION (TSI) LOCATIONS AS SHOWN ON DRAWINGS AR -0001 THROUGH AR -0005 DEPICTS THOSE SPACES WHERE TSI IS CONFIRMED TO BE PRESENT. TSI IS ALSO ASSUMED TO BE PRESENT IN CONCEALED WET—WALLS, PIPE CHASES, AND HARD CEILING PLENUM SPACES. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE REMOVAL OF ALL TSI PRESENT ON ALL LEVELS OF THE BUILDING. REFERENCE MECHANICAL DEMOLITION DRAWINGS MD -2000A THROUGH MD -2004B AND PLUMBING DEMOLITION DRAWINGS PD -2000 THROUGH PD -2004 FOR BASEMENT LEVEL THROUGH 4TH FLOOR EXISTING PIPING LOCATIONS. C. UNDERGROUND CHILLED WATER SUPPLY AND RETURN PIPING: ASBESTOS CONTAINING TAR COATING IS KNOWN TO BE PRESENT ON THE UNDERGROUND CHILLED WATER SUPPLY AND RETURN PIPING SERVICING THE BUILDING. IN ADDITION, ASBESTOS CONTAINING TSI MAY ALSO BE PRESENT ON SYSTEM. CONCRETE PIPE TUNNELS ARE ASSUMED TO HAVE ACM TAR APPLIED TO THE CAP TUNNEL CAPS AS WELL. BASED ON THIS, THE UNDERGROUND CHILLED WATER SUPPLY AND RETURN PIPING TO BE REMOVED AS A PART OF THE PROJECT SHALL BE PERFORMED BY THE ABATEMENT CONTRACTOR. THIS SHALL INCLUDE THE REMOVAL OF ANY PIPE TUNNEL TAR AS REQUIRED BY THE PROJECT. EXCAVATION AND SHORING AS NECESSARY TO ACCESS THE PIPE TUNNEL OR DIRECT—BURIED PIPING CAN BE PERFORMED BY THE GENERAL CONTRACTOR. REFERENCE DRAWING C-1101 FOR REMOVAL LOCATIONS AND LIMITS. D. UNDERGROUND STORM PIPING: THE UNDERGROUND STORM PIPING IS KNOWN TO BE ASBESTOS CONTAINING TRANSITE AT VARIOUS LOCATIONS. BASED ON THIS, ALL TRANSITE UNDERGROUND STORM WATER PIPING TO BE REMOVED AS A PART OF THE PROJECT SHALL BE PERFORMED BY THE ABATEMENT CONTRACTOR. EXCAVATION AND SHORING AS NECESSARY TO ACCESS THE PIPE TUNNEL OR DIRECT—BURIED PIPING CAN BE PERFORMED BY THE GENERAL CONTRACTOR. REFERENCE DRAWINGS C-1101 AND C-3101 FOR REMOVAL LOCATIONS AND LIMITS. E. ASBESTOS CONTAINING MASTIC FROM 1' X 1' CEILING TILE: THE MASTIC ASSOCIATED WITH THE ADHERED 1' X 1' CEILING TILES IN ROOMS 326, 328, 328A AND 328B IS ASBESTOS CONTAINING. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE REMOVAL OF THE ASBESTOS—CONTAMINATED 1' X 1' CEILING TILE AND ASSOCIATED ASBESTOS CONTAINING MASTIC IN THESE ROOMS. F. WALL—MOUNTED BOARDS AND THEIR ASSOCIATED ASBESTOS CONTAINING MASTIC/ADHESIVE: THIS WORK SHALL INCLUDE THE REMOVAL AND DISPOSAL OF WALL—MOUNTED CHALK BOARDS, WHITE BOARDS, CORK BOARDS, PIN BOARDS, ETC. PRESENT ON ALL LEVELS OF THE BUILDING. THE VARIOUS BOARDS ARE EITHER MOUNTED MECHANICALLY (I.E. SCREWS), ADHERED WITH ASBESTOS CONTAINING MASTIC/ADHESIVE, AND/OR A COMBINATION OF EACH. ALL BOARDS SHALL BE REMOVED BY THE ASBESTOS CONTRACTOR. FOR THOSE BOARDS THAT ARE MOUNTED USING ONLY MECHANICAL METHODS, THE BOARDS SHALL BE DISPOSED OF AS GENERAL C&D DEBRIS. FOR THOSE BOARDS THAT ARE MOUNTED/ADHERED UTILIZING ASBESTOS CONTAINING MASTIC/ADHESIVE, THE BOARDS AND ASSOCIATED ACM MASTIC/ADHESIVE SHALL BE DISPOSED OF ASBESTOS CONTAINING WASTE. ALL RESIDUAL MASTIC/ADHESIVE REMAINING ON THE AFFECTED WALL SURFACE SHALL BE REMOVED VIA MANUAL METHODS AND DISPOSED OF AS ASBESTOS WASTE. G. DOOR SLABS: THIS WORK SHALL INCLUDE THE REMOVAL AND DISPOSAL OF ALL DOOR SLABS. DOOR SLABS ARE ASSUMED TO HAVE AND ASBESTOS CONTAINING CORE. PRIOR TO CONTAINERIZING AND DISPOSAL OF A GIVEN DOOR TYPE, THE DOOR SLAB SHALL BE CORED BY THE ASBESTOS CONTRACTOR TO CONFIRM THE PRESENCE OF THE ASSUMED ACM CORE MATERIAL. FOR THOSE DOOR TYPES WHERE NO SUSPECT CORE MATERIAL IS PRESENT (I.E. HOLLOW CORE, SOLID WOOD CORE OR NON—SUSPECT FIBERGLASS CORE), THE DOOR SLABS SHALL BE DISPOSED OF AS GENERAL C&D DEBRIS. FOR THOSE DOOR TYPES WHERE A SUSPECT CORE MATERIAL IS PRESENT, THE DOOR SLAB SHALL BE PROPERLY WRAPPED AND DISPOSED OF AS RACM. REFERENCE DRAWINGS AD -0100 THROUGH AD -0160 FOR DOOR SLABS TO BE REMOVED. H. GRAY BASE COAT WALL PLASTER: ASBESTOS CONTAINING GRAY BASE COAT PLASTER TO BE REMOVED IS PRESENT ON A SECTION OF THE WALL IN THE 1ST FLOOR HALLWAY 100CA. THE ASSOCIATED TOP—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—LIGHTS. REMOVAL SHALL INCLUDE THE ENTIRE DOOR SLAB/SIDE—LIGHT AT EACH LOCATION. L. TAN CAULK AROUND DOOR/VENT COVER UNDER WINDOW: THIS ASBESTOS—CONTAINING TAN CAULK WAS ONLY OBSERVED IN ROOM 105C ON THE PERIMETER OF THE VENT COVER UNDER WINDOW AND SHALL BE REMOVED. M. GRAY CAULK FROM INTERIOR DOOR FRAME — MAIN ENTRANCE 100CB: THIS ASBESTOS CONTAINING INTERIOR GRAY DOOR CAULK IS PRESENT ON THE 1ST FLOOR MAIN EAST ENTRANCE DOOR SYSTEM (AT HALLWAY 100CB) AND SHALL BE REMOVED. N. EXTERIOR DOOR FRAME CAULK: THE ASBESTOS CONTAINING EXTERIOR DOOR FRAME CAULK IS PRESENT ON ALL EXTERIOR DOORS FROM ALL LEVELS OF THE BUILDING. DOOR FRAME CAULK REMOVAL SHALL BE PERFORMED FROM THE EXTERIOR OF THE BUILDING AND SHALL INCLUDE ALL CAULK PRESENT ON THE FRAME AND ADJACENT BUILDING SURFACES. 0. ROOF SECTION 004 REPAIR TAR: THIS ASBESTOS CONTAINING REPAIR TAR IS PRESENT ON EAST LOWER LEVEL ROOF SECTION 004 ABOVE THE TERMINATION BAR APPLIED ON THE MAIN BUILDING WALL AND SHALL BE REMOVED. P. BUILDING WINDOW SYSTEMS: THE ASBESTOS CONTAINING MATERIALS ASSOCIATED WITH THE VARIOUS WINDOWS/WINDOW SYSTEMS SCHEDULED FOR REMOVAL ON ALL LEVELS OF THE BUILDING INCLUDE THE WINDOW GLAZING COMPOUND AND ALL INTERIOR/EXTERIOR FRAME CAULKS. AS SUCH ALL SCHEDULED WINDOW REMOVALS SHALL BE PERFORMED AS A PART OF ABATEMENT OPERATIONS. ALL WINDOW REMOVAL OPERATIONS SHALL BE PERFORMED FROM THE EXTERIOR OF THE BUILDING AND SHALL INCLUDE THE ENTIRE WINDOW SYSTEM AND COMPONENTS, INCLUDING THE FRAMES. ANY RESIDUAL CAULK PRESENT ON THE ADJACENT BUILDING SURFACES SHALL BE MANUALLY REMOVED AND DISPOSED OF AS ASBESTOS CONTAINING. THE WINDOW SYSTEM COMPONENTS SHALL BE PROPERLY WRAPPED/CONTAINERIZED AND DISPOSED OF ASBESTOS WASTE. THE BUILDING ENVELOPE SHALL BE MAINTAINED AT AL TIMES AS NECESSARY TO ADDRESS WEATHER AND SECURITY ISSUES. IT SHOULD BE NOTED THAT FOR THE WEST "SA" STAIRWELL WINDOW SYSTEM AND THE EAST 4TH/5TH FLOOR LEVEL STAIRWAY WINDOW SYSTEM, ONLY THE FRAME CAULK IS ACM (NO ACM GLAZING COMPOUND PRESENT FOR THESE WINDOW SYSTEMS). THE REMOVAL OF THE AUTOLAB WINDOWS SHALL BE INCLUDED AS A PART OF ADD ALTERNATE 1. Q. CURTAIN WALL SYSTEM: THE ACM'S ASSOCIATED WITH THE CURTAIN WALL SYSTEM INCLUDE WINDOW GLAZING COMPOUND, ALL ASSOCIATED INTERIOR AND EXTERIOR FRAME CAULK, ALL BUILDING JOINT CAULK AND THE FELT PAPER FLASHING PRESENT BEHIND THE YELLOW CURTAIN WALL TERRA COTTA PANELS. BASED ON THIS, CURTAIN WALL SYSTEM RELATED ABATEMENT WORK SHALL INCLUDE THE REMOVAL AND DISPOSAL OF ALL WINDOW UNITS, WINDOW PANELS, FRAMES, AND UNDERLYING CURTAIN WALL PANEL FELT PAPER FLASHING ON ALL LEVELS OF THE BUILDING. ALL CURTAIN WALL REMOVAL OPERATIONS SHALL BE PERFORMED FROM THE EXTERIOR OF THE BUILDING AND SHALL INCLUDE THE ENTIRE CURTAIN WALL/WINDOW SYSTEM AND ALL COMPONENTS, INCLUDING THE FRAMES. ANY RESIDUAL CAULK PRESENT ON THE ADJACENT BUILDING SURFACES SHALL BE MANUALLY REMOVED AND DISPOSED OF AS ASBESTOS CONTAINING. THE WINDOW SYSTEM, COMPONENTS, AND FRAMES SHALL BE PROPERLY WRAPPED/ CONTAINERIZED AND DISPOSED OF ASBESTOS WASTE. UPON REMOVAL OF ANY ACM CAULK PRESENT ON THE YELLOW TERRA COTTA PANELS, THE PANELS SHALL BE TURNED—OVER AS SALVAGE. THE BUILDING ENVELOPE SHALL BE MAINTAINED AT AL TIMES AS NECESSARY TO ADDRESS WEATHER AND SECURITY ISSUES. R. PENTHOUSE WALLS TAR COATING: ASBESTOS CONTAINING TAR COATING IS PRESENT ON THE UNDERLYING CMU WALL SYSTEM OF ALL PENTHOUSE LEVEL WALLS. THE LIMITED ABATEMENT OF THIS TAR COATING AS NECESSARY TO REMOVE THE LLENROC CLADDING SHALL BE INCLUDED AS A PART OF ADD ALTERNATE 1. 8. THE CONTRACTOR SHALL SUBMIT A WRITTEN WORK PLAN FOR ASBESTOS ABATEMENT OPERATIONS FOR REVIEW AND APPROVAL AS PER THE REQUIREMENTS OF SPECIFICATIONS SECTION 028213, 1.5. 9. THE CONTRACTOR SHALL COORDINATE THE SCHEDULED WORK WITH THE OWNER, OWNERS REPRESENTATIVE, AND ALL OTHER TRADES. 10. THE CONTRACTOR SHALL MAINTAIN SECURITY IN EACH WORK AREA AND FOR THE OVERALL BUILDING AT ALL TIMES. THE BUILDING ENVELOPE INTEGRITY SHALL BE MAINTAINED AT ALL TIMES. 11. THE LOCATION OF REMOTE PERSONAL AND WASTE DECONTAMINATION ENCLOSURES, WASTE DUMPSTERS, AND TRAILERS MUST BE APPROVED BY THE OWNER AND OWNERS REPRESENTATIVE PRIOR TO THE START OF THE PROJECT. 12. TEMPORARY SHUTDOWN OF HVAC AND LOCK OUT OF ELECTRIC POWER TO ABATEMENT WORK AREAS SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR AND SHALL BE COORDINATED WITH THE OWNER. IF ELECTRICAL CIRCUITS, MACHINERY AND OTHER ELECTRICAL SYSTEMS IN OR PASSING THROUGH A GIVEN REGULATED ABATEMENT WORK AREA MUST STAY IN OPERATION, THE CONTRACTOR SHALL ISOLATE/SEAL THE LIVE ELECTRIC AS PER THE REQUIREMENTS OF 12 NYCRR PART 56 SUBPART 56-7.7. ALL TEMPORARY POWER TO THE WORK AREAS SHALL BE BROUGHT IN FROM OUTSIDE THE WORK AREA THROUGH A GROUND—FAULT CIRCUIT INTERRUPTER AT THE SOURCE. THE CONTRACTOR WILL BE RESPONSIBLE FOR ALL TEMPORARY POWER (INCLUDING THE POWER REQUIRED BY THE OWNER'S REPRESENTATIVE FOR AIR SAMPLING EQUIPMENT). ALL OPERATIONS ASSOCIATED WITH ELECTRICAL SERVICE WORK (I.E. LOCKOUT, TEMPORARY POWER HOOK—UP, ETC.) SHALL BE PERFORMED BY A LICENSED ELECTRICIAN. 13. COORDINATE HOOK—UP OF WATER SOURCE/SERVICE FOR ABATEMENT WORK AND DECONTAMINATION PURPOSES WITH THE OWNER. PROVIDE AND UTILIZE AN ELECTRIC WATER HEATER FOR THE PROJECT. TEMPORARY WATER CONNECTIONS SHALL BE MADE BY THE CONTRACTOR AND MAINTAINED IN A LEAK FREE STATE AT ALL TIMES. 14. UNDER NO CIRCUMSTANCES SHALL CONTAMINATED LIQUIDS OR DEBRIS ENTER THE EXISTING SEWER SYSTEM. ALL WASTEWATER SHALL BE FILTERED THROUGH A SYSTEM WITH AT LEAST 5.0 MICRON PARTICLE SIZE COLLECTION CAPABILITY. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY WASTEWATER PERMITS REQUIRED TO PERFORM HIS WORK UNDER THIS CONTRACT. ANY COST ASSOCIATED WITH WASTE WATER PERMITS SHALL BE INCLUDED IN HIS BID. 15. ABATEMENT CONTRACTOR SHALL RECEIVE APPROVAL FOR EACH WORK AREA BASED ON APM INSPECTION TO ASSURE ALL OPENINGS AND PENETRATIONS HAVE BEEN SEALED PROPERLY AND ALL WORK AREA PREPARATION IS COMPLETE BEFORE ANY ABATEMENT IS UNDERTAKEN 16. PRE—CLEAN NON—MOVABLE ITEMS PRIOR TO ISOLATING/PROTECTING VIA CRITICAL BARRIER INSTALLATION. 17. ALL AIR MONITORING REQUIRED TO SATISFY THE REQUIREMENTS OF 12 NYCRR PART 56 SHALL BE PERFORMED BY A THIRD PARTY INDEPENDENT ENVIRONMENTAL CONSULTANT HIRED DIRECTLY BY THE OWNER. THE CONTRACTOR SHALL COORDINATE WITH THE THIRD PARTY CONSULTING FIRMS ONSITE APM. AIR MONITORING AND ANALYSIS TO SATISFY OSHA REQUIREMENTS SHALL BE THE CONTRACTORS RESPONSIBILITY. 18. COORDINATE ALL ASBESTOS ABATEMENT (INCLUDING BUT NOT LIMITED TO CONTAINMENT CONFIGURATIONS, DECONTAMINATION UNIT LOCATIONS AND SEQUENCE OF ABATEMENT) WITH THE OWNER'S REPRESENTATIVE. LEAD PAINT NOTES A LEAD PAINT SURVEY ADDRESSING PAINTED SURFACES AND BUILDING COMPONENTS WITH THE POTENTIAL TO BE IMPACTED BY THE UPSON HALL RENOVATIONS IS PROVIDED IN SPECIFICATION SECTION 01 35 29 — GENERAL HEALTH AND SAFETY REQUIREMENTS. BASED ON THE RESULTS OF THIS SURVEY, VARIOUS SURFACES AND BUILDING COMPONENTS COATED WITH LEAD—CONTAINING AND/OR LEAD—BASED PAINT ARE PRESENT WITHIN THE RENOVATION AREAS. ALL WORK ASSOCIATED WITH THE DISTURBANCE OF LEAD—CONTAINING AND LEAD—BASED PAINT SHALL BE PERFORMED IN ACCORDANCE WITH THE OSHA "LEAD EXPOSURE IN CONSTRUCTION: INTERIM FINAL RULE 29 CFR 1926.62". ALL CONTRACTORS SHALL UTILIZE APPROVED WORK PRACTICES, PROCEDURES AND EQUIPMENT AS REQUIRED TO LIMIT OCCUPATIONAL AND ENVIRONMENTAL EXPOSURE TO LEAD WHEN SURFACES/COMPONENTS COATED WITH LEAD CONTAINING PAINT ARE IMPACTED. 2. FOR ALL STRUCTURAL COMPONENTS COATED WITH LEAD—BASED PAINT WHERE NEW TIE—INS OR OTHER FASTENING OPERATIONS WILL REQUIRE WELDING, OPEN FLAME BURNING OR TORCHING, SANDING, GRINDING, POWER PLANING, NEEDLE GUN, ABRASIVE BLASTING, OR SANDBLASTING, THE LEAD PAINT SHALL BE ABATED FROM THE AFFECTED SURFACE/COMPONENT PRIOR TO PERFORMING THE ASSOCIATED OPERATION. 3. FOR ALL SURFACES (I.E. WALLS, CEILINGS, COLUMN ENCLOSURES, ETC.)
