Dear Mr. Houseknecht:
Watts Architecture & Engineering (Watts) was retained by Cornell University Facilities Management to evaluate
the bedrooms, lounges and offices for suspect asbestos-containing materials (ACM) that may be affected by the
building code deficiencies remediation project in Clara Dickson Hall located at 21 Sisson Place on the Cornell
University campus in Ithaca, NY.
Per information provided by Cornell Facility and Campus Services, Clara Dickson Hall is an approximate
168,791 square foot dormitory-style residential facility completed in 1946.
This letter report contains the results of Watts’ survey (visual inspection) and the results of existing analytical
testing of bulk samples collected by others (Delta Engineers). The field work was conducted by Watts on March
8, 2019 and included the following:
· Review of existing testing results. Available reports include the following:
o Delta Engineers Full Building Wall, Floor and Ceiling Systems Asbestos Survey Report dated
April 20, 2016.
· A visual site inspection conducted on March 8, 2019 to identify suspect ACM; and
· Preparation of a summary report.
ASBESTOS-CONTAINING MATERIALS
Based on the Watts’ March 2019 site observations and review of existing asbestos testing reports, no asbestos-
containing materials have been identified within the code deficiencies remediation project areas at Clara
Dickson Hall. No additional sampling was performed as part of this investigation.
NON-ASBESTOS-CONTAINING MATERIALS (NON-ACM)
The following materials at Clara Dickson Hall that might be disturbed by this project were previously sampled
and determined to be non-ACM:
· Wall plaster.

· Terrazzo stair treads.
Site Observations
During the March 8, 2019 site visit, Watts’ personnel evaluated the walls and stair treads in the stairwells which
fall within the project limits. The following observations were made regarding the stairwells:
· Walls were plaster which was previously sampled and determined to be non-ACM. Plaster walls will be
disturbed by the moving of hand rails and installation of window guards.
· Stair treads were terrazzo which was also previously sampled and determined to be non-ACM. The stair
treads will be disturbed by the extension of newel posts which are mounted to the stair tread material.
· A chase access panel exists on the wall at the 4th floor landing of Stairwell 1. The panel is mounted into
the plaster, and will likely need to be moved up to accommodate relocation of the handrail. The panel
was locked at the time of the site investigation and it contents inaccessible. Pipe insulation has been
identified to be asbestos-containing in this building, so contractors should beware not to disturb the
insulation (if present) when moving the access panel.

Re: Clara Dickson Hall 3018 – Suspect Asbestos Material Overview
Dear Mr. Houseknecht:
The following information is associated with the various “suspect” interior building materials present at Clara
Dickson Hall (3018). It should be noted that a comprehensive “Full Building” Asbestos Survey has not
been performed at the Clara Dickson and other suspect building materials not listed/included below are
known to be present in the Building. As per the requirements of the NYS Department of Labor, OSHA
and NESHAPS, a Pre-Renovation Asbestos Survey is required for all Renovation Projects addressing the
affected renovation areas and the associated suspect materials present in each. When these “other”
undocumented suspect materials are encountered, they should be considered “Presumed Asbestos
Containing Materials” or “assumed” asbestos containing materials until proven otherwise by a given
project’s Pre-Renovation Asbestos Survey.
Based on Delta sampling efforts and information from the Cornell 4D Database, the following is a breakdown
of known Asbestos Containing Materials (ACM’s) and known Non-Asbestos Materials. For the Asbestos
Containing Materials, they should be considered to be asbestos containing wherever present in the Building.
For each Non-Asbestos Material, the given material was sampled as a part of the recent Clara Dickson interior
Wall, Floor & Ceiling Systems Asbestos Survey, so the material classification is applicable for the given
material wherever present in the Building.

Again, as per applicable State and Federal requirements, a Pre-Renovation Asbestos Survey is required for
every individual Renovation Project to assure all suspect materials with the potential to be impacted by the
given project’s scope are identified as ACM vs. Non-ACM and dealt with accordingly. A given project’s
survey must be performed by a New York State Department of Labor/EPA Certified Asbestos Inspector and
would include a review of the existing “known” ACM’s and Non-ACM’s along with the collection and analysis
of bulk samples for those suspect materials encountered that have not been previously identified . If you have
