City of Ithaca Cable Access Oversight Committee Meeting Minutes

Present: Chair Rich DePaolo, Vice Chair Wies van Leuken, secretary Wayles Browne,
Common Council liaison Rob Gearhart, Gossa Tsegaye (City of Ithaca); Access Studio
Coordinator Lauren Stefanelli; member of the public Jim Blizzard.
01. Call to Order by DePaolo at 5:00 PM.
02. Agenda Additions and/or Deletions. None
03. Public Comments: Jim Blizzard did a demonstration of livestreaming using a game
capture (his was priced at $150.00) with a video camera (could be one of PEG's
cameras) to livestream on the PEG Nexus or YouTube. Could also be done with a
webcam + software. The picture quality on YouTube is at least as good as SD
(Standard Definition). Such streaming requires Wi-Fi.
DePaolo: Facebook allows livestreaming. Jim Blizzard's method might be a cheap and
easy way to live-stream PEG programs continuously on some individual person's
YouTube channel. Ithaca College and the City of Ithaca already have YouTube
channels. Streaming of a live show could be in HD (High Def.) but will be converted to
SD to be cablecast on the PEG channels.
04. Approval of Minutes of the April 2, 2019 Meeting. Moved by van Leuken, seconded
by Gearhart. Approved without changes 4:0 with 1 abstention.
05. Access Studio Coordinator Report (in writing): attached.
a. Equipment/Battery purchase: DePaolo has received the camera battery he ordered
(at his own expense) and will give it to cameraman Jurden Alexander.
b. Hand-out for non-profits (an information sheet that we can give to non-profit
organizations letting them know what PEGASYS has to offer them): for next meeting.
c. Maintenance and Repair Report: none needed.
d. Activity Report - update: Stefanelli distributed the one-sheet report entitled
PEGASYS 2018 Accomplishments. The City will make color copies of this report. It
should be given a wide distribution. All municipalities should receive copies.

Member Reports
a. 2020 Budget. Gearhart has taken the budget to the City of Ithaca Common Council.
Van Leuken has sent it to the Mayor of the Village of Cayuga Heights. DePaolo will try
to get it on the June meeting agenda for the Town of Ithaca .
b. Report Subscriber Fees ($.15/Mo "PEG" Fee). AOC gave a brief explanation of this
fee for our new member Tsegaye: it appears on the bill of every subscriber in the
participating municipalities and is to be used for equipment for the studio. Van Leuken
noted that there was an error in the latest report. Stefanelli reviewed the report and

confirmed the error. The correct balance is $29,703.98 as of December 31, 2018.
c. AOC Members’ Terms and new Appointments. DePaolo and van Leuken have been
reappointed, to terms expiring Dec. 31, 2020 and Dec. 31, 2021 respectively. Tsegaye
has been appointed to fill the unexpired term of Sue Perlgut which expires Dec. 31,
2019.
d. Access Rules: for next meeting.
e. Center of Science and Industry, Columbus – report. Browne recently visited COSI, a
large museum in Columbus, Ohio. It has been cooperating with WOSU, a TV and FM
station belonging to The Ohio State University, and features a control room where
children and other visitors can try their hand at using TV came ras. Ithaca's Sciencenter
is a smaller museum but it too might be interested in collaborating with PEGASYS. AOC
should reach out to them. They might be interested in some equipment that PEG has
available, or in cablecasting their weekly "Showtime" or science demonstrations, or
encouraging children to learn to produce a program for PEG. Stefanelli and Browne will
ask to visit the Sciencenter to discuss this.
f. Outreach. Stefanelli continues to be interested in finding a place for an archive of
programming. She has not heard back from a contact at the Public Library. The History
Center will soon have a new Executive Director and Stefanelli will reach out to him or
her.
07. Old Business
a. Franchise Agreement. No news on negotiations. DePaolo will consult City Attorney
Ari Levine about next steps.
08. New Business: AOC warmly welcomed our new member from the City of Ithaca:
filmmaker and I.C. media professor Gossa Tsegaye. He recalled having been the first-
ever paid coordinator of Public Access in Ithaca.

Access Studio Coordinator Report
Training
A group from the Ithaca Drug Users Alliance are doing our studio training with the int ent
of doing a weekly talk show about drug use/services in Ithaca. They have a producer, a
host, a technical crew, and a list of prospective guests. Their first run -through is this
week.
Producers
A new producer is working on a documentary about the 20’s era student jazz group, the
Cornell Syncopators. He is working in collaboration with a producer from WRFI, who
has been studying this jazz group for years. The radio version of the show has already
been completed and the video production is underway.
Tom Stern held a screening on the big TV at PEGASYS to show his crew, actors and
friends his new movie short. It went well, and got a bunch of new faces to visit us.
Equipment Issues
According to AOC member Wayles Browne, the live-stream of the last city meeting had
no sound. The channel 15 video had good sound, so the problem must be with the
livestream equipment. The city’s IT department has been alerted to the problem.
Institutions
Both Ithaca College and Cornell will do their commencements live on chan nel 16 this
month. Cornell also plans to do their convocation live.
Ithaca College’s Izzy Award presentation to independent media journalists has been an
inspiration to some of our producers, who faithfully attend the event. But IC has never
televised it on channel 16. This year, when our producers told me they saw multiple
cameras there shooting at the Izzy Awards, I contacted ICTV, and they found the
professor doing the coverage, who has promised to put the program on channel 16 as
soon as it is completed. I hope we can encourage them to do this every year!
Ithaca High School has purchased new HD cameras and switcher, replacing the old,
low-res analog cameras they inherited from us years ago. The Ithaca BOE has looked
atrociously bad for years, fuzzy and over-gained almost past the point of recognizing
individuals. Suddenly, starting with their April 23 meeting, everything is colorful and
properly lit [they finally stopped shooting the BOE members in front of the wall of
windows]. The sound is still poor, as they are using the old ceiling mics. However, the
tech assures me that these will be replaced by individual clip -on mics very soon. You
