REGULAR MEETING MINUTES
THURSDAY, DECEMBER 15, 1983
CITY HALL, 3rd FLOOR CONFERENCE ROOM
PRESENT: Doug Dylla, Robert Snell, Harold Jones, and Staff Liaison John Clynes
The Meeting was called to order at 7:40 p.m. by Doug Dylla.
APPROVAL OF MINUTES: Minutes approved as tendered.

CORRESPONDENCE: None
ANNOUNCEMENTS: Harold Jones announced the MISER Award was being bypassed for
this period. Doug Dylla noted Central Fire and G.I.A.C. appeared to show a good
trend.
REPORTS:
Chairman Dylla reported he had written the mayor with suggestions for appoint-
ments to Energy Commission.
Robert Snell reported on his "walk through" Hall of Justice with City personnel
and a representative from Johnson Controls. There are a number of items that
need attention. He sees an opportunity not only to save energy but to increase
comfort level at the same time. Someone on the City force should be trained to
adjust the pneumatic thermostats. It would require only a modest piece of equip-
ment. Johnson is to send a proposal to the City. Bob mentioned the earlier
recommendation requiring the use of the front entry doors. The one acts as a
chimney in wasting heat.
G.I.A.C. was also visited. The potential is not as great as at the Hall of
Justice. Doug mentioned the partitioning that had been done without relocation
of heating units and thermostats. Bob mentioned placement of a speed bag next
to a thermostat (not really compatible) .
Bob Snell offered to arrange a presntation on energy efficient motors by repre-
sentatives from Reliance Motors. (This is now scheduled for our February 16th
meeting. )
Doug Dylla noted the sharp increase in heating at Southside and suggested Bob
Snell might walk through. John Clynes reported that Szabo and Burris were work-
ing on freeing up the radiator valves.
John Clynes showed the foam window covering he had obtained. Bob Snell thought
it would be especially good in a vandal-proof area and indeed has done something
similar with his attic windows. Doug inquired if a trial installation could be

done. Bob Snell concurred and Clynes recommended it be done at No. 9's.
John Clynes reported on activities of the SWAT Team.
It was requested that the mayor be invited to attend the February meeting.
Harold Jones asked about heat reclamation at Cass Park. Clynes replied that
one quote seemed high and was in the Engineering Department for analysis. A
second quote is forthcoming. Enclosure was also mentioned to prolong the
season.
ADJOURNMENT: Meeting adjourned.
