HomeMy WebLinkAboutMN-EC-1983-05-19 s CITY OF ITHACA ENERGY COMMISSION MINUTES REGULAR MEETING Thursday, May 19, 1983 City Hall 3rd Floor Conference Room PRESENT: Carolyn Peterson, Robert Snell, Gerard Messmer, Jeanne Fudala, Ernest Bury, Benjamin Nichols, Harold Jones, Council Liaison Elva Holman, Staff Liaison John Clynes, and guest BarbaraJean Lund The meetingwas called to order at 7:30 by Carolyn Peterson. APPROVAL OF MINUTES: The minutes were accepted as presented. CORRESPONDENCE: None ANNOUNCEMENTS: None Jeanne Fudala presented information on the NYSEG Consumer Panel. Carolyn Peterson introduced Barbara Jean Lund, City Engineer, who outlined her responsibilities in the Department of Public Works and in particular in relation to energy consumption. Ms. Lund intends to have her staff view their assign- ments as part of a total approach to the City's needs and to bring life cycle costing techniques into consideration.. She stated that requests of EnCom should be directed to her for assignment of staff. Ernest Bury questioned the role of EnCom in view of the fact that the LPS recom- mendation for Seneca ramp was "shot down" by staff. Others pointed out that it prompted staff to examine further and that a worthwhile project came of it. Robert Snell pointed out that EnCom should not try to force a design on the City but merely make its recommendations and let Engineering or others finalize it. Barbara Jean Lund presented a memo concerning energy conservation steps that have been or will be undertaken at the water and wastewater plants. COMMITTEE REPORTS: Incentives Committee Harold Jones presented Mr. Miser, the EnCom mascot, to John Clynes for safekeeping. Harold Jones also reported on the progress of the plaque which will record in per- manent fashion each Miser of the Month winner. It will be presented to the Mayor at a later date. This month's "Misers" award was made to the Tin Can (Youth Bureau) on the basis of 24% reduction in energy in the first third of 1983. Harold Jones asked John Clynes to recap what was done in the summer '82 weatherization program. Harold Jones commented on the loss of Nancy Potter to the Incentives Committee and to EnCom. Elva Holman noted that ,Common Council has approved an Employee Suggestion Program (ESP) as advocated by Nancy Potter. hydropower Committee Benjamin Nichols commented briefly on a meeting with Haliwell Associates in that Phase I study was winding down. Ithaca Falls looks like a good bet but nothing is clear yet on Six Mile Creek. Landlords Gerard Messmer reported that he and Doug Dylla are trying to make contact with the landlord's association. Ernest Bury commented that perhaps some effort should be centered on tenants in order to ultimately influence those landlords that do not seem to care. A discussion on building codes followed. PASNY Carolyn Peterson brought up the Mayor's memo to Doug Dylla regarding possible recommendation by EnCom to Council. Considerable discussion followed with Ben Nichols moving (H. Jones second) that no action be taken by EnCom. Motion passed unanimously. Target Applications Ernest Bury reported on. a walk-through of No. 9's Fire Station. It is not energy effiecient at all, even though of recent construction. Ernest Bury specifically mentioned the glassed-in-�shaft. The good news was that the new roof (1982) added some insulation value. All the glass is single pane, including skylights. The truck bay is heated rather than using block heaters on the trucks or other device. Ernest Bury mentioned the standby generator is cooled with City water and cautioned that could be a problem in a real emergency. There is a lot of potential for con- servation but it will be expensive. John Clynes presented the payback figure on heating conversion at Streets and Facilities garage and the timetable for necessary approvals. Barbara Jean Lund commented that she will have her staff use discounted paybacks for something like this, in the future. Ben Nichols moved, Jeanne Fudala second, that EnCom recom- mend approval of this project to Board of Public Works and Common Council. Motion carried with one (Gerard Messmer) abstention. Staff John Clynes reported trial fixture (50 watt) has been installed in the Seneca ramp. A fuel conservation report was distributed comparing the five months on the micro- processor with the previous year's like period. He reported that Pete Albertsman was enthusiastic about the system and the results. Elva Holman commented that a report from Joseph Spano, City Controller, indicates that the utilities goal might well be met this year. Ernest Bury mentioned the use of the water from Cass Park compressor for the Zamboni resurfacing machine. He feels it is a very viable project. Robert Snell mentioned the Lynah Rink project will be written up in ASHRAE magazine next month. NEW BUSINESS: Ernest Bury questioned the traffic signals at the end Tuning Fork. Barbara Jean Lund responded that there will be an ongoing review by herself and the Traffic Engineer. Carolyn Peterson bade a fond farewell to outgoing members and a brief but spirited burst of applause was tendered.
