HomeMy WebLinkAboutMN-EC-1983-04-21 CITY OF ITHACA, NEW YORK ENERGY COMMISSION MINUTES REGULAR MEETING Thursday, April 21, 1983 City Hall 3rd Floor Conference Roan PRESENT: Doug Dylla, Gerard Messmer, Carolyn Peterson, Harold Jones, Benjamin Nichols, Ernest Bury, Lindy Elkins, D. Randall Lacey, Nancy Potter, and Staff Liaison John C. Clynes. D. Randall Lacey introduced his guest, Bob Snell, who is employed in Energy Management at Cornell University. Doug Dylla introduced Tom Chalmers from Ithaca Neighborhood Housing Services who showed a slide presentation on their super insulated remodeling project. Regular agenda started at 8:27 p.m. CORRECTION/APPROVAL OF MINUTES: Minutes were approved as written. CORRESPONDENCE: None ANNOUNCEMENTS: None COMMITTEE REPORTS: Incentives Committee Nancy Potter passed around a paper dealing with TOMTRAN and its goals and services and also a promotional booklet, "BUS BUCKS" , they use. Miser of the Month award was presented to City Hall employees. It was noted that both BTU's persquare foot and total energy consumption index had been reduced. The question of suitable framing for these certificates was raised. D. Randall Lacey suggested TYZ-ALL system be used. Harold Jones mentioned a composite certif- icate such as a brass plate on a large wood plaque; John Clynes mentioned the :mayor had voiced the same recommendation, not necessarily the same materials. He further reported that the mayor personally delivered last month's certificates to the per- sons involved. It was suggested that the mayor continue this personal approach to individuals even though the certificate doesn't necessarily stipulate any. Target Applications D. Randall Lacey reported that the walk-through in No. 9's Fire Station was yet to be done. A follow up letter was sent to Board of Public Works regarding recommendations made from earlier walk-throughs that have not been completed. Another letter went to John Doyle at Cass Park following a walk-through. One of the items mentioned was the street lighting within the park that remains on all night. Heat recovery from the compressor and enclosing the south end were other 2 - items mentioned. Ernest Bury mentioned possible uses of the heat recovered. • D. Randall Lacey recommended the City contact a refrigeration expert. The Zamboni, uses 140* water seven times a day. PASNY Carolyn Peterson distributed copies of the resolution adopted by the County Planning Board recommending the formation of a so-called "paper agency". Ben Nichols commented that it did not seem to limit just to a paper agency. The question of a referendum in November was discussed. No action was taken. Hydropower Ben Nichols advised that Tuesday's meeting was wiped out by the weather and he spent a quiet evening at home. Staff John Clynes reported that the combustion testing equipment had arrived and staff would be trained the next day. Also that very preliminary plans on Streets and Facilities heat conversion were due the following week. A comparison of our fuel consumption with and without the monitoring system will be available at our May meeting. The City delamping program has been given new emphasis. John Clynes reported that he and William Szabo suggest that energy tracking be put on VoCom computer through the terminal in the, Building Department. The cost would be $12.59 per month plus $3.00 to $7.00 per hour computer time. This could come from our energy audit funds (407 Contractual Services) . Moved by Gerard Messmer, seconded by Harold Jones and unanimously approved. Street Lighting C. Barber's report on the Seneca Street ramp had been distributed. E. Bury re- ported that five weeks ago with BPW committee he had requested the EnCom committee be included in future deliberations. He contacted C. Barber after not hearing any- thing for several weeks. Therefor the EnCom Lighting Committee has not met. He questioned why labor costs were not included in the estimates and that under #2A the HPS lamp is only � the LPS lamp in #2 (4000 lumens vs. 800.0 lumens with same wattage) . If so, maybe a demonstration should be done. Doug Dylla commented on the quality of light and to the effect that HPS might be the better solution in a ramp that needs to attract users. Ernest Bury would like a comparison on fix- tures with same lumen -output and questioned the pattern resulting from a round fixture (such as used behind Center Ithaca). Gerard Messmer recommended the fixtures be protected with Lexan or equal plastic. Ben Nichols stated that we have to differentiate our position from Board of Pub- lic Works. EnCom is an advisory group. Ben Nichols moved to support action by staff to initiate changes in the lighting in the Seneca Street Garage, we urge it be done with all deliberate speed, and in making a decision the lighting provided in Proposal 3 should be reviewed and that all proposals include a change in the top floor. Motion seconded by Harold Jones; carried unanimously. NEW BUSINESS: Doug Dylla mentioned meeting with landlords at the May meeting. Ernest Bury mentioned his involvement in solid waste and energy. Doug Dylla suggested that anyone interested in joining En Com contact himself or John Clynes. ADJOURNMENT: Motion to adjourn by Gerard Messmer at 9:35 p. m.
