Excused: Vice Chair Wies van Leuken (illness) 01. Call to Order 5:00 by DePaolo 02. Agenda Additions and/or Deletions: none. 03. Public Comments: none. 04. Approval of Minutes of the December 4, 2018 Meeting: approved without change 3:0. 05. Access Studio Coordinator Report (attached). DePaolo and Browne fill in some background for Gearhart. Stefanelli requests funding of up to $50 from the usage fee fund to pay for certificates for the PEGASYS Awards this year. AOC approved the request 3:0. On Series Renewal: Stefanelli mentions a new series from the Ithaca (Lansing) YMCA. a. Annual Subscriber Fee Report from Charter showing monthly receipts of the $.15 Subscriber "PEG" Fee: If Stefanelli receives it, she will give it to Van Leuken. b. Maintenance and Repair Report: see attached. c. Semi-Annual Usage Fees Report: no new report. d. Podcasts - update: We still need to get podcasts from former member and present podcaster Ducson Nguyen. e. Archiving public access shows – update. Stefanelli: The History Center had promised to consider archiving shows, but must first complete its big move. The Public Library has a few items already, seems to be interested but it’s been difficult to get responses from the Library. Note that the History Center can get grants to pay Cornell to convert formats. f. Equipment/Battery purchase. Re getting a battery for an older camera: Stefanelli is still waiting for approval from her superior at Spectrum. AOC noted Stefanelli’s recommendation against doing a large equipment purchase this year. Answering a question, she said that all existing equipment is High- Definition compatible except for the Mini-Studio. But Charter doesn’t allow Hi-Def broadcasting, nor livestreaming. g. Volume on the 3 PEG channels: this was perceived to be lower on PEG channels (for some customers). On the Studio’s TV, the levels are more or less even on all channels. This appears to have been tested and taken care of. h. PEGASYS' Access Rules: Assembly of Binder with all current forms and existing rules. Stefanelli: no new versions of documents have been approved by Spectrum. The existing ones are in force by default. AOC: we don’t need to keep this on the agenda. 06. Member Reports a. Adoption of meeting time: Meetings will be the first Tuesday of each month at 5 pm. b. Election Chairperson, Vice Chairperson and Secretary. The current slate was re-elected 3:0 – Rich DePaolo, chair; Wies van Leuken, vice chair; Wayles Browne, secretary. 07. Old Business a. Franchise Agreement. DePaolo: no news on the negotiations. 08. New Business: AOC welcomes its new member, Common Council Liaison Rob Gearhart. 09. Next meeting: March 5, 2019, at 5 pm at the PEGASYS Community Media Center. 10. It has been in the field several times and is working. Our other laptop editor [#5] had incompatibility issues with all HD file types. This turned out to be a problem with the unit going into software trial mode and has been corrected. Our desktop editor [#1] appeared to be broken and unable to power up. It turned out that a producer [presumably] changed the preferences for the monitors to unused inputs, resulting in the video monitors staying dark. Once the preferences were corrected, the workstation was fine. One of our tripods was returned with broken struts from being twisted. I worked with City IT staffer Scott Kronenbitter to repatch the audio for the city hall video system to correct a low sound volume issue. He also corrected their meeting livestream software problem. Sound levels are much better now; meetings have more signal and less noise and the livestream is working again.  PEGASYS Series Renewal Series renewal for 2019 is completed. We have several new or series returning after a hiatus in addition to the continuing regulars.  Equipment Fund I do not think we need to do a large equipment purchase this year. I have requested an updated equipment fund report from the accounting department, which I plan to submit at next month’s meeting. Reps from 2 institutions mentioned possibly needing financial assistance for equipment. Neither are at the point of making a request that the AOC needs to consider, but this may happen in future months.  Tompkins County video tech Jim Blizzard asked about possible funding for a character generator for the county legislature video system.  City Clerk Julie Holcomb and Scott Kronenbitter asked about replacing the Broadcast Pix [2009, Windows XP] unit at City Hall with a new model.
