The following information is a compilation of suspect asbestos-containing materials (ACMs) and
non-asbestos-containing materials (non-ACMs) associated with the interior walls and ceilings of
Founders Hall. This information was derived from asbestos sampling, survey and laboratory
analysis reports and the 4D database sample list obtained by Cornell University. The ACMs and
non-ACMs are considered to be homogenous and therefore should be treated as such wherever
present in the building. Further details regarding this information may be found in the appropriate
reports.
The following is a list of ACM’s and non-ACMs associated with the interior walls and ceilings of the
referenced building.

Summary Notes – It should be noted that a comprehensive full building survey has not been
conducted at Founders Hall and other suspect ACMs, non-ACMs and confirmed ACMs, not
listed in this overview, are known to be present in the building. Per the requirements of the New
York State Department of Labor (NYSDOL), the Occupational Safety and Health Administration
(OSHA) and the National Emission Standards for Hazardous Air Pollutants (NESHAP)
regulations, a survey of the affected area(s) shall to be conducted prior to renovation and/or
demolition activities. Please be advised that in the event that other suspect ACMs (materials
not specifically identified in this or any other report) are identified during the course of a project,
such materials should be designated as presumed asbestos-containing materials (PACMs) until
examined by an appropriately trained / certified individual and laboratory analysis proves
otherwise.

Dear Mr. Houseknecht:
Enclosed, please find the Asbestos Bulk Sample Report Form, the associated Laboratory Analytical
Result Sheets, and the Sample Location Drawing for the bulk sampling performed by Delta Certified
Inspector Thomas P. Ferro. The sampling was performed on September 28th, 2017 and addressed
suspect materials with the potential to be impacted by the upcoming Bathrooms Renovation Project at
Founders Hall. Based on the project scope as delineated by Cornell Project Manager Mike Stewart, a
visual inspection of all eight (8) Bathrooms, and a review of previously sampled suspect materials , a
total of nineteen (19) bulk samples were collected representing the six (6) homogenous materials.
Sixteen (16) of the samples collected were “Non-Friable Organically Bound” (NOB) representing five
(5) homogenous materials. The remaining three (3) samples were “Non-NOB’s” representing one (1)
homogenous material. The white seam caulk associated with the marble wall panels and the white
interior window frame caulk were reported as “Asbestos Containing”. These “Asbestos
Containing” caulks were found to be present in all eight of the bathrooms, with a total quantity
of approximately 1 sf per bathroom. Results for all other samples collected were reported as “No
Asbestos Detected.”
The white asbestos caulk associated with the Marble Wall Panels was observed to be present in all
eight (8) bathrooms on all vertical joints/seams and on horizontal joints/seams at the sinks. For the
bathrooms shower area wall panels, a non-asbestos gray caulk was observed to be applied on the
joints/seams in-place of the ACM white caulk in all eight (8) bathrooms.
It should be noted that as all of the bathroom marble wall panels were found to be intact, there was no
way to determine how the panels were attached (i.e. mechanically vs. adhesive). Additionally,
although Delta attempted to core the concrete slab with a dry core system to confirm the presence of a
suspect sub-slab vapor barrier system referenced on the original building drawings, the dry core system
could only penetrate 4-1/2” into the slab so the sub-slab space was not exposed. Delta plans to return
to the site on November 22nd, 2017 with a wet core setup to core the slab and access the vapor barrier
(if present).

Bulk sample analysis was performed by AmeriSci New York, Inc., an independent laboratory
approved / accredited by the NYS Department of Health (ELAP), the American Industrial Hygiene
Association (AIHA), and the National Voluntary Laboratory Accreditation Program (NVLAP).
Analysis of all Non-Friable Organically Bound (NOB) materials was initially performed by Polarized
Light Microscopy (PLM) following the NYS DOH ELAP 198.6 Methodologies. If the PLM results
were reported as “non-asbestos”, the sample was then analyzed by Transmission Electron Microscopy
(TEM) following the NYS DOH ELAP 198.4 Methodology. Analysis of all Non-NOB materials was
performed by Polarized Light Microscopy (PLM) following the NYS DOH ELAP 198.1 Methodology.
“Positive Stop” sample analysis protocol was utilized for a given homogenous material set with
multiple samples and based on this; all 17 of the 19 samples collected were analyzed. Please reference
the Asbestos Bulk Sample Report Form for sample particulars and details.

Dear Ms. Kingsbury:
Enclosed, please find the Asbestos Bulk Sample Report Form, the associated Laboratory Analytical Result
Sheets, and the Sample Location Drawing for the supplemental asbestos bulk sampling performed by Delta
Certified Inspectors Thomas Ferro and John Muniak. The sampling was performed on November 22nd, 2017
and is considered “supplemental” based on the fact that it addressed suspect materials with the potential to be
impacted by the Founders Hall Bathroom Renovations Project that were either inaccessible during the
projects original pre-renovation asbestos survey or added to the scope after the survey was completed. Based
on the most recent project scope of work, a review of previous sample information, and a visual inspection of
the affected areas/suspect materials, a total of four (4) bulk samples were collected representing two (2)
suspect homogenous materials. Two (2) of the samples collected were “Non-Friable Organically Bound”
(NOB) representing one (1) material. The remaining two (2) samples were “Non-NOB’s” representing one
(1) homogenous material. Results for all samples were Reported as “No Asbestos Detected”.
Bulk sample analysis was performed by AmeriSci New York, Inc., an independent laboratory approved /
accredited by the NYS Department of Health (ELAP), the American Industrial Hygiene Association (AIHA),
and the National Voluntary Laboratory Accreditation Program (NVLAP). Analysis of all Non-Friable
Organically Bond (NOB) materials was initially performed by Polarized Light Microscopy (PLM) following
the NYS DOH ELAP 198.6 Methodologies. If the PLM results were reported as “non-asbestos”, the sample
was then analyzed by Transmission Electron Microscopy (TEM) following the NYS DOH ELAP 198.4
Methodology. Analysis of all Non-NOB materials was performed by Polarized Light Microscopy (PLM)
following the NYS DOH ELAP 198.1 Methodology. “Positive Stop” sample analysis protocol was utilized
for a given homogenous material set with multiple samples and based on this; all 4 samples collected were
analyzed. Please reference the Asbestos Bulk Sample Report Form for sample particulars and details. I have
also attached Delta Company, Personnel and Laboratory Licenses/ Certifications. If you have any questions,
