The Board of Public Works meets on the second and fourth Mondays at 4:45 p.m. All meetings are voting meetings, opening with a public comment period. Meeting agendas are created from prior public input, Department operating, planning issues, and requests made to the Superintendent. The Board reserves the right to limit verbal comments to three minutes and to request written comments on lengthy or complex issues. This information may then be used to create committee agendas, with the speaker or author invited to attend. Public Space Recycling in Tompkins County 210 Hancock, City of Ithaca October 15, 2018 Site Proposal Tompkins County Recycling & Materials Management (TCRMM) seeks to expand the Public Space Recycling Program, adding additional bins throughout the county in 2018. TCRMM staff performed site visits to explore potential sites for a public space recycling bin, finding an ideal spot outside 210 Hancock St that is a good match for the program. The proposed siteTCAT Bus Shelter at 210 Hancock St, is a site with great potential for the following reasons: • This area of the park is known to collect Iitter due to high pedestrian traffic • Reduce waste handling cost and stafftime for the City of Ithaca and 210 Hancock, by TCRMM rnonitoring bins and overseeing collection • Improve aesthetics over current waste collection bins, with uniform branding throughout the county • Waste handling services come at no charge by partnering with TCRMM • Provide a new service to riders and pedestrians, by adding recycling and trash collection wn` Additionally, this Iocation meetsthe criteria set by TCRMM: • Easily serviced by the hauler • Accessible by users on foot � Demonstrable opportunity to divert material from the waste stream by providing a recycling bin adjoined to the trash bin The preferred location would be next to the bus shelter. TCRMM would provide one 64-galion unit that has trash and recycling collection. Public Space Recycling in Tompkins County Overview Through this program, recycling bins and signage will be available to the community, in public spaces with high volumes of pedestrian traffic. Existing programs throughout the United States have found Pilot Program success in increasing waste diversion by simply placing bins and signs in public spaces, near existing trash bins, for convenience. The goal of this program is to increase access to recycling in public spaces, allowing residents and visitors to divert more waste throughout the county. Logistics Recycling receptacles, to be placed near existing trash receptacles, will be provided through funding from Tompkins County Recycling &Materials Management (TCRMM). Working in partnership with municipalities and businesses in pilot areas, TCRMM will designate high traffic areas in multiple locations, using criteria from research of similar programs. Considerations for choosing locations include maintenance needs and ease of service throughout the seasons. Tompkins County sought a phased approach to implementing the program, starting with one location and later adding new sites. Bins in public spaces will be serviced by TCRMM staff to ensure proper servicing levels are met and data collection may occur. Bin locations currently include eight public spaces such as Main Street in Trumansburg, one of the main TCAT Bus Stations, and the Human Services Building in Downtown Ithaca. In order to evaluate the effectiveness of this program, TCRMM staff will monitor contamination of the public space recycling system, in collaboration with site partners. Research of similar programs throughout North America shows that monitoring for contamination, either by program staff or haulers, is important to the overall success of the program; collaboration between TCRMM staff and other stakeholders is also vital to managing bins in public spaces. Outreach To notify the public about this new opportunity, the TCRMM Communication and Administrative Coordinator will utilize a series of outreach tools. This could include, but is not limited to: Information posted on RecycleTompkins.org and Facebook Press Releases & Public Service Announcements Developing a bookmark about the Public Space Recycling program, including pilot locations A ribbon cutting ceremony to promote the program and gain awareness of locations Tabling at events in public spaces that pilot this program Signs on bins, explaining the program and acceptable items Expansion The public space recycling program will expand, as funding allows, with locations in high -traffic areas, such as parks and community centers, throughout Tompkins County. If the pilot locations show positive results, such as increased waste diversion and public education, additional locations may be set with bins. B. 2019 Trash and Yard Waste Taq Rates Resolution WHEREAS, the Board of Public Works has reviewed and discussed information from the Solid Waste Division and the Chamberlain's Office regarding trash tags and yard waste tags, and WHEREAS, the Common Council has accepted the recommendation in the Mayor's 2019 Budget Narrative stating that trash tag rates should increase by $0.75 per tag, now therefore be it RESOLVED, That the Board of Public Works hereby adjusts the purchase price o the 35 Ib. trash disposal tag from $3.75 to $4.50 per tag, effective January 1, 2019, and be it further RESOLVED, That the Board of Public Works hereby retains the purchase price of the yard waste disposal tag at $1.50 for each bag or bundle of not more than 50 lbs. of yard waste, effective January 1, 2019, and that these rates will stand until changed. Bulk Water for street sweepers, tank trucks, spray rigs, etc., available at the Water building: $100 per load up to 500 gallons, and $25 per thousand over 500 gallons. Meter removal, meter resetting, turning water off, or turning water on at curb stop: $40 per event. Residential Meter Testing: $75 if meter is found to be within industry tolerances; no charge if out of tolerance. Replacement of frosted or damaged residential meter: • During business hours — cost of the meter plus $50 • After hours without a call-in cost of the meter plus $125 Page 3 of 4 d After hours with a call-in — cost of the meter plus $220 Replace damaged AMR meter head, caused by owner/occupant negligence: cost of new meter plus $60._ Special meter reading with corresponding bill: $45 per special read. Data Logs: the first obtainable data log is free, delivered electronically in a PDF format. Paper copies will be printed upon request at the cost of duplication. All additional data logs shall be charged at $45 each delivered electronically. If a City issue is found as a result of a data log, there shall be no charge. All other special services: To be billed at cost (including overhead) with supporting bill documentation. Page 4 of 4
