612 West Green Street, Ithaca, NY
Present: Chair Rich DePaolo, vice-chair Wies van Leuken, secretary Wayles Browne,
Common Council liaison Ducson Nguyen, member Sue Perlgut; Access Studio
Coordinator Lauren Stefanelli.
01. Call to Order by DePaolo at 5:42.
02. Agenda Additions and/or Deletions: none.
03. Public Comments: none.
04. Approval of Minutes of the August 7, 2018 Meeting: moved by van Leuken,
seconded by Nguyen, approved 5:0 without changes.
05. Access Studio Coordinator Report (attached)
Question on candidate debates. PEGASYS will cablecast several election debates.
Stefanelli: I reached out to the League of Women Voters re covering the debates they
host, but didn't hear back.
a. Maintenance and Repair Report: see attached.
b. Producer’s use of PEGASYS Logo: Stefanelli will put the logo on FileZilla [a free
FTP application] and let producers know how to access it. Van Leuken: using the logo
on programs is important for making PEG visible to the public.
c. Podcasts: on agenda for next meeting. Stefanelli: we could begin by putting an
existing podcast (audio broadcast) on PEG as an example of how to use multiple
platforms.
d. Archiving public access shows. See attached report for response from the
Tompkins County Public Library. Stefanelli: there is also a national site archive.org that
can preserve public-access shows from anywhere in the U.S. It requires conversion
from older formats before one can upload shows.
06. Member Reports
a. Quarterly Franchise Fee Report from City, Town and Village: The City received
the 2nd Quarter fee. DePaolo will inquire about the Town.
b. Publicity & Outreach Committee: presently inactive. We should move its topics
to the general agenda.
c. Charter Communications’ Franchise (on July 27, 2018, the NY Public Service
Commission gave Charter 60 days to present a plan to exit its NY operations ): nothing
new has appeared in the news media on this since the beginning of August.
07. Old Business
a. Franchise Agreement. The Tompkins County Council of Governments
(TCCOG) is frustrated with the lack of response from Charter; some members of
TCCOG consider declaring an impasse.
08. New Business: Stefanelli reported that PEGASYS’ hours of operation will remain
unchanged during her absence. Jim Hofecker and Jonathon Stamp (Cortland access
staff member) will staff the studio during that time.
09. Next meeting. No meeting in October; next meeting Nov. 6, 5 pm.
10. Adjournment 6:28 PM.

Access Studio Coordinator Report
Media Center Projects
Access Program Digital Archive: The library responded to my inquiries to have
PEGASYS programs made eligible for inclusion in their local digital archives. Meghan
Molloy is the new Local History Librarian at Tompkins County Public Library, and she
promised to consult with the staff about the technical considerations involved.
PEGASYS Equipment Maintenance and Repair
We have a laptop that has intermittent power issues. I will be sending it up to our
engineer for evaluation later this week.
WENY
WENY is back on Spectrum’s line-up in Ithaca, on channel 11. They have contacted the
county about showing Tompkins County legislature meetings on their channel in
addition to channel 15. The advantage to the county would be the possibility to show
their meetings in HD.
Special Programs
We are running 2 election debate shows provided by Manhattan Ne ighborhood
Network, featuring the Democratic candidates for NYS Lieutenant Governor and
Attorney General. It looks like we will also have a local debate show on the Tompkins
County sheriff’s race, which will be recorded by the Ithaca Voice and submitted by
sheriff candidate Josh Brokaw.
Personnel
The new Charter access staff person for Charter’s access office in Cortland, Jonathon
Stamp, has been training in Ithaca, with the intent of providing another person who can
provide backup in case I am unavailable. He will be working on the days when Jim
Hofecker is not available during my vacation, so, contrary to what I thought last month,
we will not need to have any days when we are closed while I am gone.
