NOVEMBER 25, 1996 MINUTES Present: Committee Members: Shenk, Thorpe, Marcham, Mackesey Committee Members Excused: Efroymson Others Present: Mayor Cohen City Controller Cafferillo Deputy Controller Thayer Members of the media 1 . Opening Comments: Chairperson Shenk stated the following changes were made to the agenda: 1. Delete a request for extension of the tax sale redemption period, as the property owner paid the appropriate funds. Members of the public were asked to speak; no members spoke. 2 . Finance/Controller - Request Approve of 1996 Amended NYS Retirement Incentive Program Participants City Controller Cafferillo discussed the request of two City employees to be added to the 1996 Retirement Incentive Program offered by New York State with the Committee. Cafferillo explained the dates required for retirement as follows: November 29th - Certified notification to NYS December 12th - Last day of payroll for eligible employees A discussion concerning the retirement program followed. The following motion was made: WHEREAS, the City enacted Local Law #2, July 2, 1996, adopting the 1996 Retirement Incentive Program (Chapter 30, Laws of 1996) , and 1 BUDGET & ADMINISTRATION COMMITTEE MEETING NOVEMBER 25, 1996 WHEREAS, based on such examination, and subject to operational adjustments and considerations recognized in concept as a part of this resolution, departments have determined that in each instance services and related supervision can be provided on a reasonable basis should the employees involved in the following targeted positions exercise their option to retire during the authorized open period; now, therefore, be it RESOLVED, That the following positions and incumbent employees be targeted for inclusion in the 1996 Targeted Retirement Incentive Program (Chapter 30, Laws of 1996) : Deputy Building Commissioner, Building Department, Peter Dieterich Planner II, Planning & Development Department, Jonathan Meigs The motion passed 4-0 . 3 . Finance/chamberlain - Request Extension of Tax Sale Redemption Period City Controller Cafferillo presented a request to extend the tax sale redemption period for the owner of 1015-1017 East State Street. He explained that the property owner has requested a 30-day extension to borrow the funds to pay City and County tax liens . After a brief discussion concerning the request, the following motion was made: WHEREAS, the property owner at 1015-1017 E. State Street has requested an extension of time for property redemption from the 1993 City Tax Sale for the property at 1015-1017 E. State Street, and WHEREAS, the Budget and Administration Committee has reviewed the requested and recommends approval of the extension; now, therefore, be it RESOLVED, That the existing owner be permitted to redeem the property at 1015-1017 E. State Street, up to January 15, 1997, for the total lien amount outstanding, plus additional interest, penalty and related costs through the date of the redemption. The motion passed 4-0. 2 BUDGET & ADMINISTRATION COMMITTEE MEETING NOVEMBER 25, 1996 4 . Common Council - Request Contingency Funds for Funeral Mayor Cohen requested that the City pay a portion of the costs associated with the funeral of Police Officer Michael Padula. He stated that the cost of the funeral ? will be paid for from various sources, and he feels the City should commit- ah amount to assist in covering the funeral-related costs. The Committee agreed that $4,000 would be appropriate. The funds would be derived from the Unrestricted Contingency account. The following motion was made: WHEREAS, the community was saddened by the death of Ithaca Police Officer Michael Padula on November 17 , 1996, and WHEREAS, costs for the funeral are being covered by various sources throughout the community, and WHEREAS, the City would like to contribute $4,000 to overall funeral expenses; now, therefore, be it RESOLVED, That an amount not to exceed $4,000 be transferred from Account A1990 Unrestricted Contingency to Account A3120- 5430 Fees Police Department to fund a portion of the funeral expenses associated with the death of Michael Padula. The motion passed 4-0. 5. Planning & Development - Request Funds for Appraisal City Controller Cafferillo presented a request to spend $500 on a property appraisal. He explained that a request has been made to purchase a small piece of City property located on the old Elmira Road. He stated that :. the request is to turn the property into additional parking for a local restaurant. It was noted that this piece of property was on the City' s surplus land map. Cafferillo stated the estimated cost of the appraisal would be $500 and could be derived from the unrestricted contingency account. After a brief discussion concerning the property, the following motion was made: WHEREAS, a request has been made to purchase a small piece of City property located on Old Elmira Road, and WHEREAS, the Planning Department has recommended that an appraisal be performed on the property to determine the current value, and 3 BUDGET & ADMINISTRATION COMMITTEE MEETING NOVEMBER 25, 1996 WHEREAS, the Planning Department has estimated that the appraisal will cost no more than $500; now, therefore, be it RESOLVED, That an amount not to exceed $500 be transferred from Account A1990 Unrestricted Contingency to Account A8020- 5435 Contracts Planning Department to fund said appraisal. The motion passed 4-0. The meeting adjourned at 1 :00 A.M.
