City of Ithaca Access Oversight Committee (AOC) Minutes
Tuesday, April 3, 2018 (as approved May 1, 2018)

Present: Chair Rich DePaolo, vice-chair Wies van Leuken, secretary Wayles Browne,
Common Council liaison Ducson Nguyen; Access Studio Coordinator Lauren Stefanelli.
Excused: member Sue Perlgut.
01. Call to Order by DePaolo, 5:08.
02. Agenda Additions and/or Deletions: none.
03. Public Comments: none.
04. Approval of Minutes of the March 6, 2018 Meeting: approved 4:0 without change.
05. Access Studio Coordinator Report [attached]:
a. Charter’s Recommendations for 2019 Budget. The consensus of the AOC is to
let the incoming funds accumulate for another year, at which point the 3 editing laptops
and/or the NEXUS might need replacement. Only a few small items are needed now,
such as new curtain carriers to hang curtains in the main studio. A resolution will be
drafted for the next meeting to reflect this.
Stefanelli: the Mini-Studio also needs to be rewired by an engineer, but this comes out
of Maintenance. In the future it might need upgrading.
b. 2017 Subscriber Fee Report ($ 0.15/subscriber/Mo revenues): see attached
report: at the close of 2017 a balance of $18,897.78 was available for equipment.
c. PEGASYS Awards – report: see attached. W. Browne and W. van Leuken
described the enthusiastic audience. Stefanelli mc-ed the one and a half hour program.
It was cablecast live in a perfect performance. Van Leuken asks: could government-
channel programs be submitted for awards? Stefanelli answers yes.
06. Member Reports
a. Quarterly Franchise Fee Report from City, Town and Village: The Town of
Ithaca is up to date. The City of Ithaca still needs to submit reports for the first and
second quarters of 2017 (Q1 and Q2). The Village of Cayuga Heights needs to file the
2017-Q4 report.
b. PEGASYS and the Ithaca Festival Parade. Stefanelli can borrow a haywagon
for a float but only for 1 day. DePaolo suggests it could carry a Jumbotron screen and a
camera, or at least a papier-mâché camera. Stefanelli: let's put together a committee;
producers can take charge.
c. Request for funding from Usage Fees for Open House expenses.
Resolution: Resolved, that the AOC unanimously approves the expenditure of $50.00 to
purchase a local gift card from the Downtown Ithaca Alliance to be given to Tom Stern
as a thank you for all his work for the Open House. Approved unanimously.
Sue Perlgut will deliver the gift. Stefanelli will record the amount in the Usage Fee log
she keeps on behalf of Charter.

d. Publicity & Outreach Committee – report. In Perlgut's absence, van Leuken
reports that the Open House was a great success. Creativity and hard work by
coordinator Tom Stern, members of the Stern family and several producers as well as
the spirited participation by the contestants and master of ceremonies made it a very
enjoyable event. Stern raised over $2,000 in donations to pay for the event. The game
show attracted interest in the public and the press. Now that PEG has taken the name
"PEGASYS Community Media Center", the Ithaca Journal wrote about us as
"Community Media Center."
e. PEGASYS issues: for next meeting.
07. Old Business
a. Franchise Agreement. DePaolo: Since AOC's last meeting there was a
conference call. Charter will respond by the end of April with a new markup of TCCOG's
submission (= suggested text for new franchise).
08. New Business: none.
09. Next meeting: Tuesday, May 1, 2018, 5:00 at PEGASYS Community Media
Center.

Access Studio Coordinator Report
2017 Equipment and Facilities Collections and Spending Report
Our equipment fund has a balance of just over $18,000. [Appendix 1]
PR Activities
PEGASYS Awards: The awards ceremony was held March 23. We had a full house of
attendees, who enjoyed the event. Charter paid about $220 for trophies and $180 to
send the 4 top scoring programs on to the national Hometown Awards. You can se e a

PEGASYS Open House: The open house was held on Monday, April 2, 5:30-7:30pm.
Quite a few producers pitched in to help or supported us by attending the event.
Producers did demonstrations of equipment, visitors toured production areas and there
was a full audience plus overflow crowd watching the grand finale, a live “Ithaca in
Jeoparody” game show with celebrity contestants. A reporter from the Ithaca Journal
attended and live-streamed the whole show onto the Journal’s website from his phone.

PEGASYS Equipment Maintenance and Repair
Our studio ladder has new wheels now and is again in working order. All lights were
then serviced, adjusted and had bulbs replaced as needed.
Cablecasting Policies
Charter’s access policies and program paperwork will be issued to Ithaca in late April –
early May.

2017 Accomplishments
PEGASYS, the Public, Educational and Governmental Access System, offers the
community a means of producing television programs and sharing them with the
community. Free or low-cost video training * plus access to 2 video studios, digital field
cameras and editors are available to Tompkins County residents.
In 2017, 440 new shows produced by local residents premiered on channel 13. All
Ithaca Common Council, Tompkins Legislature and Ithaca School Board meetings were
cablecast live and rerun on channel 15. On channel 16, Ithaca College cablecast about
800 hours of new news, sports and entertainment shows from their studios at the Park
School of Communication.

PEGASYS offers community members a choice of 10 digital field cameras for use in
making community programs. 891 camera sign-out days were used by community
producers in 2017.
PEGASYS also offers 2 video studios and 5 editing systems featuring Adobe Premiere
editing software. In 2017, community producers used 1,080 hours of studio time and
8,586 hours of editing time on PEGASYS editors.
