INFORMATION COMMISSION
MINUTES
PRESENT:

Introductions:
Chair Mozie introduced herself and gave her background as well her current areas of
work. The Commissioners and Staff were asked to introduce themselves. Each
discussed who they are as well as their specific interests within the role of the
Commission.
Introduced were: Kenneth McLaurin, Mike Comella, Anthony Hayton, Nick Segerson,
Alderperson Rob Gearhart, Erica Cotraccia, Aryeal Jackson, Mark Spadolini,
Alderperson Steve Smith, City Clerk Conley Holcomb, and Public Information Specialist
Faraday.
Establishing Process and Procedure:
Chair Mozie discussed the flexibility in Commission processes while establishing PSIC
group dynamics. The process will be informal unless/ until the group sees need to
adjust/ formalize it. She stressed the importance of full participation by all
Commissioners, including active listening. Commissioners were asked to express any
concerns with process and procedure with Chair Mozie.

Homework: City of Ithaca Comprehensive Plan and how it relates to the mission
and vision of the PSIC:
Chair Mozie asked the Commissioners to relay observations on where the PSIC relates
to the excerpt they were given last month from the Ithaca Comprehensive Plan.
Discussion followed regarding the flow of work and responsibility between Advisory
Groups, Commissions, Committees, and Common Council. Reporting will not be strictly
directional; each organization will inform each other’s processes; and the
communication flow is up and down.
Topics pulled from Comprehensive Plan excerpt that relate to PSIC:

How to measure success within the many (111) goals/ directives
Presentation: Swift 911:
City Clerk Conley Holcomb led a presentation about the City’s mass notification alert
system: Swift911
Discussion followed focusing on:
• Where are the geographic gaps in subscriptions; how do we reach these
citizens?
• Has there been any “blowback” from the ways the system is presently
being used?
• Subscription statistics
• Systems of procedures and policies for use: How do we establish this?
• How we dispense messaging: Voice, text, email?
• Difference between this alert system and others
Commissioners were asked to think about what information is appropriate to send out
via Swift911: Is the introduction of use as a meeting alert/ Community engagement
system effective/ appropriate?
Work Plan for 2018:
Chair Mozie led a discussion of what items from the 2018 work plan need to be
addressed and in what order.
Commissioners participated in a discussion regarding the workplan while City Clerk
Conley Holcomb scribed these topics on a presentation board:
• Emergency Response Plans
• Messaging
• Drug Use/ Sales/ Overdoes

• Analytics/ Metrics
• Policing
• Safe vs. Unsafe Housing
• Traffic Safety
• Commons
A discussion was held on how to best prioritize these issues and what additional
information is needed.
The Commission decided to focus first on:
• City Website
• Gorge Safety
• Dogs on the Commons
City Clerk Conley Holcomb will present on the above topics at the June Commission
meeting.
Measuring Success of Commission: This item was deferred to a future meeting.
On a motion, the meeting was adjourned at 8:36 pm.
