SUPERVISOR OF ELECTRICAL SERVICES
DISTINGUISHING FEATURES OF THE CLASS: The Supervisor of Electrical Services is responsible
for planning, directing and supervising the skilled and efficient installation, maintenance and repair of
all electrical equipment, wiring and electrical systems for the City. The Supervisor of Electrical
Services also directly performs skilled electrical maintenance, construction and extensive
troubleshooting work. The incumbent is responsible for assuring that all electrical installations under
the Board of Public Works control are in safe operating condition and in compliance with the National
Fire Protection Association, code, the National Electrical Code, the National Fire Alarm and Signal
Code, the New York State Manual on Uniform Traffic Control Devices, and the Manual on Uniform
Traffic Control Devices issued by the United States Department of Transportation. The work is
performed under the general direction of the Assistant Superintendent of Public Works (Streets
and Facilities) Building Systems and Solid Waste Supervisor with extensive leeway allowed for the
exercise of independent judgment in the performance of the work. Supervision is exercised over the
work of skilled workers. Does related work as required.
TYPICAL WORK ACTIVITIES:
Assigns, schedules and inspects the work of subordinate personnel;
Supervises and participates in the installation, maintenance and repair of electrical lighting,
distribution, switchgear, relays, transformers and associated components and heating
systems;
Supervises and participates in the installation, maintenance and repair of traffic control systems,
including TS1/TS2 traffic controllers, software and related equipment both electro-
mechanical and computerized traffic control devices;
Supervises and participates in the installation, maintenance and repair of electric and electronic
motors, motor control centers, and variable frequency drives and generators;
Supervises and participates in the installation, maintenance and repair of all exterior and interior
electrical systems under BPW control;
Supervises and participates in the installation, maintenance and repair of parking lot electrical
equipment, including ticket machines, parking booth electrical services, gate controllers and
detectors;
Supervises and participates in the installation, maintenance and repair of low voltage wiring for
computer, data, fire alarm, security and telephone equipment;
Supervises and participates in the installation, maintenance and repair of fire alarms, emergency
systems and exit signs in city buildings;
Supervises and participates in the installation, repair and maintenance of City owned street
lights;
Supervises and participates in electrical installations and maintenance involving energized
equipment including utility secondary feeders;
Instructs and trains subordinate personnel in the installation, maintenance and repair of electrical
systems, electrical devices, electrical equipment and wiring, as well as in the use of computer
programs, tools, equipment, etc;
Prepares plans for new and renovated electrical installations of traffic control devices, roadway
lighting and City owned electrical infrastructure; facilities;
Performs work in potentially hazardous environments, such as confined spaces, inclement
weather, heights in excess of 50 feet, and where toxic vapors may be present;
Reads and interprets blueprints and other technical drawings;
Prepares and maintains detailed computerized and handwritten records and reports;

Consults with a variety of public and private agencies, organizations and professionals, including the
New York State Department of Transportation, utility companies and private contractors;
Responds to public inquiries and questions relative to the work including inquiries and questions from
attorneys, insurance companies and residents;
Prepares annual divisional budget for inclusion in departmental budget submission;
Orders materials and keeps inventory of electrical supplies;
Performs work in confined spaces or under potentially hazardous conditions including crawl spaces
and underground spaces;
Operates or utilizes and maintains a variety of equipment and tools relative to the work including
trucks, drills, saws, electric meters, hand tools, pipe cutters and threading equipment,
threaders etc.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, PERSONAL CHARACTERISTICS:
Thorough knowledge of state and local codes governing the installation and maintenance of traffic
signal devices and other industrial electrical work performed; thorough knowledge of the common
practices, tools, terminology and safety precautions of the electrical trade; thorough knowledge of the
traffic signal devices, alarm systems and other specialized electrical circuitry; good knowledge of the
geography of the municipality; working knowledge of the local governmental budget process and
procedures; working knowledge of public works projects and activities; ability to perform skilled
electrical work; ability to schedule, supervise, and inspect the work of subordinate personnel; ability
to read and interpret electrical blueprints and/or other technical drawings pertaining to the electrical
trade; ability to analyze and organize data and prepare and maintain written records; ability to
understand and interpret complex oral instructions and/or written directions; ability to establish and
maintain effective working relationships with others; ability to perform close, detail work involving
considerable visual effort and concentration; ability to communicate effectively both orally and in
writing; ability to successfully work with and serve a diverse local community; willingness to respond
to emergency situations; excellent safety record; physical condition commensurate with the demands
of the position.
MINIMUM QUALIFICATIONS: Either:
A. Graduation from a regionally accredited college or university or one accredited by the New York
State Board of Regents to grant degrees with an Associate’s degree in electrical or electronic
technology or a closely related field, and five (5) years of full-time paid experience, or its part-time
paid equivalent, as a journey-level electrician; or
B. Graduation from high school or possession of a high school equivalency diploma and ten (10)
years of the experience described in (A); or
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
SPECIAL REQUIREMENTS:
1. Candidates must obtain certification from the City of Ithaca as a Licensed Electrician within
twelve (12) months of appointment and must maintain said certification for the duration of
employment.

2. Candidates must obtain a Possession of a valid New York State Class B Commercial Driver
License (CDL) or a valid Commercial Driver License equivalent to a New York State Class B
Commercial Driver License at the time within twelve (12) months of appointment and must
maintain maintenance of said license for the duration of employment.
3. Candidates must obtain a Traffic Signal Level 1 Certification issued by the International Municipal
Signal Association (IMSA) within two (2) years of appointment and must maintain said certification
for the duration of employment.

ELECTRICIAN
DISTINGUISHING FEATURES OF THE CLASS: The work involves the skilled and efficient
installation, maintenance and repair of all electrical equipment, wiring and electrical systems for the
City. Immediate supervision is exercised over the work of one or more helpers. As a journey-level
electrician, the incumbent is responsible for assuring that all electrical installations under the Board of
Public Works control are in safe operating condition and in compliance with the National Fire Protection
Association, National Electrical Code, the National Fire Alarm and Signal Code, the New York
State Manual on Uniform Traffic Control Devices, and the Manual on Uniform Traffic Control
Devices issued by the United States Department of Transportation code. The work is performed
under the general supervision of the Supervisor of Electrical Services. General instructions are
received regarding the tasks to be performed, with considerable leeway allowed for planning the details
of each job. Working supervision may be exercised over the work of technicians or apprentices.
Does related work as required.
TYPICAL WORK ACTIVITIES:
Installs, maintains and repairs electrical lighting, distribution, switchgear, relays, transformers and
associated components and heating systems;
Installs, maintains and repairs traffic control systems, including TS1/TS2 traffic controllers, software
and related equipment both electro-mechanical and computerized traffic control devices;
Installs, maintains and repairs electric and electronic motors, motor control centers, and variable
frequency drives and generators;
Installs, maintains and repairs remote reading and control systems;
Installs, operates and maintains and repairs all City interior and exterior electric systems under BPW
control;
Installs, maintains and repairs electrical equipment at water and wastewater pumping stations;
Installs, maintains and repairs parking lot electrical equipment, including ticket machines, parking booth
electric services, gate controllers and detectors;
Installs, repairs and removes outdoor Christmas fixtures and lights;
Installs, repairs and maintains City owned street lighting systems;
Installs, maintains and repairs low voltage wiring for computer, data, fire alarm, security and
telephone equipment;
Performs electrical installations, repairs and maintenance involving energized equipment,
including utility secondary feeders;
Installs, maintains and repairs fire alarms, emergency systems and exit signs in City buildings;
Coordinates and consults with public and private agencies, organizations and professionals,
including the NYS Department of Transportation, NYSEG, telecom providers and private
contractors;
Orders materials and keeps inventory of electrical supplies;
Operates and maintains a variety of equipment and tools relative to the work;
Performs work in potentially hazardous environments such as confined spaces, inclement
weather, heights in excess of 50 feet, and where toxic vapors may be present.
May provide assistance to persons with disabilities in reaching less accessible areas of City facilities.

common practices, tools, terminology and safety accident precautions of the electrical trade, and of

equipment; thorough knowledge of the traffic signal devices, alarm systems and other
specialized electrical circuitry; good knowledge of the geography of the municipality; some
knowledge of mechanical drawing; ability to perform skilled electrical work; ability to safely and
effectively work with low potential, high potential and extra high potential circuits; ability to read and
interpret electrical blueprints and/or other technical drawings pertaining to the electrical

experience as a journey-level electrician.
SPECIAL REQUIREMENTS:
1. Candidates must obtain certification from the City of Ithaca as a Licensed Electrician

duration of employment. Possession of a City Electrician's license at the time of appointment
and maintenance of said license for the duration of employment.
2. Candidates must obtain a Possession of a New York State Class B Commercial Driver
License (CDL) or a valid Commercial Driver License equivalent to a New York State Class B
Commercial Driver License at the time of appointment within twelve (12) months of
appointment and must maintain maintenance of said license for the duration of employment.

Commissioner Richardson called the meeting to order at 11:55 am.
APPROVAL OF MINUTES
Commissioner Abrams made a motion to approve the minutes from the January 4, 2017
meeting. Seconded by Commissioner Richardson. Motion carried 2-0.
NEW BUSINESS
New Position Duties Statement: Youth Bureau – Deputy Youth Bureau Director
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca Youth Bureau. Commissioner Abrams made a motion to classify the position as
Deputy Youth Bureau Director. Seconded by Commissioner Richardson. Motion carried
2-0.
Update of Job Description: Deputy Youth Bureau Director
The Commission reviewed proposed updates to the Deputy Youth Bureau Director job
description. The updates reflect current Youth Bureau activities and operations; they do
not change the overall scope or nature of the position. Commissioner Abrams made a
motion to update the Deputy Youth Bureau Director job description as proposed.
Seconded by Commissioner Richardson. Motion carried 2-0.
New Position Duties Statement: Youth Bureau – Recreation Program Assistant
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca Youth Bureau. Commissioner Abrams made a motion to classify the position as
Recreation Program Assistant. Seconded by Commissioner Richardson. Motion carried
2-0.
New Position Duties Statement: DPW – Water Treatment Plant Operator/Trainee
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works. Commissioner Abrams made a motion to classify the
position as Water Treatment Plant Operator/Trainee. Seconded by Commissioner
Richardson. Motion carried 2-0.

Update of Job Description: Information Management Specialist
The Commission reviewed a proposed update to the Information Management Specialist
job description. The update removes the statement “May act as City Clerk in the absence
of the City Clerk, with full signatory power”. With the incorporation of the Information
Technology Department into the City Clerk’s Office, this statement is no longer
appropriate. The City Clerk will instead grant signatory authority for specific tasks within
the City Clerk’s Office on a task-by-task basis. Commissioner Abrams made a motion to
amend the Information Management Specialist job description as proposed. Seconded by
Commissioner Richardson. Motion carried 2-0.
Update of Job Description: Deputy Director of Economic Development
The Commission reviewed proposed updates to the Deputy Director of Economic
Development job description. The job description is being updated in preparation for the
search for a new Deputy Director. The updates do not change the overall scope or nature
of the position. Commissioner Richardson made a motion to update the Deputy Director
of Economic Development job description as proposed. Seconded by Commissioner
Abrams. Motion carried 2-0.
Update of Job Description: Deputy Director of Planning and Development
The Commission reviewed proposed updates to the Deputy Director of Planning and
Development job description. The job description is being updated in preparation for the
search for a new Deputy Director. The updates do not change the overall scope or nature
of the position. Commissioner Richardson made a motion to update the Deputy Director
of Planning and Development job description as proposed. Seconded by Commissioner
Abrams. Motion carried 2-0.
New Position Duties Statement and Adoption of Job Description: Planning
Department – Zoning Administrator
The Commission reviewed and discussed a New Position Duties Statement from the
Planning Department and the proposed job description for Zoning Administrator.
Commissioner Richardson made a motion to classify the position as Zoning Administrator
and adopt the job description as proposed. Seconded by Commissioner Abrams. Motion
carried 2-0.
Update of Job Description: Chief Wastewater Treatment Plant Operator (Type 4-A
Plant)
The Commission reviewed and discussed proposed updates to the Chief Wastewater
Treatment Plant Operator (Type 4-A Plant) job description. The updates reflect current
IAWWTF activities and operations; they do not change the overall scope or nature of the
position. Commissioner Richardson made a motion to update the job description as
proposed. Seconded by Commissioner Abrams. Motion carried 2-0.

Request to Expand Residency Requirements – Chief Wastewater Treatment Plant
Operator and Assistant Chief Wastewater Treatment Plant Operator
The Commission discussed a request from the Superintendent of Public Works to expand
the residency requirement for the Chief Wastewater Treatment Plant Operator and
Assistant Chief Wastewater Treatment Plant Operator vacancies to New York State. Both
positions require Grade 4-A certifications from the NYS Department of Environmental
Conservation, so the pool of both local and regional candidates is small. Commissioner
Richardson made a motion to expand the residency requirement for the Chief Wastewater
Treatment Plant Operator and Assistant Chief Wastewater Treatment Plant Operator
vacancies to New York State, through the completion of the next exam process.
Seconded by Commissioner Abrams. Motion carried 2-0.
New Position Duties Statement: GIAC – Administrative Coordinator
The Commission reviewed and discussed a New Position Duties Statement from GIAC.
Commissioner Abrams made a motion to classify the position as Administrative
Coordinator. Seconded by Commissioner Richardson. Motion carried 2-0.
Approval of Annual Report
The Commission reviewed and discussed the 2016 Annual Report to the NYS Department
of Civil Service. Commissioner Richardson made a motion to approve the annual report.
Seconded by Commissioner Abrams. Motion carried 2-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0.
