HomeMy WebLinkAboutBudget Meeting Minutes 2017-10-16 BUDGET COMMITTEE OF THE WHOLE CITY OF ITHACA, NEW YORK Budget Meeting #2 6:00 p.m. 10/16/2017 PRESENT: Alderperson Mohlenhoff – Chair Alderpersons (9): Brock, Fleming, Gearhart, Kerslick, Decatur, McGonigal, Murtagh, Nguyen, Smith EXCUSED: Mayor Myrick OTHERS PRESENT: Chief of Staff – Cogan Controller – Thayer Deputy Controller – Andrew Superintendent of Public Works – Thorne Deputy Superintendents of Public Works – Benjamin Director of Parking – Nagy Golf Course Manager – Addicott Building Maintenance and Solid Waste Supervisor – Nann Streets Supervisor – Murphy Public Hearing A motion to open the public hearing was made by Alderperson Brock, Seconded by Alderperson Kerslick. The motion passed 10-0. Mary Beth Bunge spoke in support Hangar Theatre funding Michael Barakiva spoke in support Hangar Theatre funding John Efroymson spoke in support of keeping the Golf Course A motion to close the public hearing was made by Alderperson Smith, Seconded by Alderperson Kerslick. The motion passed 10-0. Budget Committee of the Whole Page 2 10/16/17 Discussion of the Mayor’s Budget Alderperson Mohlenhoff called for a motion to take from the table the motion to approve the Mayor’s budget. She explained that this will allow Common Council to continue discussion of the budget. A motion to take from the table the motion to approve Mayor’s budget was made by Alderperson Kerslick, Seconded by Alderperson Smith. The motion passed 10-0. There was a discussion about TCAT’s budget and the difference between the operating and capital budgets. The mayor included in his budget what they asked for, but some of the funding that goes to TCAT is paid by the County pursuant to the City-County sales tax agreement, so it doesn’t all show up directly in the City’s budget. There was a discussion about the Stormwater Drainage fund. Assistant Superintendent Benjamin will provide additional detail about labor hours and materials spent this year on stormwater. There was a discussion about parking. Council indicated that they would like to see updated financial numbers showing net revenues and expenses. Chief of Staff Cogan and Director of Parking Nagy will work on that and provide information to Council by the end of 2017 along with a proposal for increasing revenues. There was a discussion about The Commons. There was a discussion about the Golf Course. There was a discussion about the request above the Mayor’s budget for a Building Maintenance Working Supervisor. There was discussion about the request above the Mayor’s budget for a Motor Vehicle Mechanic Helper. There was discussion about the request above the Mayor’s budget for an additional paving crew. It was agreed that the discussion about Gorge Rangers should occur on October 25. It was agreed that the discussion of capital projects should occur on October 25. Council made some additions to the list of potential changes to the budget. Meeting Wrap-up A motion to lay on the table the motion to approve the budget was made by Alderperson Kerslick, Seconded by Alderperson Smith. A vote on the motion resulted as follows: Passed unanimously (10-0).
