CHAD: Chairman Leonard stated that it is customary to elect
a chairman at the first meeting of the year and he asked for
nominations. Commissioner Barr nominated Commissioner Brotm,
seconded by Commissioner Price.
There being no further nominations, they -,.,,ere declared closed
and the secretary was directed to cast one ballot for SFr. Brotm
T•Tho t,ras declared duly elected Chairman for the ensuing year.
ARTERIAL HIGHWAY Comm. Leonard stated the meeting was called to
discuss the plan for• Arterial. Highways as submitted by the State.
Attorney Dahmen reported that the Mayor desires a report from
all interregted committees prior to -the Council Meeting ,to be
held April 6, 1949, and he a.sni-rered various questions in regard
to the proposal,
The CMalrman suggested that each one familiarize himself with
the report and be prepared to discuss it at an evening meeting,

The Board approved the outline and agreed on the first Monday in
each month at 4:30 P.M. as the regular meeting date.

ARTERIAL HIGH7,1AY PIM A short discussion of the State Renort on
the proposed Arterial High-ay t-ras held and- it ,as agreed that the
Plan appears practical. There t•rere some objections, however, anc9
it was agreed to withhold further discussion until a Committee
j which is to discuss the matter T,rith State Engineers, has an
opportunity to report.

MINUTES Minutes of the meetings held March 18 and March 21, 1949
were duly approved,
ARTERIAL fff2ILI&Y Mr, Laverty reported on the recent conference
with State Highway officials in regprd to the proposed Arterial
Highway. He stated that the Board of Public Vorks, at the request
of the Highway Committee r-rill recommend to the Council, the approval
of the plan as submitted by the State, with certain provisions,
which were understood by state officials at the time of the con-
ference.
After discussion the Commissioners expressed approval of the plan
as modified and it was moved,
By Commissioner Barr, Seconded by Comm. Leonard
RESOLVED, that this Board recommend to the Council the approval c-r
the plan with the following provisions:
a. That the City reserve the right to disapprove any element
of the plan when detail designs are prepared.
b. That the State Department of Public ?forks be requested to
make further study of the traffic on Route 13, and that an adequate
route be constructed as soon as possible.
c, That 'v.re request the State Department of Public 1forks to
change the order of priority of -,-Tor' under this plan in that the
widening of State Street, Mitchell Street and Ithaca Road be placed
last on the list instead of third as at present,
Unanimously carried.
TRAFEIC SURVEY Comm. Sorenson reported that bids will soon be taker_
for the construction of the underground work in connection with the
installation of 'the new traffic light system and that it is expected
that the new system will allot,r from 30% to 37% faster flow of traffic
It was stated that it will be possible to extend the system to
accommodate the proposed arterial routes through the City.
ZONING ORDINANCE Since Mr. Thorne has stated that he Trill be u.-
able to attend�Monday night meetings for several weeks, he will
be unable to present the Zoning Ordinance as requested and it was
agreed that the next meeting should be scheduled to permit his
attendance,

ZgNING„P1,94 Building Commissioner Thorne presented the follo'T'ring
suggestions for a general re-study of the Zoning Plan after trhieh
a general discussion eras held.
Since the last consideration of a new Ordinance (written
1942) at a Planning Board %meting in 1946, there have
been many important changes in Land Use, actual and threat-
ened, in the Citys
In the light of these and In the light of the acute Hous-
ing shortage 14hich has involved m:^"ny abuses, it seems 'T-rise
to include in general revision, stricter regulation of
population density.
Inasmuch as Ithaca has made the mistake common in most
small twrns, of assigning too much land to Industrial
development, there is an inevitable tendency to build
dt,rellings in parts of the Industri:,l District: This is
not considered good practice, and it should be prohibited.
But in fairness to all, the first step should be a drastic
trimming of Industrial area, - then the prohibition of &rell-
Ingo, in same.
The commonest subject of Appeal in Residential Districts j
has been the matter of the required 3-ft, yard bet?,reen Garage
and side or rear line; it could be obviated and should be the
subject of further study.
The commonest Appeal in Business Districts is the matter of the
required 10-ft rear yard. Iftle, by hearsay, sapposed to have
something to do i:rith a proposed system of alleys, and in actual
discussion, having to cio -rith access of fire apparatus,` it Is
P. subject long overdue for serious atudy.
Associated with the above is the groiring problem of Off-street
ParYLing, (and loading) areas, i:odern practice gives this
ever greater attention, and Ithaca should give it more
attention.
Transition Zoning: This principle should be better considered
in the establishment of new Zones.
Possible revaluations due to proposed Arterial Routes: These
may conceivably greatly modify the i3usiness Districts, and
adjacent area, and r,till entail much thoughtful study.
Decentralization: This tendency took P. big Jump during the
past year or two and it is the part of common sense to meet
It lilth intelligent planning and legislation. 107

expected that final action can be taken on the ordinance before pre«

?,TEST HILL CIVIC ASSOCIATION PETITIONS 1141r. Robert E. Peach, Chair-
man of the Planning Committee of the ':est Hill Civic Association
presented petitions from eleven winers of land aggregating more than
160 acres, requesting cooperation and help in developing an over-
all street and utilities plan to preclude the possibility of in-
dividual land oT.*ners development contrary to the 'best interests of
the entire area.
Engineer Cass stated that some T•rork has been (gone on such an over-
all plan, this being the largest area of undeveloped land in the
City.
Since the preparation of suitable ;yaps trill entail a considerable
amount of 1-cork, it T<ras agreed that a. portion of the funds a.npro-
priated to the Planning Board should be used for the purpose and
it T-?as moved,

RESOLVED, that the sum of $500 or so much thereof as may be required
be and hereby is allocated for necessary study ane preparation of
maps of the area, such allocation being sub,iect to the approval of
the City Attorney.

iOTJBING PROJECT It was announced that the meeting was called: to
discuss the proposed low rental housing project ,.?ith the Finance
Committee of the Council in accordance with action of the Council
on August 8, . 1949,
Engineer Cass presented a preliminary estimate of Costs of services
to be furnished by the City of Ithaca in addition to funds to be
provided by the Housing Authority, amounting to ?58,500.00,
i?29,500.00 of T•hich would be for roadTrays, curb & gutter and. storm
set^rens, the balance of ` 29,000.00 being the estimsted cost for dater
mains and sanitary seiyers.

The matter .•►as discussed at length and it. was the unanimous opinion
of the members of the Planning Board and of the Finance Committee of
the Council that the matter should. be decided by referendum at the
election on November 8, 1949, and that it be so recommended to the
Council at its next meeting.

Z01 ING 1 AP Study of the proposed Zoning Trap was resumed 1-iith
practical agreement on the various zones. The Ch?.irman reported. on
a conference Trith Prof. Leland Snencer, Chairwn of the '3ryant
Tract Association t.rho stated that the executive committee of the
Association Txrould not ta.'_:e the responsibility of designating
Commercial Area in the tract without having a. meeting of the
Association, and that in the opinion of the executive committee
such an area Taould not be desirable.
Various com;f.issioners exrressed the opinion that provision
should be made for a Commercial Area in the tract and it 1Tas moved.

RESOLVED, that the Secretary inform the Bryant Tract Association
of the date of the next meeting of this Board and ask that any
opinion as to a location for a commercial zone in the Bryant Tract
be expressed at that time.
Carried.
Mr. Thorne agreed to prepare maps for the Commissioners, showing
the changes in the Zoning Ilan as agreed upon.
ZOiSI--G ORDINANCE It ?,ras agreed that the Zoning Ordinance should be
reviewed -ith the City Attorney and Q.11 corrections made before
final approval.
