Police Commissioner Chambers reported that the Police Committee and Police Dept. are not in accord on the matter of restricting ,)arking in til. Buffalo St. , between the new bridge and Taughannock Blvd., and in order to expecite traffic at that point, he requested the Council to prohibit all parlting in the area. It was stated that zhe matter )•mule be discussedlater in the meeting. PLQNI;'G B0 _ZST-IBLISHBD i:iayor Gibb announced, that it is noir in order for the Council to act upon the matter of the establishment of the new Planning Board, which was approved in principal by the Council some time ago, and it was moved, By Alderman Mo_-ris; Sec. by Ald. Shurger "BE IT RESOLVED, by the Common Council of the City of Ithaca as followst 1. There is hereby established aithin the City of Ithaca. a Planning Board to consist of seven members, each of whom shall be ap;7ointed by the Mayore There shall be one member from tha Common Council ancone member from the Board of Public * orks. The remaining members shall be appointed as follows., Two members for a7period of one year; tyro members for a perio.: of two years and one member for a period of three years. At the expiration of the res-aective teras of the members other than the representatives of the Common Council and the Board of tublic 7orks, the terms of office of their succesGors shall be for three years. 2. The powers and duties of the Planning Board shall be as set forth in Article III of the seneral City Law in addition to the po•.iers and duties as specified 'in Article 12--A of the General ITunieipal Law. 3. The resolution creating the City (f Ithaca Planning 3ommission adopted at a meeting of the Common Council held on March 3, 1925, is hereby rescinded and revoked.11 Unanimously Carried and Approved. In announcing his appointments to the new Board, Mayor Bibb stated that the representatives from the Council End Board. of Public '.7orks must be appointed for a term to end with the «,)pointing ):Mayors, but that Eayor,-Elect Baker ka s approved all appoir_tme::ts and will repppoint the representatives from the Council and Board. Cribb City Hall, City. Dear Mayor Gibb: This letter is in the nature of a report of the activities and plans of the Ithrea Housing Authority. The City Federation of Vomer_t s Orge.nieations has ar)ointed a committee of four to supervise this survey, The Ithaca Housing Authority has authorized Miss. Gertrude Grover, a member of the City Federation Committee, to visit the _ aw York office of the Division of Housing to receive instructions about the techniques involved in making; this survey. When the survey is com.leted we will soon know whether Ithaca qualified and how many living units are required. Organization Meeting 5 P.M. tecember 18, 19+7 PRBSZYT Mayor Gibb Commissioners Swenson, Barr, Heidt, Price, Brown, Leonard, Osborn. Attorney Lee Clerk r Springer Mayor Gibb explained that tha meeting was called as an organization meeting, and he stated that while the Commissioners would not actually take office until .Tan. 1st., Mayor-elect Baker has agreed to confirm the appointments and continue this Board. He explained that in making appointments, one member was selected from each ward together with representatives from the Common Council art Board of Public Works which assures representation from all parts of the City and that this Board will have access to all records of the engineer, Assessor and Building Commissioner anis privileged to cell upon those departments at any time. He also explained that he purposely refrained from appointing a Chairman in order that the Board might elect their own Chairman. He called attention to projects which might be considered and expressed the opinion that much can be accomplished through planning and cooperation, r attorney Lee reviewed the sections of. the General City and General Municipal Laws pertaining to the organization and duties of a Planning Board ani agreed to obtain copies for each member. 9AAJAMAk6 " ' A, Commissioner Swenson expressed the opinion that the Chair, man should be one with techkical knowledge ane he nominated Commissioner Leonard for the position, seconded by Commissioner Barr. `there were no further nominations ane by acclaimation Ur. Leonard was elected Chairman. After acceptance of the appointment, Chairman Leonard expressed the opinion that until the Commissioners have hay an op_oortunity to familiarize themselves with the law ane the e ties of the Baa.re that nothing could be accomplishes' and suggested adjournment, On motion than eeting wps ae journed to the call of the Chairman.
