REVISED ZONING ORDINANCE Copies of theravised Zoning Ordinance were FListributed, Attorney Lee stated that in going over the proposed ordinance, a number of dierepancies and omissions have been noted. He called parti- cular attention to tho lack of control of filling stations and garages_ ( and he requested that he be given an opportunity to review the entire I ordinance before appr•cval by the Commission, By Comm. ' Heidt; sec„ by Comm. Treman Resolved: that the revised Zoning Ordinance be referred to the City �Ittorney for review and report at his earliest convenience, Carried. ZONE MAP Study of the Zoning Map as prepared by Mr. Thorne was re» sume ;'die explained the proposed changes from the old map and with minor exceptions met with the approval of the Board, Commissioner Treman suggested that the Zoning Officer- and Attorney should check the map as presented, 'to see that it agrees .with previ- ous abtion of the Board. The Chairman suggested that a Committee, be appointed to confer with the Zoning Officer and Attorney in the work and it was moved, By Com"- Osborn; sec, by Comm, Heidt. Chairman Geherin announded that the meeting had been called to discuss the new subdivision proposed by Cornell University to meet the demand for housing facilities for anticipated ad- ditional faculty this year* NEVI SUBDIVISION Prof. Hough together with Architect Holt and Engineer ran all, on behalf of the Universityo presented and 1 explained in detail plans of the proposed new developemant lo- cated off Hudson Street between Pearsall & Crescent Place, and extendin& to D,L.&W.R.R. tracks. By omm. Shurger; sec. by Comm. Heidt Resolved, that preliminary approval of the planslas •nrosented, be and the same hereby is granted. Carried. ZONING ORDINANCE attorney Lee reported that after studying; zoning• ordinances used by other cities comparable in size to Ithaca, and going over Ithaca's ordinance with Prof. Thos.Mackeseyt a planning expert at Cornell University, he felt that the or- dinance is not in proper form for adoption. He also stated that Prof. T,?ackesey recommended the acquisition of a land use map., He suggested that the Planning Commission retain the services of Prof. Mackesey as consultant before final adoption of the ordinance, Comm. Treman entered at this time. By Comm. Heidt; sec. by Comm. Osborn. Resolved, that an invitation be extended Prof. Mackesey to attend the next meeting of the Planning Commission to discuss this matter. Z2q&3g Ord Chairman Geherin introduced Prof* T. W, Maekesey of Cornell University who stated that he has studied the new zoning ordinance and that it shows that a great deal of time and thought has been put in its preparation* He offered a number of suggestions for changes to permit ease of ad- ministration and strongly recommended the preparation of auiand use" map as essential in the preparation of an ordinance and zoning map. He stated that some cities have used a different approach to zoning by specifying the number of persons who may occupy a certain amount of land rather than the type of structure erected, such as single, double or multiple dwellings,. In answer to the question in regard to the cost of a land'use map and complete professional supervision of the revision of the ordinance., Profp Mackesey stated that it would probably require from 5 to 6 weeks to prepare the map at a cost of from $500,00 to $600.00 and that the complete service would probably cost $1200#00. Attorney Lee expressed the opinion'that it is essential to take those steps in order to enforce a zoning ordinanee. After a lengthy discussion the Commissioners agreed that further thougk& should be given the matter before further action is taken. Universitb_§ubdivision Engineer Cass reported that at the time the plans for the University.city de velopment on South Hill were presented,, no name was given the new street and circle shown on the map, and that the University now suggests the proposed extension of Crescent Place retain that name and that the street from Pearsall Place to its intersection with Crescent Place be named HAWTHORN PLACE and-t he c ircle., HAWTHORN CIRCLE, By Comm„ Osborn., See. by Comm, Shurger. Comm.- Thorne Clerk - Springer MINUTES Minutes of the preceeding meeting were duly approved, PUBLIC HEARING-MORSE CHAIN SUB-DIVISION Chairman Geherin announced the opening of a Public Hearing, which has been duly advertised, on the application of the Morse Chain Co. for permission to develop r* a `sub-division on South Hill in the area between Aurora and Hudson Streets] adjacent to Grand View Ave. Mr. Allen of the Chain Cor explained that it was found necessary to provide housing to accomodate additional employees which are required in the expansion of the planter He presented preliminary plans for the development and stated that all installations will be in complete accordance with rules and regulations governing sub-divisions, and requested the Boards approval* r By Comm. Osborni see. by Comm. Treman Resolved, that the preliminary plans be approved, and Be It Further Resolved, that the project be recommended to the Board of Public Works for approval. Unanimously Carried, ZONING ORDINANCE AMENDMENT Chairman Geherin stated that the City Attorney has been requested to prepare and present for consideration., an amendment to the present Zoning Ordinance which would permit the use of vacant lots in any district of the City for off-street parking. I- City Attorney Lee presented a draft of the proposed amendment and the Chairman invited discussion. Attorney Powers stated that residents in one area of the City have withdrawn their objections to the proposed amendment since wording in the original draft was changed.
