PLANNING COMMISSION PROCEEDINGS
City of Ithaca, N. Y.
Special Meeting 4:00 P. M. June 220 1944
PRESENT

MINUTES Minutes of the meeting held December 18, 1942 were read
an approved.
The Chairman explained that the long interval since the
last meeting of the Commission was due to various circumstances =:
and that it is hoped that meetings may be held regularly in the
future.
ELECTION OF CHAIRMAN Mr. Montillon suggested that the first Order
of the commIss on te the election of a chairman and it was moved by
Commissioner Perry, seconded by Commissioner Geherin:
Resolved, that Mr. Montillon be nominated for the position.
There being no further nominations a vote was taken and Mr.
f Montillon was duly elected chairman for the ensuing year.
APPLICATION FOR ZONE CHANGE - SOUTH MEADOW ST. Zoning Officer
orne reported that the Board of ZorU�j Appeals has granted an
exception to the Zoning Ordinance to permit the G.L.F. to erect
a freezer plant on the west side of Meadow between Fulton and
Green St.
He stated that all property owners in the area have requested
that the balance of the block be changed from`'B"residential to
Commercial, and that the Board of Zoning Appeals recommend the
change and request the Planning Commission to consider the request
and make recommendations to the Council.
It was explained that since only a small portion of the area
remains in the" B"residential zone that it should all be made Com-
mercial.
By Commissioner Treman, seconded by Commissioner Geherin:
Resolved, that this Board recommend to the Common Council
that all residential areas in blocks85 and 91 as shown on the
assessment map of the City of Ithaca be changed to Commercial zone,
Unanimously carried.
NEW ZONING ORDINAiNCE AND MAP Mr. Thorne, on request, reviewed the
provisions o e proposed new zoning ordinance and map and the
Clerk was requested to provide sufficient copies of the ordinance
for distribution to the Commissioners.
REGULAR MEETING DATE The need of regular meeting dates were
agreed upon an was moved
By Commissioner Perry, seconded by Commissioner Treman:
Resolved, that monthly meetings- be held regularly on the last
Wednesday in each month at 4:30 P.M.0 the next meeting to be held
July 26, 1944. ,
Carried.
On motion the meeting was adjourned.

MINUTES The minutes of the meeting held June 22, 1944 were duly
approved.
ZONING ORDINANCE Zoning in a broad general sense was discussed at
some length, The effect of the proposed new ordinance on future
uses of properties similar to present existing conditions in various
sections of the city was cited. Articles III and IV were studied
and suggestions and corrections noted.

MINUTES T.Zinutos of the preceding meeting were duly approved.
ZONING ORDINANCE Study of the proposod new Zoning Ordinance was
continued. - Articles IX to XII were discussed and suggested amend-
ments noted.
It was agreed that Mayor Comfort and Attormy Powers be re-
quested to attend the next two meetings as it is hoped to get
the entire ordinance in shape for presentation to the Council at
the November meeting.
On motion the meeting was adjournod.

It was, explained that since use of the building at that to
cation is being permitted under a nonconforming use, it is not
necessary to change the zoning.
ZONING ORDINANCE Study of the proposers zoning ordinance was con-
tinued and various amendments noted.
The Chairman together with the City Attorney, Building Comm.
and City Clerk agreed to review the entire ordinance bofore the next
meeting in order that the completed ordinance may be placed befora
the Commission at that time .
