PRESENT Chairman - Ho sme r Mayor - Myers Commissioners - Perry, Hewitt, Dillon, Montilion, Miscall Engineer -- Marble Forester - Baker City Clerk - springer In addition to the above named members, there were twenty- one guests present at this, the 6th annual dinner of the Planning Commission which is known as the Tarbell Dinner. Chairman Hosmer welcomed the guests and expressed his thanks for their attendance, and explained that the purpose of this +1get to- gethert+ was to crystalize ideas, and plan for the betterment of the City. The Chairman introduced the following speakers: Commissioner of Public Works Sawdon gave a very interesting description of the growth and needs of the Water Department , stating that it seemed wise to make improvements and replacements as we go along rather than to allow the system to deteriorate to a point where a bond issue will be necessary. City Engineer Marble emphasized the importance of a com- prehensive study of the present sanitary sewer system, stating that many lines are now too small, and that plans for replacement should consider the future growth of the City,, as well as the present needs. Health Officer Broad explained how the health of a community has a definite relation to the water and sewer systems, and called attention to the fact that many houses in the City are not connected with the sewer system, nor do they have City water connections. He stated that he was mainly interested in housing condi tions, and that he felt the condition of some City owned properties should be remedied, to conform with the newly revised Sanitary Code rather then remain as they are to set a precedent for privately owned property. He expressed the opinion that it might be advisable for the City to condemn and remove some of its buildings. Police Commissioner VanValkenburg stated that the need of additional parking areas, widening of certain streets and additional space for the Police Department were the things most needed for his department. He also submitted a detailed list of suggestions for traffic relief. Supt. Kulp of the Board of Education stated that the Board of Education are not thinking in terms of expansion, since the rapidly declining birthrate is reflected in the attendance in the elementary schools. He stated that the Board of Education now controls 17 acres of playgrounds, but that an additional playground was needed in the southwestern part of the City, and that the Board would be interested in acquiring land for such purpose. Commissioner of Public Works Miscall expressed the opinion that at least a part of the Stewart Park Fund should be used for capital improvements" in the vicinity of Stewart Parkt duggesting that a pier extending 1000 feet into the lake with a 601 T end to serve as a boat harbor would attract many people to enjoy the natural beauties of the park. He also stressed the need of wading pools for children in the First Ward, stating that they could also be used for skating rinks in the winter. Planning Commission -2- February 21, 1939 Another suggestion which received favorable comment was the idea of the Bounty turning over to the City for the use of the Police Department, the old County Clerkts office. The transfer might help to settle the tax dispute, and Cdr. Miscall felt that it could be worked out by the cooperation of the various City and County Boards. Alderman Rogalsky explained the attitude of the Common Council toward City planning, stating that it was their wish to cooperate at all times, but that the welfare load, together with the debt service had become a burden to the City, and therefore is seemed necessary to reduce the budget as requested by the Planning Commission. He also expressed the opinion that the City should not en-- gage in any business in competition with taxpayers. Mayor ,,dyers was called upon to review the -ideas and remarks advanced by the previous speakers. He expressed his faith in the managment of the various City departments and called particular attention to the parking situation which has become a serious auestion. He thanked those present for their interest and assistance in his administration. The Chairman declared the meeting open for discussion at this time. In answer to an inquiry, Oommissioner Sawdon stated that additional pumping stations would be installed, to supply water to newly developed sections. A general discussion ensued, during which various ideas on City planning were advanced. The traffic problem appeared to be one of the most serious questions, and one Q•hioh needs immediate attention. My dear Commissioner: I am herewith submitting a few suggestions to be presented to the joint meeting of the Planing Commission, Monday evening February 219t. The carrying out of this programs would be of great help to the public and this department, as it would give wider streets and eliminate traffic congestion in areas that are now congested and a hinderanee to the movement of traffic. Cutting back the curbing and widening of the following streete,viz; 200 block North Aurora Street, between Seneca and Buffalo Streets, both sides of street. 100 block South Tioga Street, between State and Green Streets, east side of street. 100 and 200 block North Tioga Street, between State and Buffalo Streets, both sides of street. 100 block North and South Cayuga Street, between Green and Seneca Streets, both sides. 400 block College Avenue, between Dryden Road and Oak Avenue, both sides of. street. This is a very narrow street and gateway to Cornell Campus and when cars are parked on both sides of street �t is very congested. 300 block East Seneca Street, between Aurora and arker Street, North aide. 300 block fast Buffalo Street, between Aurora and Parker Streets, both sides of street. 100 block West Seneca Street, between Cayuga and Geneva Streets, both sides of street. 100 block West Green Street, between Cayuga and Geneva Streets, both sides of street. F Routing heavy traffic around State Street business section; I think we are all agreed that the automobile is here to stay and fill continue to be the one big problem which will give the police department plenty of worry from congestion caused by double parking and slow moving trucks slowing up the movement of all traffic, )(I would suggest that the planing commission look into the advisability of extending Green Street through to Aurora Street, thence east. intersecting with State Street near the foot of State Street Hill, which would make it possible to route all east bound trucking around the Business area, thereby eliminating about Shirty percent of the present delay on State Street due to these heavy vehicles which are slow in getting their loads under way - when waiting for traffic signals. This would help to relieve congestion at this point on State. Many cars now use State street to make a U turn at this point,and it is simply good fortune - that we have not had accidents at this point. By cutting a street thru to eeneoa this condition would be materially relieved. Some definite thought ought to be given to the cramped quarters of the police department. Sooner or later these quarters will have to be expanded. At the present time we do not have sufficient locker room,or any plane to install a pistol range. Tt has been our experience that it is not feasible. to use a pistol range at any great distanoe from headquarters, The men,i f there is a. pistol range at hand can get in a definite &, mount of practice every month without any disturbance to routine. February. 25, 193 PRESENT Chairman — Hosmer Commissioners — Miscall, Treman, Montillon, Dillon, Hewitt, Perry City Clerk — springer Engineer marble Forester — Baker MIS Minutes of the preceding meeting were duly approved. x flas ASR IMMINOS TO IDINTIFY CITIES The Clerk read a communication Mr. Heydecker, Director of State Planning, requesting that adequate air markings be -installed to guide airplanes. The Clerk was instructed to inform Mr. Heydecker, that Ithaca has at least two such signs. Chairman Hosmer volunteered to contact University authorities in regard to marking the Armory or some other University building. EAST GREEN_ STREET EXTENSION The matter of extending E. Green Streeth' through to E. State Street was discussed, and the City Engineer was requested to prepare and present a sketch for consideration at the 3 ' next meeting. PUB�L ,C, LIBRARY Chairman Hosmer stated that the Special Chamber of Commerce Committee had made no recent report, and that there seemed to be some question as to the advisability of building at this time. T ACC 2OLLEGE Commissioner Dillon reported that the Directors of Ithaca College are contemplating an expansion program, as a greatly increased attendance is anticipated_ for next fall, and that they have expressed a desire to consult with the Ithaca Planning Commission, and secure their assistance in formulating plans. He stated that through the College approximately : 500,000.00 annually is circulated in Ithaca, and that he felt their problems should be studied and worked out by the City of 'Ithaca. SANITARY SEVER. SYSTEM The Commissioners devoted some time to the study of the map compiled by the City Engineer covering the Sanitary Sewer System of the City. It was regularly moved, seconded, and carried, that the Planning Commission recommend to the Board of Public Works and the Common Council that a complete study of the Sewer System be made by the City. STREET _WIDENING AND PAVING The matter of relieving traffic on con-- jested streets was discussed, and it was decided that by widening and paving E. Seneca and E. Buffalo Streets from Aurora to Eddy Streets , it would relieve State Street where the most serious oondition row exists. By Commissioner Miscall, seoonded by Commissioner Uontillon: Resolved, that the Planning - Commission favors the widening and fi paving of the aforementioned streets, and reouest the City Engineer to prepare a project for this work for presentation at the next meet— ing* eet— ing• Carried. .D..MLOP 4ENT OF THE PARK SYSTEM Forester Baker reported that he is working on plans for development of the Park System which he expects to have completed, and ready to submit to the Commissioners at their next meeting. ; C N9 AF,4 YG IN It was suggested that authorities of Correll University be acquainted with the fact that numerous cabins are being erected on their property along the Inlet , and that since these cabins ' etre very unsightly, they should be prohibited. 4 - 717 1 V � Planning Commission -2.- February 25, 1935 IRUCKD,IPOT The serious hinderance to traffic, caused by the numer- ous large trucks, unloading freight in the busy streets was discussed, and it was decided that a committee should be appointed to study the possibilities of establishing a central depot with warehouse facilities for the use of these trucks. ' The Chairman appointed Commissioners Miscall, Dillon and Hewitt to the Committee, and the Clerk was requested to secure data from the Mayors' Conference. On motion the meeting adjourned. F. H. The Clerk was instructed to inform the Conference that this Oomission has no such long range financial Plan- AIR, CGS :- Chairman Roemer reported that the matter of painting e wor "Ithaos" with directional arrows, on the Drill Hall roof has been taken up with the University Authorities, who will render a decision in a short time. Mr. Roomer, stated that Mr. Smith of the Chamber of Commerce had' expressed the opinion that that body might be able to finance the cost of Installing the sign if approved by the University. PFJ LIC L :- Chairman Hosmer reported that the consensus of opinion expressed at a Committee Meeting held April 14 indicated that this. did not seem to be the proper time to raise money for the building, either by taxation or by bonds. The Committee however, are aware of the possibilities of securing Government aid, and are ready to function, should funds be made available. RUZIF;CATION OF OITX S TS :- Mr. Treman reported that a number of people ave shown interest in the idea of beautifying city streets, and he spoke particularly of the condition on the east side of University Avenue, where the soil has been washed away, and the planting destroyed. . He suggested that catch basins be installed, and new planting put in, and the parking of cars in that section be regulated or prohibited. Engineer Marble stated that the Board of Public Works have inr strutted him to prepare a blanket project for submission to the W.P.A. , and that it was his intention to include the installation of curbs and gutters on the east side of University Avenue, in the project. Mr. Treman stated that there are many spots in the City which could be beautified by planting, and suggested that the Chairman appoint a Committee to take these matters under consideration. By Oommissioner Misoall : seconded by Commissioner Dillon RESOLVND, that the Chairman appoint a Committee with power,to study the matter of street beautification and improvements, and submit suggestions, to the Board of Public Works,with the recommendation � that they be included in the W.P.A. blanket project. . The assessed valuation of property involved was $145,000.00, and the Commissioners agreed the expense was too great to consider at this time. He stated that many ideas advanced in the report will require a great deal of study and planning to accomplish and that the whole plan was one to be developed over a period of years. It was suggested that Mr. Baker and the City Engineer and Commissioners study the report, with the idea of including some of the work in the W.P.A. program, It Was regularly moved, seoonded and carried that the report be accepted with thanks and placed on file with the City Clerk for ,reference. D _ OT Commissioner Hewitt reported for the Committee appointe t0 investigate the matter in regard to the establishment of a central truck depot. He Stated that there seems to be no particular rule followed by Cities in the State, and that the Committee should continue their study of the problem. A report received from the Bureau of Municipal Information. in regard to restrictions of deliveries in the business sections of Cities was discussed and the Clerk was instructed to have copies of the report made to distribute to each of the Commissionersg Commissioner Hewitt reported that a Map of the City, prepared several years ago, is now in possession of Mr. F.A. Rogal sky. Since this Map is the property of the City and is of considerable value it was suggested that the Chairman write Mr. Rogalsky and asked to have the Map returned. MAYORS' CONFERENCE Chairman Roomer reported the attendance of several commissioners at the meeting of the Planning Boards at the Elmira meeting on June 9th. i SUB Engineer Marble presented the plan prepared or r. oe a for a new development on Cornell St. and stated that he has asked for approval of the plan, and sale of lots 1, 2 and 3 shown thereon. By Commissioner Misoall, seconded by Commissioner Hewitt: Resolved, that the plan as presented be approved in principal. Be It Further Resolved, that the sale of lots 1, 2 and 3, facing Cornell St. be approved. Carried. It was stated that Dr. Hoefle also wishes approval of the sale of lots 4 and -5 shown on the map, but it was not considered necessary to take action on the matter at this time. N PLANN Chairman Hosmer reported that the M.I.T. Is to conduct a program in planning at Cambridge, Mass. from July 5 to July 22nd. BERGHOLTZ TR,A2TT Public Works Commissioner Sawdon reported that a committee appointed by Mayor Myers have been investigating the possibility and. advisability of purchasing the Bergholtz Tract on N. Cayuga Street. He stated that the Banking Department have urged the Tompkins Go. Trust Co. to dispose of this tract and that the bank will sell Y at a reasonable price. He stated that no price has been made, but that if the City does not buy the tract, the Bank will probably sell it off in lots, which would probably result in the erection of many una�ghtly buildings. Mr. Sawdon felt that in order to protect the Stewart Park section and remove the nuisance of the present trailer camp, it seemed desirable for the City to acquire this property, and asked for an expression from the Commissioners. By Commissioner Miscall, seconded by Commissioner Montillon. Resolved, that the Planning Commission approve the purchase of the Bergholtz tract. Unanimously Carried. Commissioner Treman entered the Council Chamber at this time. MIT + L.� ST. WATER TANK Public Works Commissioner Sawdon re- ported that it was the intention of the Rater Department to re- move the old tank to improve the appearance of the school grounds, but that a representative of the Board of. Education has requested that a portion ,be left to be used as a swimming pool. He stated that the Dater Department are willing to leave a ` portion of the tank, but that the matter was brought to the atten- tion of the Planning Commission for their consideration. Commissioner Perry expressed the opinion that there would be no objections if the ground was properly landscaped, and the pool properly managed. By Commissioner Hewitt, seconded by Commissioner Montillon: Whereas it has come to the attention of the Planning Com- mission that the Board of Education propose to use the old Mitchell St. water tank as a swimming pool. Now Therefore Be It Resolved, that this Commission accept the idea, in principal., and recommend to the Board of Education that proper landscaping be carried out, and advise them of Its willingness to review their pians for development. BINGHAMTONMEETING Ohairman Hosmer reported on his attendance at a meeting of Planning Boards in Binghamton during the summer. IMOA, OOL_LEGE PRQJEgJ The Ithaca College project which has been filed with the P.W.A. in New York was discussed, and the Commission ere present were unanimous in approving the project. By Commissioner Dillon, seconded by Commissioner Treman Resolved, that this Board approves the action of the Common Council in sponsoring the Ithaca College project. Unanimously Carried. BJAUTIFJgAJJq# OF CITY STREWS Commissioner Treman suggested at the committee appointed y the Chairman on April 29, 1938 to study the matter of street beautification and improvements, be urged to prooeed with their study and be prepared to make a report at the next meeting, in order to submit suggestions to the Board of Public Works before their Budget is prepared. The Chairman asked the committee consisting of Commissioners Montillon, Hosmer, Engineer Marble and Forester Baker to be pre— . pared to make their report which will be the special order of business at the neat meeting. STREET BEAUTIFICATION AND IMPROVEMENT Chairman Montillon of the special committee submitted a report containing suggestions for the beautification and improvement of City streets. After die ou ssion, it was moved By Commissioner Montillon, seconded by Commissioner Treman: Resolved, that the following suggestions numbered l to 6 be submitted to the Board of Public Works with the recommendation that they be considered by that Board in the preparation of their budget for 1939- 1. Installation of curb on east side of University Ave; in- stallation of necessary catch basins; fill, grade and planting, to eliminate car parking, except in sections which may be provided by setting back of curb. 2. Elimination of blind intersections at northeast corner of Stewart Ave. and Fall Creek Drive, southeast corner of N. Cayuga and Lewis Sts. , northeast corner of N. Cayuga and North Sts. , in addition to other intersections to be reported by Forester Baker. 3. grade and seed parking between curbs and sidewalks gen- erally throughout City; crushed stone where impractical to seed. Improvement to entrance to Percy Field, and intersection of Kline Road including planting; provision for short time parking west of Lake Road overlooking Percy. Field. 5. Replant creek bunks, particularly as seen when approach- , ing the Fall Creek bridge on N. Cayuga $t. and upstream to Ithaca P . Falls. E 6. Grade, plant and generally rehabilitate the section at the intersection of the new Spencer Road and Albany and Plain Ste. looking to permanent effectiveness with a minimum of maintenance. Unanimously Carried. FLORAL AVE. Commissioner Montillon' s report -called attention to the fact that Floral Ave. has become an artery for heavy through traffic and should be improved. Commissioner Misoall called attention to the fact that the State is considering the extension of the State highway through the Avenue. By Commissioner Miscall, seconded by Commissioner Uontillon: Whereas, it is the sense of this Commission that Floral Ave. in it present state conAtitutes a menace to public health, and Whereas, Floral &v%% has become a through artery of traffic. Now Therefore Be It Resolved, that this Commission recommend to the Board of Public Works the improvement of this section as a project worthy of consideration, and Be It Further Resolved, that purchase of land in this seo- tion, when advantageous to the City, be recommended. Carried. 16 v Planning Commission Proceedings -2- Ootober_ 29, 1938 CLEAN UP SERVICE The report called attention to paper and other debris on private property, and suggested that the City extend its street cleaning service to other sections of the City and that owners of private property be asked to cooperate. It was regularly moved, seconded and carried that the Board of Public Works be commended for the work done on Taughannock Blvd. BUDGET The Clerk called attention to the necessity of consider- ing the budget for 1939, at the next meeting. TRAFFIC CONJESTION By Commissioner Miscall, seconded by Commissioner Treman: Whereas, the Planning Commission feel, due to the congestion Qf traffic on State St. that it is necessary to furnish other arteries. Now Therefore Be It Resolved, that the Board of Public Works be requested to seriously consider the widening and paving of E. Buffalo St. from Aurora St. to Stewart Ave. and the widening of E. Seneca St. from Aurora St. to Schuyler Pl. and paving from Aurora St. to Stewart Ave. Carried. CITY PLAN By Commissioner Miscall, seconded by Commissioner Montillon: Resolved, that the City Engineer be authorized and directed to employ a draftsman to proceed with work on the City Plan. BUDGET Chairman Hosmer explained that it was necessary to pre- pare the budget for 1939 and that it seemed necessary to receive F more funds than last year in order to complete the City map, and to make preliminary investigation in a flood survey. After further discussion it was moved By Commissioner Miscall, seconded by Commissioner Treman: Be It Resolved, that the Council be requested to provide an appropriation of $1000.00 in the 1939 budget for the use of the I Planning Commission, and the Clerk was directed to file the budget ! with the Common Council. Carried. CHAIRMAN HOSMERIS REPORT Chairman Hosmer presented and read a sta a ent which he had prepared after going over the minutes of the Commission for the past decade. He pointed out that many of -the projects discussed and approved by the Commission have been brought to pass, but that many worthy suggested projects have been tabled, or overlooked. The report contained an extensive list of worthy projects which have not been acted upon and suggested that some of them be revived and pushed to completion. They are enumberated below, and in expressing these opinions, wish to state that the several residents with whom I have talked are not in accord with the projeot. Firstly - It will be a continual source of expense to the t. City. The subbase is of solid rock, and during the summer months this place is flooded at times, whioh wouldwash away the top soil, and no doubt some of the shrubs. If the City constructed a curb it is problematical that this area would not be flooded. F. Secondly - There is the crying need for other projects which seem more desirable, and in as much as the residents do not desire it, and University Ave. is not a main artery of traffic, this money could be diverted to something that the people want. Thirdly - Because of the contour of the land few of the residents on the Avenue have garages, and it makes an ideal place to drive off the pavement, thus eliminating- a traffic problem. Even residents with garages use this space during icy reather be- cause they cannot drive into their own. He explained that the lard, offered in exchange could be used in connection with the proposed improvements to the Golf Course. Forester Baker displayed plans snowing the proposed change in the course, and relocation of the club rouse. He called attention to the fact that one half of.the block in auestion is now commercial, and that 90' of the property owners adjoining this block have signified their approval in writing of the change. WADING POOLS The Recreational Facilities Committee promised action on the etudy of locations for wading pools. W. P.A. PROJECTS- Chairman Miscall reported that in adopting the tentative budget for 1939, the Common Council have made no provi- sion for the continuance of W.P.A. projects, and that he felt the Council should provide funds for such projects, which will help to, reduce the -relief load. By Commissioner Mitchell, seconded by Commissioner Montillon: Whereas, the Common Council has made no_ provision for the con- tinuance of W.P.A. projects for the coming season, and Whereas, it is the opinion of the Planning Commission that W. P.A. projects are best for the public interest. Now Therefore Be It Resolved, that the Planning Commission urge the Common Council to set up funds to permit the continuance of W.P.A. projects throughout the coming season. Carried. ONING ORDINANCE Attention was called to the fact that numerous requests are being made for zone changes, and that the completion of the new zoning ordinance would aid materially in acting on these requests. Osborn and Mr. Gallagher of the A & P Company reporting the sentiment of the public as opposed to the removal of the trees, and that in reply, Mr. Gallagher had approved leaving the trees if they did not interfere with the construction of the buildingor cause damage tQ the building after construction and had writen Cdr. Osborn to hat effect. The City Engineer and Forester were requested to consult with the architect in regard to allowing for the roots of the trees when building the foundation wall. ONE CH NGE The special committee appointed at the last meeting, o study the question of zoning in the area from Buffalo Street south along Floral Avenue to Clinton Street between Nest Hill and the L.V.R.R• tracks, submitted the following report with recommenda- tions: Ithaca, N. Y. The City Planning Commission Committee to consider change of Zone in the block bounded by Floral Ave. , West State St. and West Seneca St. Committee - Commissioners Misoall, Geherin and Montillon The Committee recommends that the zone classification of that westerly portion of this block now zoned as A Residential be changed to Commercial. The easterly end of the block is now zoned Commercial. The boundry between the two zones at present cuts obliquely across one of the properties facing W. State St. Incidentally this undesirable situation would be obviated by the change recommended. The Committee has visited, observed and studied the conditions on the tract in question. The outstanding fact on the ground is the identity of the character of use and development of this tract with those areas adjacent to the south, east and north. The land lies on a level contiguous with these areas. It is separated from areas to the west by the abruptly rising grades of Zest Hill. All of the property fronting the hill streets is distinctly removed not only in level but in distance. There seems, to the committee, that there is no sound, justi- fiable reason why the tract concerning which their opinion is asked should be zoned differently from adjoining level areas mentioned. These areas are zoned Commercial and Industrial. The entire terri- tory is occupied by a poor and deteriOrated residential use. The change of zone would in no wise interfere with the existing use. Nor would it interfere with an extension of this use. On the other hand, it would seem likely that incident to any sale of this property for residential purposes would go a deterioration of occupancy. The assessable value in this neighborhood now is very small. The only increase in value to the owners or to the city would appear to lie in a use other than residential. At the northwesterly corner of the block in question, the corner of W. State St. and Floral Ave. , there is a request for a use Other than residential. The committee feels that rezoning to permit this use, would be an improvement and is desirable. The development sought would inevitably give a better visability at a corner now obstructed in view and the fact that the gift to the city of ten feet of land along Floral Ave. is involved should be noted. " This report is submitted by the Planning Commission with the idea that it will be helpful to the City in preparing its budget. The Commission feels that sometime annual improvements will be part of a general improvement program which will be embodied in a master plan which will cover the work to be done for a period of years. An important item to be considered when capital outlays are made for improvements is the sequence in which they are made. A well prep4red and carefully thought our master plan will make it possible to choose items which will be of maximum public interest both from the service standpoint and the financial cost involved. x. The Commission has considered the items mentioned herein and offer them as suggestions for improving the City. At the beginning of the year when the Planning Commission was organized for the year 1939, it was decided to break the work of the Commission down to six standing committees; these c.owiittees with their membership are appended below. ISSION 00M;ITTEE ON CITY PLAN To,-Mr. Leonard ?di scall Chairman of the Commission. The Committee understands that its function is to study and seek the establishment of a waster Plan for the City of Ithaca. Such a plan, when endorsed by the proper legal authority, would provide the pattern for future improvements, changes and extensions within the city. During the year 1938 a start was made toward such a plan. The expenditure of a portion of the Commission's appropriation for the work made this possible. Early in the current year, 1939, the Commission authorized the expenditure of all or part of its appropriation for work on the plan. Later a idaster Plan work project was submitted to the W.P.A. ...2- 1� Pending approval of this project by the W.P.A. , the Commission's appropriation has been held in reserve. It is believed that a much more efficient and economical use of the money can be made in ampli- fication of the W.P.A. project, than were it used separately. Your committee urges that the Common Council be req ested to re- appropriate the unexpended balance of the Commission's 1939 appropri- ation, ear-marking it for Master Plan work and that appr val be sought of the W.P.A. Master Plan project. The work to date on the Master Plan consists in the compilation of facts. An outline street map of the City, at 100 scale, in sections, on standard size sheets has been drawn as a basis for f they plottin& This map, based on data from all available sources, is correct and accurate to a degree that previously no general map of the city has been. Plottings have been made of Paving, Storm Sewers, City Rights- of-Way and City Owned Property. Much remains to be done both in the compilation of facts and the recording of the same on the map. Included here are Sanitary Sewers and Water lines. Before proposals of change are attempted, all pertinent facts should be clearly on record to guide the study of such changes. A New Zone Map is an item of real importance and practical city economy. Such a map should be accurate and detailed which the present map is not. The revision of the Zoning Ordinance now being carried forward by the City Attorney, with occass' onal review by' the Planning Commission, should be paralleled by a study of the map looking especially to a definition of the boundary ines between zones. Some of these now out across property ownership lines most incoherently. The Planning Commission, about a year ago, reviewed the zone distributions of the present map with care and put on record, for further study, certain suggested zone changes. Only with money to work with, can this important Mdertaking of a Master Plan go forward. In the first two blocks (State St. to Bu falo St. ) the curbs are in bad shape and the sidewalks much too wi e. This extra sidewalk width could be readily transferred to the street pavement. The Commission recommends that the first three blocks be paved but if limited funds only are available then it recon.iends that the first two blocks be paved. 7. Aggressive action should be taken to obtain state aid in paving this street so that it may serve as an arterial highway. Bridge Construction The Commission would like to note at this point th t many of the bridges within the city are living on borrowed time Many of them are out of date and some of them have such a low c nacity that the passage of modern traffic is dangerous. This fact hould be borne in mind for during the next 10 years the city will probably have to spend considerable ;Honey on building new, stronlrer,, and more modern bridges. A comprehensive survey of the bridges is needed. 1. Construction of new bridge crossing Six hi le Creek a Plain St. (a) 2. Construction of new bridge across Six Mile Creek at an Natta Pumping Station. This improvement will make Giles S reet service- able as an arterial way. (a) 3. Treatment of University Avenue on easterly side so as to improve its appearance. 2. Extension of Green or Clanton Streets or bot'Z •;o connect with Giles Street. 3. Improvement of the airport. The Commission feels that the maintenance of the airport facilities is a very important service. Some time in the near future our airport will have to be enlarged in order to accommodate larger ships which will probably land here. Extension to the south at the present time is blocked by the Lehigh Valley loop and freight yard. The site of the present city dimip would make an ideal place for the Lehigh Valley to locate future freight yards and loop. If a plan could be worked out so that this change could be made, Ithaca would have one of the best airports in the east. Also the possibility of extending the airport to the North should be studied. This fill could be made with dredged material which will probably be available without charge to the city in the next year or two. Nursery We wish to recommend the extension of the present city nursery so that the City Forester may enlarge his planting program. Zoning The Commission wishes to advise the Layor that it is continally studying the zoning map and is endeavoring to correct many inequali- ties or errors that exist in it. They are also making a study of a revised zoning ordinance which the city attorney has almost completed. Passage of the new zoning ordinance will bring Ithaca up to date as far as city law goes. However, the Commission feels that many of these zoning inequalities should be ironed out and will make recom- mendations to the Cotn.iion Council from time to time. Vaster Plan The Commission would like to recommend a series of five year programs for such iters as paving, water extension, sewerage faoili ties, storm water facilities and also curb and gutter improvement, and possibly street 'lighting, but feels it is unable to embark on such an ambitious program until the completion of a master plan for the city. We urge the Common Council to appropriate the necessary funds so that the W.P.A. project now submitted for a master plan, may be started. The Commission realizes that any extensive repav- ing program will bring with it changes of the water supply system, sewer system and probably street lighting and sidewalks. It is such complications as these which tend to emphasize the necessity of careful planning of improvements ahead of time, i.e. a :Waster plan. Recreational Facilities While Ithaca is the center of one of the finest recreational areas in the nation the City has been negligent in providing park facilities within its boundaries. Additional playgrounds are needed for the younger children. It is possible that the City might cooperate with some of the existing service centers and furnish wading pools. The Commission is in full accord with the suggestions made by the Committee on Revreational Facilities. ..: uRM 11 In Further the Commission suggests the continued improvement of Stewart Park and the Newmczm Golf Course. A club house at the golf course is needed and by the public support given this enterprise she Commission reeom'Jends its construction in the near future. Advice should also be sought as to the practicability of ex— tending the present 9 hole course to 18 holes. Certain lands con— tiguous to both parks are suitable for park and recreational pur— poses and their purchase should be considered. 1,ai,nt enance The Commission urges that the present city plant and services be maintained in the interest of economy and efficiency. Also an effort should be made to extend and improve our street lighting facilities after a survey has been made and an orderly plan adopted. The Matter of unsightly power and light lines and poles should be given serious consideration. When t'_ley are eliminated property values usually rise. In most locations a backlot distribution of power lines will suffice and in this way the service companies are not put to the expense of installing underground conduit. Flood Control The Commission submits here a copy of a report made in 1937 by a special committee which investigated flood control methods. Although our last disastrous flood oecured in 1935 the threat of another is ever with us. The Cor_nnission feels that this matter should be seriously considered and that a continuous effort should be made to secure the help of the Federal or State Government or the Finger LaI.es State Parks Commission in the construction of detention dams outside of the city liclits in Enfield and Buttermilk Creeks. You will note that under the heading of Capital Improvements, items a, c and d have been completed. This work was done in 1939. Nothing ofa flood control nature was accomplished in 1939• Report of the Special Committee of the Planning Conznission to Consider %leans of Flood Control ` To Members of the Planning Commission: :., The corinittee after investi gating the various angles of flood g g :. control both in the office and on the ground beg to submit the r following report: Many floods occurring today are considered serious when the same amount of water a few years ago caused no alarm. This is part- ly due to reclamations and improvements in various areas within the city. The present golf course was formerly the city diunp and a good portion of it was low land, the same applies to the airport. In the southern section of the city much building has been done in an area which has always been susceptible to ;periodic floods. It is the responsibility of the city to do all it can to relieve flood conditions as can be handled with funds in reasonable amounts. There is no chance ever to :Hake Ithaca absolutely dry and flood proof for the simple reason that the community could not stand the expenditure. A program for lessening the menace of floods divides itself into two parts, namely: I. A program of maintenance of existing facilities. II. Capital improvements. I. Program of maintenance; under this heading your committee , suggests the following: a. Regular cleaning of creek beds within the city limits. b. Regular inspection of creek beds, removal of trees which might fall into the stream, eto. The city should also endeavor to secure the cooperation of the surrounding townships in inspecting and maintaining creek banks outside of the city limits. e. Regular inspection and maintenance of drainage ditches, culverts, catoh basins, etc. -7- II. Capital improvements. A complete program for capital im- provements should result from a study of all conditions contribut- able to floods. We suggest that the City Engineer be granted an appropriation of at least $5000. to engage the necessary counsel in collecting information, for designing structures and anything else, which in his Judgment he feels is necessary to render a com- plete report and plans for flood protection. The committee feels there are certain problems which are anparent and need little in- vestigation and also immediate attention. They are as follows: a: Raising road and widening bridge on W. Clinton St. extension. b. Substitution of a rigid frame type of structure for the present bridges on Caecadilla Creek at Aurora, Tioga and Cayuga Sts, c. Replacement of bridge at Brindley Street. d. Installation of large culvert to take care of Williams Brook. e. Deepening of Fall Creek channel from mouth to the Lehigh Valley R.R. Co. bridge. Tile city at all times should use its prestige and influence in agitating for a low lake level as far as practicable. The committee feels that a careful investigation of conditions will indicate that the low lands south of the city might well be used as a detention area. If this is found to be true, the city may have to discourage building in that section and possibly purchase land outside the city limits for storage purposes. Anything done to hold back the water from Enfield and Butter- milk Creeks will tend to alleviate conditions in Ithaca, For this reason we feel the city should aid the Finger Lakes State Park Oommission in any manner possible in obtaining detention dams on both of the above mentioned creeks. By the sarme token, detention dams on Six :file, Fall and Oas-- eadilla Creeks would aid considerably. The city .must agitate for these either through state or federal channels. It is vitally necessary that the city at all times cooperate with Cornell University in maintaining the portion of creeks, and gorges which run through its property. The comriittee realizes that improvements in the city itself have contributed somewhat to floods. The installation of the more complete storm sewer system has certainly tended to dimin more water into the inlet in a shorter time than heretofore. The increase in the paved area of the city has also contributed its share. These questions will all be considered and we believe solved in the report that the City Engineer is recommended to mace. "e respectfully urge the Common Council to appropriate the sutra asked for above so that _ this work may be started as soon as possible. Larble, City Engineer ex-officio GENERAL The Oommission would like to note also at this time that while we have an excellent water supply and good distribution facilities our supply lies in the mercy of one structure namely the Potters Falls dam which imnounds the Potters Fall reservoir. This reservoir is slowly filling in and our capacity for storage is being corre- spondingly reduced. Sometime in the near furture an effort should be made to either build a new dam or find a means of insuring a water supply while the present reservoir is being cleaned out and restored to its original storage capacity. This is necessary for as the city grows the demand for water also grows. Or The Commission at this time would like to congratulate the city on their workmanlike manner in hazidling the construction of the new sewage disposal plant. The building is a beautiful addi- tion to the city plant and the grounds are nicely landscaped although we would recommend that the landscaping be continued so as to further improve its appearance. It was explained that there is approximately $200.00 balance left in the appropriation for 1939 and it was suggested that Common Council be requested to appropriate the sum of $450.00 for 1940. This sum to be applied towards a Master Plan project which has been approved by the Council and submitted to W.P.A. authorities for approval.
